Council Commission MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN (Chaired by Councilor Monguzzi Carlo)
Agenda: inspection  Viale Gorizia 9 “Presentation at the National Association of Sailors of Italy of the LifeGate PlasticLess Project aimed at reducing the presence of plastic in sea waters, rivers and lakes thanks to the Seabin device”. The meeting is at the National Association of Sailors of Italy. Italy. The following will be present:

  • for LifeGate: Lajal Andreoletti, LifeGate PlasticLess project manager for the National Sailors Association of Italy: Donato Trevisan, Vice President.

OUTCOME:

The Commission went to the National Association of Sailors of Italy for the LifeGate PlasticLess project, aimed at reducing the presence of plastic in seas and lakes. The Commission viewed the two Seabin devices installed in the Darsena, which are capable of collecting plastic waste, microplastics and microfibres from the water. The Commission agreed on the opportunity to promote the project and carry out educational campaigns for school groups and citizens to adopt responsible behavior while respecting the environment.

Joint Council Commission HOME - PUBLIC WORKS - ERP, INTERNATIONAL AFFAIRS - POST EXPO - EUROPEAN POLICIES and SUBURBS

Agenda: "Update on the Lorenteggio district"; Gabriele Rabaiotti, Councilor for Public Works and Housing, will be present

OUTCOME:

The Regional and Municipal Councilors for Housing Policies presented the state of the art of the interventions envisaged by the project co-financed by these two territorial bodies with European funds, concerning the Lorenteggio district, providing specific indications on the individual operations to be carried out and their timing.
The Commissioners presented some requests for clarification as did the citizens present who also complained about critical issues regarding the implementation of the planned interventions; a timely response was provided to them by the two political exponents.

Council Commission EDUCATION, INSTRUCTION, UNIVERSITY AND RESEARCH (Chaired by Councilor Limonta Paolo)
Agenda: inspection at the construction site of the school in via Merezzate, entrance from the roundabout of via Sordello / via Manzù / Via Savinio. Councilor Laura Galimberti will be present.

OUTCOME:

The Councilor for Education and the members of the Commission visited the new middle school in via Merezzate, which will be handed over to the Municipality next August, so that it can be active in the next school year. The building was built to offset the costs of the Urban Plan which affects the Santa Giulia district and presents itself as an innovative structure equipped with 21 classrooms with related laboratories and a gym capable of hosting volleyball and basketball matches at regional championship level.

Joint Council Commission MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN and VERIFICATION AND CONTROL OF PARTICIPATED ENTITIES (Chaired by Councilor Monguzzi Carlo and Councilor De Pasquale Fabrizio)
Agenda: Problems relating to vibrations and noises associated with the passages of the M1 and M2 lines. ATM communications on the activities carried out. Councilor Marco Granelli will be present. Representatives of ATM S.p.A. will participate.

OUTCOME:

The Councilor and the guests illustrated the first results of the work plan following the mapping and analysis of the vibration phenomenon on some sections of the M1 and M2 lines. They reported that in some cases the vibration levels were reduced by 50% and in others by 70%.
They also clarified that further interventions will require extraordinary maintenance activity of considerable size and complexity which can only be carried out at night.
A debate followed during which the Councilors and citizens present asked for clarifications and asked questions to which the guests provided answers.

Agenda: "Functioning of the Inter-Councillor Committee on major events".

OUTCOME:

Councilor Del Corno illustrated to those present the guidelines characterizing the work and composition of the Inter-Councillor Committee (C.I.), as well as the indication of the useful areas for the organization of major events in the city of Milan (proposed Council Resolution municipal). The expansion of the members of the C.I. was requested from the Mobility Councillor, which was not foreseen; greater involvement of the suburbs; a more marked rationalization of the One-Stop Events Desk; special attention to some districts, recently regenerated; the increase in the advertising tax to be paid by operators and the prior determination of the calendar of events taking place in Piazza Duomo.

Council Commission INNOVATION, TRANSPARENCY, DIGITAL AGENDA, CIVIL STATUS (Chaired by Councilor Arienta Alice)
Agenda: "The European SynchroniCity Project: first results". They will be present:

  • Councilor Roberta Cocco;
  • Dr. Sara Belli - Interoperability Project Director;
  • Dr. Chiara Bresciani - Project manager of SynchroniCity.

OUTCOME:

The Councilor for Digital Transformation and Civic Services and the speakers invited to the commission provided specifications relating to the Interoperability Project which, through the creation of a platform, allows users to use application interfaces, and the SynchroniCity Project which represents the first attempt to offer a single digital market to create shared urban services, enabled by IoT with the aim of improving the quality of life of citizens and growing local economies. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission SOCIAL POLICIES AND HEALTH SERVICES, VOLUNTEER SERVICES (Chaired by Councilor Vasile Angelica)
Agenda: RESOLUTION N. 146 CIRC. 231 SOCIAL POLICIES DIRECTORATE Approval of the Welfare Development Plan of the City of Milan 2018-2020. The Director of Social Policies Dr. Michele Petrelli will be present.

OUTCOME:

The Director of Social Policies presented resolution no. 146 relating to the Welfare Development Plan of the City of Milan for the period 2018-2020. Since two sessions have already been held to delve deeper into the topic, the Director limited himself to a brief summary of the salient characteristics of the Plan. After a fruitful debate, the President of the Commission declared the resolution discussed and can now be evaluated by the City Council.

Joint Council Commission URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM and MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: “First verification of initiatives on the climate emergency regarding Territory and Green in Milan”. Councilor Maran will be present. The following were invited: Friday for Future, environmentalist associations, trade unions and universities.

OUTCOME:

In the presence of the Councilor for Urban Planning, Green and Agriculture, the data relating to local climate change, as well as the measures implemented by the Municipality of Milan, were exposed. The Councilor then responded to the questions posed by the councilors and citizens present.

Council Commission INTERNATIONAL AFFAIRS, POST EXPO, EUROPEAN POLICIES (Chaired by Councilor Pacente Carmine)
Agenda: Cooperation projects of the Municipality of Milan. The following will be present at the hearing:

  • the Chief of Staff, Mario Vanni 
  • the Director of the International Relations Area, Vittoria Beria.

OUTCOME:

The offices illustrated in great detail the ways in which the Municipality of Milan addresses the issue of the international cooperation zone with other cities. They also described the thematic axes followed and the sectors that are mainly the subject of the intervention; they also explained the repercussions that these practices have on Milan. The councilors asked questions on some points and suggested some paths that, in their opinion, could be adopted by the Administration, including a dedicated working group. The Offices responded exhaustively and assured that they will return to the Commission in the autumn in order to make further data known.

Joint Council Commission for VERIFICATION AND CONTROL OF PARTICIPATED ENTITIES and EDUCATION, INSTRUCTION, UNIVERSITY AND RESEARCH (Chaired by Councilor De Pasquale Fabrizio and Councilor Limonta Paolo)
Agenda: "Presentation of the new Board of Directors of Milano Ristorazione S.p.A." They will be present:

  • Councilor Laura Galimberti,
  • the President of Milano Ristorazione S.p.A., Bernardo Notarangelo
  • the councilors Fabrizio de Fabritiis and Gabriella Iacono.

OUTCOME:

The Councilor for Education gave a brief presentation of Milano Ristorazione, then the newly appointed President of MIR introduced himself. Both then responded to the in-depth questions posed by the Councillors.

Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASES (Presided over by Councilor Conte Emmanuel)
Agenda: "Proposal for Resolution no. 147 - Circular no. 233 2019-2021 Programming - Change in general adjustment of the financial balance and verification of budget balances - Recognition of the state of implementation of the programs - Amendments to the Single Programming Document (DUP)". They will be present:

  • Councilor Roberto Tasca 
  • the Director Roberto Colangelo.

OUTCOME:

The Budget Councilor illustrated Resolution no. 147 relating to the change in the general adjustment of the financial balance sheet. He therefore provided a response to some requests for information formulated by the Councilors regarding: local public transport tariffs, SEA dividends, fines to the Highway Code, start-up costs of the Integrated Mobility Basins Tariff System, risk funds for enforcement of guarantees , additions to the disabled service and acquisition of properties for municipal offices. At the end, the President declared the resolution discussed and will be submitted to the City Council for examination.
