Agenda: inspection of "Magazzini Raccordati in via Ferrante Aporti n. 9". Considering that this is a construction site, the Commissioners are informed that it is advisable to wear appropriate clothing. The following will be present at the inspection:

Agenda: Presentation of the “Clenched Fists” project. They will be present:

  • Alessandro Best – director of the documentary “Pugni Chiusi”
  • Dr. Cosima Buccoliero – Director of the Milan Bollate prison

OUTCOME:

The guests illustrated the “Pugni Chiusi” project born in 2016 to teach boxing to inmates staying at the Bollate prison, proposing boxing as a discipline that allows us to address issues such as violence, respect, discipline, self-control and rules.
A debate followed during which the Councilors welcomed the project and formulated questions to which the guests provided answers.

Agenda: Hearing of the Board of Auditors regarding the proposed resolution no. 163. The Councilor for Budget and State Property Roberto Tasca will participate

OUTCOME:

During the hearing of the Board of Auditors, the three members of the same reiterated the favorable opinion, albeit with reservations, expressed on the merits of the Proposal for Resolution no. 163 (renegotiation of previous debts). Some Councilors have raised doubts about the entire operation which, in their opinion, would have the aim of immediately increasing economic availability with regards to current spending; this vision was rejected by the Councilor himself and by the other members present, deeming the provision necessary for technical reasons related to the Budget.

Joint Council Commission on Mobility, Transport, Environmental Policies, Energy, Civil Protection, Animals, Green and Verification, Control of Participated Bodies (Chaired by Councilor Monguzzi Carlo and Councilor De Pasquale Fabrizio)
Agenda: Maintenance plans of the M1 and M2 for the last 10 years. Investments needed in the future.

OUTCOME:

The Operations Director of ATM illustrated the maintenance plan regarding the metro lines. He therefore responded to some requests for information formulated by the Councilors in particular regarding malfunctions from an electronic point of view, mechanical and electrical maintenance, air conditioning systems on public transport and malfunctions of the subway escalators.

Council Commission on Housing, Public Works, Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: "Update on the status of implementation of council resolution no. 47 of 9.10.2017 on the voluntary recovery of arrears in public housing in the Municipality of Milan managed by MM". The following will be present in the Commission:

  • Councilor Gabriele Rabaiotti,
  • the Eng. Francesco Tarricone and the Arch. Achille Rossi of the Municipality of Milan,
  • the Eng. Corrado Bina and Dr. Ester Calabresi of MM Home Division.

OUTCOME:

The Councilor, the Offices and MM have retraced the process and provided the data relating to the voluntary recovery of the arrears of ERP tenants following the procedures implemented with resolution no. 27/17. They declared themselves satisfied with how the various stages are progressing and underlined how the possibility of obtaining a considerable discount on the portions of expenses not paid by the tenants themselves was offered. The union representatives highlighted the positive sides of the agreement signed and of the path, also underlining the critical issues and inviting the Administration to resolve them jointly. Some citizens and committee representatives have, however, criticized some choices which in their opinion harm tenants. The Councilor provided an answer, guaranteeing that the Administration wishes to protect tenants and guarantee them the best possibility from the debts that will be ascertained.

Agenda: inspection at the Nuovo Armenia in Via Livigno 9 (Dergano District). They will be present:

  • Gina Bruno President of the New Armenia Association.

OUTCOME:

The Councilors examined the space in charge of the Social Policies Sector granted to the New Armenia Association, following the tender won in December 2016. Two other Associations also collaborate with the New Armenia Association (which mainly deals with cinema): Hyper Eden (which takes care of the architectural part) and Asnada (which takes care of the school). All three Associations will create here a cinema space, a garden, a bar and an Italian school for foreigners, in order to carry out a project and a path of integration, reviving the community spirit and involving various realities of the Dergano-Bovisa district, at North-Western suburbs of Milan.

Agenda: "The trees of Via Filarete". Representatives of:

  • Northern Railways,
  • Town Hall 1,
  • Citizens' Committee of Via Filarete.

OUTCOME:

The managers of Ferrovie Nord illustrated the technical reasons on the basis of which it is necessary to fell the trees along the railway line along Via Filarete for safety reasons, replacing them with other tree species. While the members of the citizens' committee expressed reasons against this operation, not detecting dangerous or urgent situations in the presence of the trees. The councilors mostly expressed their opinion asking the Company to carefully evaluate the opportunity and necessity of cutting down the plants, or alternatively, to proceed only with the removal of the diseased ones. The discussion continued by delving into specific topics to conclude with the proposal to carry out a joint inspection of managers and agronomists of the Northern Railways and members and agronomists of the committee in order to verify the situation.

Joint Council Commission for Culture, Verification-Control of Participatory Bodies and Education, Education, University and Research (Chaired by Councilor Turco Angelo, Councilor De Pasquale Fabrizio and Councilor Limonta Paolo)
Agenda: "Presentation of the new management of the Milan Foundation"     The following will be present:    

 

  • the Councilor for Education and Instruction, Laura Galimberti;
  • the President of the Milan Foundation, Stefano Mirti; 
  • the General Director of Fondazione Milano, Monica Gattini Bernabò;

OUTCOME:

The speakers, representatives of the Milan Foundation, provided specifications relating to the Foundation itself, highlighting that it is a university center which includes four schools of higher education in the fields of music, theatre, cinema and television, translation, interpretation and international relations whose characteristics are: quality and innovation, culture of doing, professional teachers, dialogue with the world of work, internships and internships, productions and projects. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda:  “Meeting with Milan-Inter teams for the presentation of the project: Enhancement of San Siro". Participants will be:

OUTCOME:

The representatives of Inter and Milan, as established in the previous session on 4 October, provided and argued the written answers to the questions posed by the Councilors at the time. Several of the latter expressed partial dissatisfaction with the clarifications presented by the two companies, asking for further documentation relating to the project and expressing their doubts about the public utility of the operation proposed by Inter and Milan.

OUTCOME:

The Rector of the Polytechnic and another Professor from the same institute illustrated to those present a first phase of a study they had carried out on behalf of the Inter and Milan clubs, then answering the questions of the Councillors.

Agenda: Book City presentation. They will be present:

OUTCOME:

The eighth annual edition of Book City was presented in the presence of the Councilor for Culture, which will be held from 13 to 17 November, with a schedule full of prestigious guests, world previews and events, bringing the value of reading to numerous and different places in the city. The councilors present were thus able to learn in detail about the complex network of events that feed the programme, which is aiming to increasingly become a classic event in Milan's cultural offering.

Council Commission on International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: "Presentation of the new managers of Pon/Por and Pact for Milan and update on the municipality's projects financed with European funds". The following will be present at the hearing:

  • Dario Moneta, director of the Plan Management and Monitoring Authority Specialist Directorate  
  • Paola Rimbano, head of the National and Regional Operational Programs Unit and the Pact for Milan.

OUTCOME:

The new head of the Plan Management and Monitoring Authority Specialist Directorate illustrated the new structure that will deal with the projects of the Municipality of Milan financed with European funds and by the Pact for Milan.
It also provided an update of all the activities undertaken by the PON Metro and the POR FESR ESF, highlighting the accounting data.
The Commissioners made some requests for clarification which were responded to promptly.
