RESOLUTION N. 132 CIRC. 210
Recognition of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Lawyer for a total of €58.747,06, relating to judicial measures received in the period 01/03/2019-16/04 /2019.
The measure involves expense.
There will be:

OUTCOME:

The Resolutions under discussion (Res. 130 Circ. 209 and Del. 132 Circ. 210) are related to the recent orientation of the Administrative Judiciary, which provides that the sentences, which have become final, in which the Municipality of Milan is unsuccessful, must be accompanied by an Administration Act for the transposition and recognition of off-balance sheet debt. The ensuing discussion was centered on the request for clarification regarding the reasons for the measures mentioned above, regarding the delay with which they were presented (the amount was paid in July last year) and on a more general debate on the relationship between State Powers. At the end of the session, the two measures were discussed.

Joint Council Commission Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green and Verification and Control of Participated Bodies (Presided by Councilors Monguzzi Carlo and De Pasquale Fabrizio)
Agenda:
Problems relating to vibrations and noise along the M1 and M2 lines. In particular in via Boccaccio Carducci and Città Studi. Hearing of resident committees and initiatives taken by the ATM operator.
There will be:

  • the General Director of ATM Arrigo Giana.

OUTCOME:

The Councilor for Mobility and the ATM General Director illustrated the strategies implemented by ATM and MM, to become aware of the causes of the strong vibrations recorded in homes, when the vehicles of the MM1 and MM2 lines pass. Many citizens have reported their discomfort in this regard to the commission. At the end of June the meeting will be reconvened to take stock of the situation.

Joint Council Commission on Housing, Public Works, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda:
"Social housing: beyond public housing".
The following will be present in the commission:

  • the Councilor Gabriele Rabaiotti, Home Management Area ERP Management and the Area Director Arch. Achille Rossi, 
  • Home Management Area Policies for Rental and Social Enhancement of Spaces the Area Director the Arch. Francesco Bargiggia.

OUTCOME:

The Councilor illustrated in depth the situation relating to the definition of social housing in light of the Ministerial Decree of April 2008, in particular the art. 1 paragraphs 2 and 3 and the material consequences of the application of the Decree in Milan. He focused at length on possible solutions that the Administration can adopt also from an urban planning point of view in order to prevent private operators from being able to make use of the benefits provided by this decree for the construction of housing in order to obtain advantages which are not due, but in at the same time, those who do not have the possibility of resorting to the free market will be given the opportunity to have accommodation. The councilors made observations on the topic and tried to indicate possible solutions for the Administration. The Councilor responded to these interventions by carrying out further investigations and better specifying some points. The President deemed it appropriate not to conclude the discussion in today's session but to resume the topics during a subsequent session to be held jointly with the Planning Commission.

Tourism Council Commission - Territorial Marketing - Wellbeing - Sport and Leisure
Inspection in Via Chieti 1 “Gogol's Hostel & Literary Café”. They will be present:     

  • Director of the Sport/Tourism Area: Mario Almasio;     
  • Officials of the Tourism Department;     
  • Owner of Gogol's Hostel & Literary Café: Asli Haddas.

OUTCOME:

The owner of "Gogol's Hostel and Literary Café", during the inspection, highlighted some proposals relating to hostels including promoting environmental sustainability and accessibility through a memorandum of understanding, supporting the role played by hostels in the area through recognition by the institutions, promote the fabric of the urban area, increase tourist info-points, improve tourist signage using different languages, promote female entrepreneurship. The Councilors expressed some reflections on the merits.

Urban Planning Council Commission - Private Construction - Milanese Agricultural System (Chaired by Councilor Ceccarelli Bruno)

"Masterplan of the Farini and San Cristoforo airports"
The following were invited to the Commission's work:

  • the Arch. Michela Brambati of the Municipality of Milan 
  • Dr. Nicola Russi representing Laboratorio Permanente Milano

OUTCOME:

The Councilor and Dr. Russi illustrated the winning project of the international competition for the transformation of the Farini and San Cristoforo railway yards which proposes the creation of two new parks conceived as ecological filters.
They clarified that the proposal is to create a large park, as well as services and residences, on the surface of the former Farini airport and to use the entire surface of the former San Cristoforo airport as greenery with the creation of a linear system for purification of the waters.
A debate followed during which the Councilors formulated questions to which the Councilor and Dr. Russians responded.

At 9.30 - Inspection
Council Commission on URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM (Chaired by Councilor Ceccarelli Bruno)
Agenda: Inspection at the Coptic Orthodox Christian Diocese of Milan in Via Gaggia 20, then with their own means they will go to the building in Via Teocrito 45. The managers of the Coptic Orthodox Christian Diocese of Milan will be present at the inspection; Councilor Pierfrancesco Maran and Arch were invited. Marino Bottini of the Municipality of Milan.
OUTCOME:

Following the adoption of the Plan for Religious Equipment by the municipal council, the Commission carried out an inspection at the Coptic Orthodox Christian Dioceses of via Gaggia n. 20 and via Teocrito n. 45. The fact was highlighted that the new provisions provide for respect for distance limits between places of worship and for having adequate parking availability.

Agenda: Report of the third edition of Milan Food City 2019.

OUTCOME:

In the presence of the municipal managers involved in the organization of the event as well as representatives of the organizing partners, the data of the third edition of the Milan Food City were illustrated, a week of events dedicated to quality food with a program that includes tastings, events of art, culture, solidarity and is aimed at gourmand enthusiasts, citizens, tourists, professionals in the sector and families. The councilors present were able to express their assessments from an improvement perspective.
