OUTCOME: 

The Commission went to the ERP block of flats, made up of 196 flats, in via Appennini - via Consolini to verify the existing situation with the social custodian and the tenants. Various problems have been reported, including those relating to the cleaning service of the common areas, the deterioration of the adjacent via Bolla, theft of building materials, as well as the problems of depositing bulky waste in the spaces intended for parking spaces.

The Councilor for Participation, Active Citizenship and Open Data Lorenzo Lipparini and the General Secretary, Dr. Fabrizio Dall'Acqua, will be present.

OUTCOME: 

The Councilor focused on the work carried out by the institutional working group established for the preparation of the fourth national action plan, on transparency and participation, the implementation phase of which will start, following a public consultation, in May 2019.
A debate followed at the end of which some Councilors asked questions and asked for clarifications to which the General Secretary and the Councilor provided answers.

Agenda: "Results of initiatives and tenders to support entrepreneurship and innovation with social impact in the suburbs of Milan.

Summary of data on the measures adopted and the companies supported by the Municipality.

OUTCOME: 

The Councilor and the Offices illustrated the methods and outcomes of the tenders carried out by the Municipality to support entrepreneurship and innovation in the suburbs, focusing at length on the data, which they considered positive, regarding the increase in such activities. They provided extensive documentation relating to the two initiatives: Fabriq Quarto and Metter su bottega, underlining the differences between them. In fact, while the first is a call aimed at companies that see the suburbs as a place of experimentation for social impact innovation projects and is financed with municipal funds, the second is support for businesses in the suburbs financed with the funds of law 626/ 97. The councilors expressed some evaluations and raised questions to which the Councilor and the Offices provided the requested clarifications.

Agenda: Inspection "at the former Town Hall of Crescenzago, now the House of Associations – Piazza Costantino1/3/5. The architect Moroni will be present. 

OUTCOME: 

The Councilors visited a building, which on the ground floor houses three house numbers, with three different Associations inside, while the upper floor (of a total of 350 m2006) is empty. At the headquarters of one of the associations, a discussion was held regarding the inclusion, which took place in 2015, of the building in a real estate fund owned by BPM Paribas and a possible exchange with another asset of the Municipality, decided by the Council in XNUMX and never implemented.

Council Commission for Education, Instruction, University and Research (Chaired by Councilor Limonta Paolo)
Agenda: Collaboration between schools against segregation.

OUTCOME: 

The Councilor for Education and the speakers, invited to the Commission, gave specifications regarding school segregation; it has been highlighted that the territories of the urban suburbs have been characterized in recent years by two phenomena: the increase in ethnic presence and the radicalization of situations of poverty and social marginalization. For the schools located in these areas the impact has been a strong concentration of the foreign school population with strong social disadvantage; this concentration not only reflects what happens in the area but is partly affected by the school choices of families who consistently tend to "escape" from highly concentrated schools, leading to processes of school segregation. Fighting this phenomenon is necessary not only to safeguard the right to education and the equity of education systems, but also to improve the effectiveness and results of the entire training system. Once the available time had expired, the President postponed the topic to another commission session.

Joint Council Commission on Equal Opportunities and Civil Rights and Security and Social Cohesion, Local Police (Chaired by Councilors De Marchi Diana Alessandra and Pantaleo Rosario)
Agenda: Presentation of the Territorial Criminological Unit with the presence of Dr. Paolo Giulini, clinical criminologist. 
He'll be there:

  • the Deputy Mayor-Councillor for Security Anna Scavuzzo 
  • the commander of the PL, Dr. Marco Ciacci.  

OUTCOME:

In the presence of the Deputy Mayor and Councilor for Security, the activity of the Territorial Criminological Unit of the Municipality of Milan was presented. The manager of the center illustrated the nature and operational practices with which the services are provided. The commissioners present were able to express their complete support for the delicate activity of the Presidium.
