Agenda: Inspection in Via Solari, 40: redevelopment of vacant lots, renovation and new PTO lot.
The following will be present: Councilor Gabriele Rabaiotti and the sector technicians.

OUTCOME: 

The Commissioners carried out, informally, with the Housing Councilor, the visit to the Umanitaria district of via Solari 40, Milan, as the legal number of Councilors present, capable of making the session valid as expected, had not been reached from the art. 8 paragraph 1 of the Council Commission Regulations.

Joint Council Commission on Social Policies and Services for Health, Volunteering and Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilors Vasile Angelica and Arienta Alice)
Agenda: Presentation of the residency-MI project. The offices for fictitious residence in the Municipalities: a registry service and an inclusion tool.
Dr. Fabio Mancuso will be present for the Citizen Services Area, while Dr. Miriam Pasqui will be present for the Social Emergencies Area. 
The managers of the PON Inclusione service on serious marginalization (Casa della Carità, Coop. Farsi Prossimo and Fondazione CARITAS Ambrosiana) and of the Aldia Cooperative which has been managing the help desk at Municipality 1 for some time will be present.

OUTCOME: 

The offices illustrated the project launched in recent months by the central administration and some municipalities. Attention was focused on the methods and difficulties present. They specified the usefulness that this project has, consisting in giving accessibility to health and civic services which, without having even a fictitious residence, a citizen could not benefit from. The guests focused their attention on the procedures they have adopted in recent years, while Municipality 1 explained the methods followed for some years. The councilors expressed appreciation for this initiative and hoped that it could be continuous and indicated some critical issues to be resolved. The offices have clarified some steps and are committed to ensuring that this project continues over time.

Council Commission on Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda: Limited Traffic Zone around the San Siro Stadium.
Councilor Marco Granelli will be present.

OUTCOME: 

The Mobility Councilor gave specifications relating to the Provision concerning the San Siro ZTL, highlighting the current critical issues; he specified that the limitations on access to the area will be applied during matches or particular events (e.g. concerts). The limited traffic zone aims to help guarantee public order by improving access and flow to the stadium by encouraging the use of public transport. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission for Labor Policies, Economic Development, Productive Activities, Trade, Human Resources, Fashion and Design (Presided over by Councilor Specchio Laura)
Agenda: Proposal to adopt the municipal transfer plan for solidarity purposes.

 The trade associations were invited.

OUTCOME: 

The Director of the Productive Activities and Commerce Area and the Director of the One Stop Events Area, after having illustrated the agenda, responded to some exceptions coming from Confcommercio (greater protection of commercial establishments, whose product specificity is equal nature with respect to the products sold by associations for solidarity purposes and a clearer adherence of the Plan to the Consolidated Law on Trade of the Lombardy Region) and reassured Confesercenti on the timescales for submitting any observations. The possibility of asking the Associations for feedback on the actual destination of the funds raised will be assessed and ample guarantees have been given on the seriousness of the Associations themselves.

Council Commission for Education, Instruction, University and Research (Chaired by Councilor Limonta Paolo)
Agenda: Presentation of the newspapers "Gola News" and "Trotter Magazine", created by young people and children.
The children, teachers and parents who collaborate in the editing of the two newspapers will be present.
Councilor Laura Galimberti will be present.

OUTCOME: 

The guests explained that the "Trotter Magazine" is an extracurricular activity which aims to involve the greatest number of pupils in the institute's fourth classes, proposing itself as an opportunity for social cohesion in the area by encouraging meetings, friendships, knowledge between generations and different cultures. They also clarified that "Gola News" is a magazine entirely created by the children who live in the courtyards of the public housing in via Gola, via Pichi and via Borsi, illustrated by photographs of the children who live in the same courtyards, to change the outlook on the neighborhood and tell stories that are less obvious at a superficial glance.
A debate followed during which the Councilors expressed their appreciation for the initiatives illustrated.

Council Commission on Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda: Inspection in via Teodosio 104, to verify road and parking problems.

OUTCOME:

The commissioners present, together with some officials from the Mobility, Environment and Energy Directorate, were able to verify the problematic conditions of vehicular traffic at the entrance to the ATM depot in via Teodosio. A delegation of resident citizens, as well as some employees of the tram company, expressed the inconvenience suffered by such a situation, proposing solutions and intervention strategies which were implemented and evaluated by the municipal technicians.

Council Commission on Budget, Taxes - State Property and Procurement (Chaired by Councilor Conte Emmanuel)
Agenda: FINANCE AREA AND TAX CHARGES
RESOLUTION N. 127 CIRC. 202
Application of the provisions set out in the art. 6 of Legislative Decree no. 119/2018 converted with Law 136/2018 and simultaneous approval of the Regulation concerning the facilitated settlement of tax disputes relating to municipal taxes.
Councilor Roberto Tasca and Doctor Monica Mori will be present.

OUTCOME:

The Budget Councilor illustrated the resolution proposal no. 127, concerning the approval of the Regulation for the facilitated settlement of tax disputes, pending in every state and level of judgment, including the Court of Cassation relating to municipal taxes, standard provided for by the art. 6 of Law 136/2018. He points out that the measure must be approved by April 1st.
The Councilors presented some requests for clarification to which an adequate and timely response was provided.
At the end of the short debate, the Vice President declared the deliberative proposal discussed and will continue its process in the council chamber.
