OUTCOME:  

The Commission went to the Sforzesco Castle, where the Director of the Superintendence Area of ​​the Castle showed the ongoing restoration work on the Sala delle Asse, which will be reopened to the public on May 16th on the occasion of the 2019 Leonardo celebrations.

Agenda: Hearing of the ministers of worship and religious representatives operating in the penal institutions of our city. 

OUTCOME: 

During today's session, a continuation of the meeting of last December 17, the Chaplain of San Vittore, the Pastor of the Evangelical Christian Church Simply Love and a Muslim volunteer working at the Bollate prison were heard, who testified to the importance of religion for detained people as a vehicle for assuming responsibility for the crime committed and an opportunity for redemption. The access process to prison facilities has been clarified (access decrees and Sato protocols - Religious belief). Councilor Lipparini illustrated the "The room of silence" project, already active in some care facilities, in relation to prisons.

Agenda: "Collaboration between schools against segregation - Continuation of the discussion".

OUTCOME: 

Today the continuation of the session of 17 January 2019 was held with the object "Collaboration of schools against segregation"; the Councilors asked questions on the merits which were given comprehensive answers by the invited speakers. The Councilor for Education and Instruction underlined that the Administration's task is to work to guarantee the right to education and the equity of educational systems and to ensure that the school itself can be the driver of change by becoming an asset for the territory.

Joint Council Commission on Social Policies and Services for Health, Volunteering and Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilors Vasile Angelica and Arienta Alice) 
Agenda: “The effects of Law 132/2018 on access to registry services and services provided by the Municipality of Milan with particular reference to social ones.”

OUTCOME:

The Secretary General illustrated the main changes made by Law 132 of 2018 to the previous legislation on international and humanitarian protection and new special cases.
The Directors of the Civic Services and Social Services Sectors have integrated the presentation of the new rule in the matters within their competence, in particular with regard to the registry registration of asylum seekers and the consequent existence of the conditions to benefit from the social benefits provided by the Municipality of Milan.
Only some of those registered to speak, due to lack of time, were able to intervene, requesting clarifications and making observations on the new legislation; the Presidents therefore decided to adjourn the session to another date.

Council Commission for Tourism, Territorial Marketing, Wellbeing, Sport and Leisure (Chaired by Councilor Fumagalli Marco Carlo)
Agenda: Smart City Association Mission Objectives.

  •     Director of the Smart City Association: Luca Martinazzoli.

OUTCOME:

The Councilor, the General Director and the Director of the Smart City Association focused on the development of Milan Smart City and the promotion of the city's brand abroad, in partnership with other public and private bodies, by the Smart Association City.
A debate followed during which some Councilors expressed doubts regarding the creation of this Association, third compared to the offices of the Municipality of Milan, and the composition of the Governance, to which the Councilor and the General Director provided a response.

Joint Council Commission on Innovation, Transparency, Digital Agenda, Civil Status and Anti-Mafia (Chaired by Councilors Arienta Alice and Gentili David)
Agenda: "Update of the Three-Year Plan for Corruption Prevention and Transparency, presentation of the Council resolution"
Doctor Mariangela Zaccaria will be present.

OUTCOME: 

In the presence of the Deputy General Secretary, the innovations introduced by the Municipality of Milan were presented, in relation to the fight against corruption, as well as with respect to administrative transparency. The commissioners present were able to express their opinions on the matter, in a delicate and complex area at the same time.

Council Subcommittee Reform of the Metropolitan City (Chaired by Councilor Palmeri Manfredi)
Agenda:  Hearing of the Deputy Mayor of the Metropolitan City, Arianna Censi, on "Metropolitan City status update".

OUTCOME: 

Deputy Metropolitan Mayor Censi explained to the councilors the state of affairs of the Metropolitan City, both from an economic and regulatory point of view. You also took stock of the ongoing discussion between the Government, ANCI, UPI, and Metropolitan Cities regarding the status of the latter and the Provinces. It is hoped that a definition can be reached on these important issues in the near future. The councilors expressed their opinions on these important matters, focusing more on the possibilities that the Municipality has to intervene on this issue. They also indicated some possible solutions to ensure that Metropolitan Cities can finally concretely assume the role that has been given to them. The President announces that during the next sessions some of the topics addressed today will be explored in depth and other metropolitan cities in Europe will be consulted.
