Agenda: Presentation of the new Guarantor of the Rights of Persons Deprived of Liberty, Dr. Francesco Maisto.
OUTCOME:

During this session, representatives of the Criminal Chamber of Milan, of the Bar Association of the Court of Milan, representatives of the various voluntary organizations operating in the field of imprisonment and prisoners' rights and of the Director of the Area of Social Policies, to frame the functions and responsibilities of the Office of the Guarantor of the Rights of Persons Deprived of Liberty of the Municipality of Milan. All in the presence of Dr. Francesco Maisto, recently appointed to this position by the Mayor and his predecessor, Dr. Alessandra Naldi. The need to strengthen networking between the relevant institutions and the world of associations and voluntary work was underlined and concerns were expressed regarding the difficult political-regulatory context in terms of security, the next reopening of the detention centers for repatriations and to the condition of prisoners in OPG still present on the national territory.

OUTCOME:

The President of the Local Public Transport Basin Agency introduced himself to the Councilors and answered their questions regarding the formation of the new Board of Directors and regarding the future tender for the management of the TPL in Milan.

Agenda: inspection at the Baggio Registry Office; meeting in Piazza Cesare Stovani n.3.

OUTCOME:

The offices illustrated the activities of the registry delegation located in Piazza Stovani, the types of most frequent requests and the critical issues present and the average number of citizens who visit them daily. They underlined that the Office will be able to be kept open during the summer months thanks to the intervention of staff sent by the Management; the hope was expressed that these employees, now in the training phase, will not be transferred, but will increase the small number of employees. The councilors asked some questions regarding the critical issues and highlighted the possible solution to some of the problems.

Agenda:“Condominium regulations, rights of boys and girls: what prospects”. We want to delve deeper into the theme of playing in courtyards and the situation of social apartments for newly adult foreigners and for nurseries in condominiums; Silvia Bartellini from the Cooperativa       social La Cordata, Cinzia D'Alessandro from Locomotiva di Momo and Stefano Milanesi and Leonardo Caruso will be invited as representatives of the Associations of Condominium Administrators.

OUTCOME:

The Guarantor of Rights for Children and Adolescents and the representatives of the Associations of Condominium Administrators explored the topic of playing in courtyards, as well as the situation of social apartments for foreign newly-adults and nurseries in condominiums. The Commission, after a brief debate, expressed its intention to regulate these topics in the future urban planning documents to be adopted.

Agenda: Proposal for resolution no. 140 of 31/5/2019 circular 221: "Recognition of the rights of the Municipality of Milan and F21 (and its assignees) on the reserves of SEA S.P.A. connected to the sale of 29,75% of the share capital completed on 29 December 2011" .

OUTCOME:

In the presence of the Budget Councilor, Resolution no. 140 was illustrated regarding the sale to the company F2i, by the Municipality of Milan, of a shareholding equal to 29,75% of the share capital of S.E.A. S.p.A., dating back to 29 December 2011. The Councilor traced a history of what happened, as well as the reasons that supported the procedures implemented, informing the councilors present of the methods for exercising the rights of the parties involved, in particular of the profits already accrued and/or graduates, starting from 1 January 2012.
