Agenda: Presentation of the end-of-term report of the outgoing Guarantor - Dr. Alessandra Naldi.
OUTCOME:

The outgoing Guarantor of the Rights of Persons Deprived of Personal Liberty presented the end-of-term report for the role held in the 2013/2019 period.
The Commissioners, in thanking her for the appreciated work carried out in these six years, asked some questions and presented food for thought on the Milanese penitentiary system, to which Dr. Naldi provided a timely response and promised prompt interest from the new Guarantor.

Agenda: inspection at Via Gigante 6 "Meeting with the Mapping San Siro group active in the new spaces and updating and coordination of the projects linked to the assignment of empty spaces in the public housing in the neighborhood". They will be present:

Joint Council Commission for CULTURE and VERIFICATION AND CONTROL OF PARTICIPATED BODIES (Chaired by Councilor Turco Angelo and Councilor De Pasquale Fabrizio)
Agenda: “Hearing of the President of the Triennale Foundation Stefano Boeri on the 2018 budget and the intervention plan”.

OUTCOME:

The President of the Triennale Foundation illustrated the financial performance and income of the Foundation, as well as its future plans, then answering the questions posed, on the merits, by the Councillors.

HOME Council Commission - PUBLIC WORKS, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda: inspection at the Thermal Power Plant in via San Vigilio. The participation of Councilor Gabriele Rabaiotti and the Director of the Home Management Engineer Francesco Tarricone is expected to participate in the inspection.

OUTCOME:

The Commission went to the Thermal Power Plant in via San Vigilio, where the Condominium Councilors complained about the excessive costs of district heating and briefly illustrated the events that have occurred over the years regarding the Thermal Power Plant. The Commission agreed to convene a specific meeting of the Council Commission to investigate the issues with the necessary documentation.

Joint Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASES and INNOVATION, TRANSPARENCY, DIGITAL AGENDA, CIVIL STATUS (Presided by Councilor Conte Emmanuel and Councilor Arienta Alice)
Agenda: RESOLUTION N.143 - CIRCULAR N.227 INFORMATION SYSTEMS DIRECTORATE DIGITAL AGENDA Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letters a) and e) of Legislative Decree no. 267/2000. Amount 5.544.449,50 euros and contextual change in the 2019/2021 financial budget. They will be present:

  • the Councilor for Digital Transformation and Civic Services Roberta Cocco;
  • the Director of the Budget and Revenue Department Roberto Colangelo.

Also invited were:

  • the Director of the Information Systems and Digital Agenda Directorate Francesco Castanò;
  • the Deputy Director of the Information Systems and Digital Agenda Directorate Manuela Loda; 
  • the Director of Application Systems and Technological Infrastructure Area Guido Renato Albertini.

LAWYER DIRECTORATE RESOLUTION NO. 144 CIRC. Recognition of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Lawyer for a total of €132.513,57, relating to judicial measures received in the period 13/05/2019 - 07/06 /2019. The measure involves expense.

The Chief Lawyer Antonello Mandarano will be present.
 

OUTCOME:

The Directors of the Budget and Revenue Directorate and the Information Systems and Digital Agenda Directorate provided specifications regarding Resolution no. 143 and n. 144 relating to the recognition of off-balance sheet debts. The Official of the Legal Department explained how the debt was generated, from a legal point of view, and what the possible course might be. The Councilors highlighted some doubts on the merits. At the end the Presidents considered the resolutions discussed.

Joint Council Commission URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM and PARTICIPATION, POPULAR INITIATIVE, OPEN DATA (Chaired by Councilor Ceccarelli Bruno and Councilor Moratti Milly)
Agenda: “New methods of submitting observations to the PGT”. The following were invited to the Commission:

  • Councilor Pierfrancesco Maran,
  • Councilor Lorenzo Lipparini,
  • the Arch. Simona Collarini,
  • The Arch. Marino Bottini,
  • Dr. Andrea Zuccotti and Dr. Bruno Monti of the Municipality of Milan.

OUTCOME:

The Councilor for Urban Planning recalled the timing relating to the presentation of observations and the approval of the PGT which must be carried out by 15 October 2019. Instead, the Councilor for Participation and Open Data illustrated the ways in which citizens can present them and in particular he focused on the IT sector, equipped with an extremely intuitive and simple system much appreciated by users. The Councilors expressed their appreciation for this latest method which facilitates citizen participation in choices about the city's future.

Council Commission WORK POLICIES, ECONOMIC DEVELOPMENT, PRODUCTION ACTIVITIES, TRADE, HUMAN RESOURCES, FASHION AND DESIGN (Presided by Councilor Specchio Laura)
Agenda: AGILE WORK WEEK 2019: A first analysis of the outcomes and ongoing processes.

OUTCOME:

The Councilor and the Offices reported the analyzes concerning the "Agile Work" activity, which after starting as a "day", has now taken on the characteristics of a "week". They explored the regulatory aspects concerning the private companies that have joined this year in ever-increasing numbers and analyzed in detail what concerns the application of this institution within the Municipality. The councilors expressed assessments and asked specific questions to which the Councilor and the Offices provided exhaustive answers.

Agenda: inspection “Via Rosalba Carriera 11 at the International Evangelical Christian Church “SABAOTH Ministry”. The leaders of the International Evangelical Christian Church "SABAOTH Ministry" will be present. Invited were: Councilor Pierfrancesco Maran, Arch. Giovanni Oggioni and   the Arch. Marino Bottini of the Municipality of Milan.

Agenda: "School Buildings" Councilor Laura Galimberti will be present

OUTCOME:

The Councilor for Education illustrated the situation of school buildings in Milan, thus acknowledging the launch of the tenders dedicated to the planning of the Municipalities, as well as outlining the major interventions divided area by area and describing the works in each school complex involved. A rich debate ensued, during which requests for further information and insights from the councilors present were presented, to which the Councilor responded in detail.

Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASES (Presided over by councilor Conte Emmanuel)
Agenda: Of the. No. 142 Circular No. 224 BUDGET AND REVENUE DIRECTORATE Transfer from Citibank N.A. deposit to the Civic Treasury of the Municipality of Milan of the BTP securities purchased by UBS Limited on behalf of the Institution in implementation of the Settlement Agreement of 20 March 2012 and reconstitution on the new deposit of the pre-existing right of pledge in favor of UBS Limited. The following will be present: Councilor Roberto Tasca and Director of the Budget and Revenue Department Roberto Colangelo.  

OUTCOME:

The Councilor and the Offices have retraced the process of the provision in question.
A debate followed during which some Councilors asked questions to which the Councilor and the Offices provided answers. At the end, the President declared resolution no. discussed. 142 which will be submitted to the City Council for examination.
