OUTCOME:


Some of the invited professionals reported on the various historical phases of construction of the Meazza Stadium, while two other professionals presented their study for its renovation and continuation in its current use. The Councilors then offered their considerations, without asking questions.

Joint Council Commission Urban Planning-Private Construction, Milanese Agricultural System and Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda:  Situation of the green area between Via Ciclamini and Via delle Mimose and the request of the Biffi Foundation to expand the residence for the elderly.
Councilor Pierfrancesco Maran will be present.


OUTCOME:

The Councilor for Urban Planning, together with his collaborators, illustrated the provision relating to the Biffi Foundation's request to expand the RSA in the green area between Ciclamini and Mimose streets.
The representatives of the Committee of the aforementioned streets and some Councilors of Municipality 6 exposed the critical issues that the realization of this project entails for the neighborhood and their residents. The Councilors also expressed their opinions on the issue.
The two Councilors for Urban Planning and Social Policies replied, explaining the Administration's reasons for carrying out the requested intervention.

Council Commission for Verification and Control of Investee Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Cancellation of the Gas-Milan tender. Consequences for A2A Unareti staff and Milanese users. Hearing of Unareti leaders.

OUTCOME:

The Director of the Mobility and Transport Directorate, the Director of the Single Central Procurement Directorate, the President and CEO of Unareti Spa illustrated the reasons why the Gas-Milan tender was canceled by the TAR, highlighting that for the Milanese staff and users there is no there will be consequences. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission Mobility-Transport-Environmental Policies-Energy-Civil Protection-Animals-Green and Security-Social Cohesion-Local Police (Chaired by Councilor Monguzzi Carlo and Councilor Pantaleo Rosario)
Agenda: Update on the interventions of the Local Police to combat environmental crimes. They will be present:

OUTCOME:

The Security Councilor and the Deputy Commander of the Local Police illustrated the interventions implemented by the Local Police to combat illegal waste dumping. They communicated that criminal proceedings are underway for the environmental crimes detected and administrative sanctions have been imposed. They therefore responded to the requests for information formulated by the Councilors regarding citizens' reports, as well as on the opportunity to create advertising campaigns to combat the abandonment of waste and carry out training activities in schools on environmental education.

Agenda: next post-letter actions and proposed initiatives.

OUTCOME:

The President of the Council reported on the effects obtained from the letter sent by the Council to the Mayor and Municipal Councilors regarding the tasks that this body should carry out. In particular, you communicate that the Mayor has asked to meet a delegation from the Council next month to agree on some lines of work. Furthermore, given the presence of the Director of Social Policies, we were asked to provide the overall and detailed expenditure of the Municipality of Milan, relating to interventions dedicated to disabled people, expected in the next budget estimate.

Joint Council Commission on Labor Policies, Economic Development, Productive Activities, Trade, Human Resources, Fashion, Design and Anti-Mafia (Presided over by Councilor Specchio Laura and Councilor Gentili David)
Agenda: Presentation of the 2019 survey "Together for safety and legality". Mario Peserico, Vice President of the Confcommercio Union in charge of security, illegal activity and counterfeiting, will be present.

OUTCOME:

The Vice President of Conf Commercio Milano presented the results of the survey, carried out during the current year, among its members, regarding the problems relating to safety, illegal construction and counterfeiting.
The President of the Anti-Mafia Commission made some requests for clarification on what was stated, which were answered, as well as offering food for thought on the topic and suggestions to make future investigations more effective.

Agenda: “In light of the declaration of climate and environmental emergency, the measures of the Municipal Administration”. They will be present:

  • Milanese universities,
  • Environmental associations,
  • Friday's for Future.

OUTCOME:

In the presence of the Mayor and the Councilors who deal with environmental issues, the fifth and final session of meetings took place on the measures envisaged by the Administration, in light of the numerous declarations of climate and environmental emergency. For the occasion, representatives of the major environmental bodies and associations intervened, giving rise to a lively debate which saw the Mayor working to draw up a programmatic budget regarding the environmental commitment that will distinguish the city of Milan in the coming years.

The meeting of the Members is set at 11.00am in Via Segneri at the corner of Via Giambellino 150 where they will go by their own means.

Joint Council Commission on International Affairs, Post Expo, European Policies and Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Pacente Carmine and Councilor Arienta Alice)
Agenda: “Digital projects, financed by European PON Metro funds”  The following will be present at the hearing:  

  • Dr.  Mariagrazia Zorloni Contact person for the PON project for the digital part of the SIAD Management
  • Dr. Dario Moneta, director of the Plan Management and Monitoring Authority Specialist Directorate
  • Dr. Paola Rimbano, head of the National and Regional Operational Programs Unit and the Pact for Milan.

OUTCOME:

The Director of the Plan Management and Monitoring Authority Specialist Directorate, the Head of the National Operational Programs Unit and the Pon Project Contact for the Digital part provided clarifications regarding the 13 projects financed by European funds; the different axes of intervention and the related resources were highlighted with a greater focus on the first axis concerning the Metropolitan Digital Agenda. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: "Brake the Metro". The Assoc will be present. Marco Granelli, the Mobility management and a representative of A.T.M.

OUTCOME:

The General Director of ATM illustrated the interventions carried out on the signaling system and on the trains of lines 1 and 2 of the Metro, aimed at avoiding the phenomenon of sudden braking which, in recent months, has caused problems for passengers.

Agenda: "Employment situation Banking sector: The Unicredit case. Participants: OO.SS.  Human Resources Administration Area Del.174 Circ. 267

OUTCOME:
Representatives of the main trade unions in the banking sector illustrated the industrial plan prepared by UniCredit for the immediate future. According to what has been reported, there are several thousand jobs at risk of dismissal, many of which will concern the Milan area. Furthermore, the excessive number of bank branches closed in recent years, following the subsequent corporate restructurings, has been stigmatised. And finally, Resolution 174 was addressed and considered discussed.

Council Commission on Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Information Systems and Digital Agenda Management. Resolution no. 175  Circ. 276 Recognition of off-balance sheet debts pursuant to art. 194, paragraph 1, letter e) of Legislative Decree no. 267/2000. Amount 1.216.012,38 euros and contextual change in the 2019/2021 financial budget. Will participate:

OUTCOME:

The Councilor for Digital Transformation and Civic Services and the Directors of the Information Systems and Budget Departments illustrated the resolution in question. The measure was therefore declared discussed to continue its process in the City Council.

Council Commission for Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: Continuation of the work of the commission of 5 December 2019: "Presentation of the Anti-Cold Plan." They will be present:

  • Dr. Cosimo Palazzo. 

OUTCOME:

During this second Commission session dedicated to the Anti-cold Plan, the representatives of Opera San Francesco, Italian Red Cross, Progetto Arca and Casa Jannacci illustrated the framework of the services offered to the homeless and the projects and interventions dedicated to them, aimed at social inclusion or the restoration of daily normality.

Agenda: Closure of the "Punto & Virgola" Youth Center. They will be present:

  • - The Director of the Youth University and Higher Education Area, Doctor Fabrizio Chirico.    

Representatives of the "La Fanciullezza" Association were invited.

OUTCOME:

The Deputy Mayor expressed her regret at the closure of the "Punto e Virgola" Youth Aggregation Center following the decision of the National Association for the Protection of Childhood and Adolescence which managed it. You also affirmed the municipal administration's willingness to identify possible solutions.
A debate followed during which clarifications were requested to which the Deputy Mayor provided an answer.

Council Commission for Equal Opportunities and Civil Rights (Chaired by Councilor Diana De Marchi)
Agenda:  Drifts and Landings. With the participation of:   

  •  Miriam Pasqui - Rights, Inclusion and Projects Area - Rights and Severe Marginalization Unit of the Municipality of Milan.   
  • Tiziana Bianchini - Fight against social marginalization.    
  • Susanna Galli - Head of training service for social, Third Sector and Equal Opportunities - Metropolitan City of Milan.

OUTCOME:

The offices and guests illustrated in detail the content of the “Derive e Approdi” project which intends to help victims of trafficking. They specified that this initiative, which is part of a plan that affects the entire country, involves local institutions and state institutions and is based on the necessary contribution of various associations operating in the area. The councilors applauded the initiative, expressed considerations and asked questions on certain points to obtain further information. The offices and guests gave complete and exhaustive answers to all questions.
