Agenda: Resolution n. 167 Circ. n. 259 Lawyers Directorate - Recognition of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Lawyer for a total of € 219.501,19, relating to judicial measures received in the period 08/06/ 2019-30/09/2019. The measure involves expense. The Director Dr. Roberto Colangelo will be present.  

OUTCOME:

The managers of the Budget and Legal Affairs Department illustrated resolution proposal no. 167, explaining the reasons for the provision and providing clarifications on the types of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan.
The Commissioners presented some requests for clarification which were promptly responded to.
The resolution proposal was therefore declared discussed.

Joint Council Commission on Equal Opportunities-Civil Rights and Policies for Labour, Economic Development, Productive Activities, Commerce, Human Resources, Fashion and Design (Presided by Councilor De Marchi Diana and Councilor Specchio Laura)
Agenda: Presentation of ValoreD's Manifesto for women's employment. They will be present:    

  • Barbara Falcomer - General Director
  • Anna Zavaritt - Communications Manager.

OUTCOME:

The General Director of the "ValoreD" Business Association presented the Manifesto for women's employment, then answering the questions of the Councilors and collecting their suggestions for greater dissemination of the Manifesto itself.

Joint Council Commission on Housing, Public Works, ERP and Social Policies and Health Services, Volunteering (Chaired by Councilor D'Amico Simonetta and Councilor Vasile Angelica)
Agenda:  Illustration of the Extraordinary Maintenance project on the Salomone District; presentation of the social and socio-health activities active in the Solomon neighborhood and in the activation phase. The following were invited to the Commission:

  • the Regional Councilor for Social, Housing and Disability Policies Stefano Bolognini,

OUTCOME:

Councilors Bolognini and Rabaiotti explained to those present that the redevelopment of the Salomone district (so-called "Case Bianche"), the subject of this session, will have a total cost of over seven million Euros, mostly financed by the Lombardy Region and will concern the renovation of the common areas, arrangement of the external facades, bringing the systems up to standard, etc. They also presented the social projects, already operational, for the assistance and care of the large elderly population of the town and illustrated others social inclusion aimed at families, especially young people, with particular fragilities. Finally, in this regard, the decisive collaboration between the Region and the Municipality was favorably underlined.

Agenda: "Administration, destination and management of assets confiscated from organized crime". Participants will be:

  • Roberto Giarola manager of the ANBSC Milan branch
  • Councilor Gabriele Rabaiotti.    

OUTCOME:

The guest and the Councilor described in depth the state and work of the Agency and the methods through which the Municipality operates in the assignment of confiscated and seized assets from organized crime. The councilors carried out reflections and asked questions to which the guest and the Councilor provided complete answers and further clarifications

Council Commission for Verification and Control of Investee Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Culture Directorate Resolution n. 157 Circ. n. 243 Membership of the Municipality of Milan to the C.A.S.V.A Foundation. as Founder.

OUTCOME:

The Director of the Strategies and Control Area of ​​Investee Companies and the Director of the Museum Houses and Special Projects Unit Management provided specifications regarding the participation of the Municipality of Milan in the C.A.S.V.A. Foundation; the latter has the aim of supporting the C.A.S.V.A. in its scientific activities and promotes further activities regarding the conservation and study of archival funds.

Council Commission Mobility, Transport, Environmental Policies, Energy, Civil Protection, Animals, Green (Chaired by Councilor Monguzzi Carlo)
Agenda: Reopening of Linate Airport. SEA CEO Dr. Armando Brunini will be present.

OUTCOME:

The CEO of SEA illustrated the renovation project of the recently reopened Linate airport. During the subsequent debate the Councilors asked some questions which were widely answered.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: “Presentation of the Timmi Project – Team for the identification of mistreatment in Milan. Buzzi Hospital project with Terre des Hommes". They will be present:

  • Dr. Federica Giannotta – responsible for Italy Terre del Hommes Programs,
  • Dr. Lucia Romeo – pediatrician and head of the Timmi Project,
  • Dr. Giusy Soldato – psychologist, Timmi project team. 

OUTCOME:

The pediatrician responsible for the Timmi Project and the manager of the Italia Terre des Hommes Programs illustrated the Timmi Project aimed at preventing child abuse, carried out in collaboration with the Buzzi Hospital. They therefore responded to the requests for information formulated by the Councilors regarding parenting support and the network against child abuse.

Council Commission for Education, Instruction, University and Research (Chaired by Councilor Limonta Paolo)
Agenda: "Update on the school building situation"    Participants will be:

  • Councilor Laura Galimberti;
  • Franco Zinna, Director of Neighborhoods and Municipalities;
  • Simone Dragone, President of MM Spa
  • Stefano Cetti, General Director of MM Spa.

OUTCOME:

The Councilor and the Offices focused on the ordinary and extraordinary maintenance of the school real estate assets, clarifying that the primary objective of the municipal administration is to identify ways of planning and managing the interventions capable of guaranteeing protection and monitoring of the same. They specified that for 2019 the Municipality has budgeted 7,2 million euros for ordinary maintenance and 16 million euros for extraordinary maintenance.
A debate followed at the end of which the Councilor and the Offices provided a response. At this point, as they were still registered to speak, the President adjourned the meeting.

Agenda: inspection at SPAZIO COMUNE in via Iseo, 4 - for the presentation of the 2019 activity..
The meeting of the Members is set at 10.30 am in Via Iseo, 4. where they will go by their own means.

OUTCOME:

The Councilors visited the "Common Space" and learned about the activities that take place there.

Agenda: Budget and Subsidiaries Management: Resolution no. 170 circular 271 programming 2019-2021: change in the financial budget changes to the Single Programming Document. They will be present:

  • Councilor Roberto Tasca 
  • the Director Roberto Colangelo.

OUTCOME:

The Resolution regarding the change in the 2019 - 2021 Financial Budget was presented in the presence of the Budget Councilor and the top managers of the Budget and Participates Department. The main change operations contained in the provision modify the current expenditure allocations to a small extent overall. The councilors were thus able to request further information on the matter, which was fully accepted and satisfied by the Councilor and the managers present.
