OUTCOME:  

The Director of the Policies Area for the Rental and Social Enhancement of Spaces has announced the announcement of a public notice for the leasing of 12 real estate units within public residential buildings to non-profit organizations, for the implementation of social, cultural, educational and/or training projects. The lease will have a duration of 6 years. The neighborhoods affected are: Barona, Chiesa Rossa and Quarto Oggiaro. He therefore provided answers to the questions that the Councilors formulated regarding the mapping of these spaces on the territory, the checks to be carried out and the involvement of the Municipalities.

Hearing of the new President Michaela Castelli and the CEO Armando Brunini of S.E.A.

OUTCOME: 

The guests, President and CEO of SEA, after presenting their previous experiences, provided the directors with the first elements regarding the Company's management line, indicating the problems that currently need to be resolved and the challenges that await the future Board of Directors. The directors expressed their assessments and asked specific questions regarding some aspects concerning the management of airports and the development of the Company itself. The guests provided, to the extent of their competence, timely answers, reserving the right to be more precise once the process with the soon-to-be appointed Board of Directors has begun.

Council Commission Consultation for People with Disabilities (Chaired by Dr. Elena Doctor)
Agenda:
Report on the preliminary meeting had with Councilor Galimberti and comparison in light of what emerged.

Actions to be taken towards other Departments.

OUTCOME: 

During the meeting, those present were informed by President Doctor of the reflections, considerations and state of affairs relating to the welfare/educational policies identified by the Department of Education in support of the right to study of people with disabilities and mutual commitments shared with Councilor Galimberti. All in preparation for the meeting with the same, scheduled for next March 5th in the Consulta session. Furthermore, the picture of the situation regarding the initiatives undertaken by the Municipalities (Pole for Fragility, Table for Disability) was updated. A citizen, with reduced motor capacity, present at the meeting, expressed doubts about the actual productivity of the Council, encouraging it to more energetic action towards the institutions, in defense of the rights of people with disabilities.

Joint Council Commission on International Affairs - Post Expo - European Policies and Innovation - Transparency - Digital Agenda - Civil Status (Chaired by Councilors Pacente Carmine and Arienta Alice)
Agenda: 
“Presentation of the Approach project on the involvement of European citizens resident in Milan in civic life. 
Councilor Lorenzo Lipparini will be present." 

OUTCOME: 

The Councilor and the Project Manager clarified that the European Approach project was created with the aim of promoting the inclusion of European citizens who move within the European Union, allowing them to exercise their rights (access to voting , school enrollment, active participation in the life of the city) wherever they are on its territory.
A debate followed at the end of which some Councilors asked questions and asked for clarifications to which the Councilor and the Project Manager provided answers.

OUTCOME: 

The Councilor for Employment Policies and the Director of the Innovation, Economy and Business Support Area illustrated the project "The neighborhood school", then answering the Councillors' questions on the merits.

Inspection at the municipally owned building in Via Esterle 15-17.

OUTCOME: 

The Commissioners were able to view the building in via Esterle, 15/17, from the outside, which was included in the P.A.R. (Plan for Religious Equipment), attached to the PGT, but were invited by the police not to enter it, to reasons of public order.

“The effects of Law 132 on access to registry services and services provided by the Municipality of Milan with particular reference to social ones.”

OUTCOME: 

The Councilors for Social Policies and Civil Status have expressed their concerns regarding the application of Law no. 132 of 2018, as they believe it will cause an increase in people, in this case foreigners, homeless. They therefore decided to strengthen the services that deal with these cases, in order to reduce the number of people sleeping on the streets and identified an informal municipal tool that allows them to register asylum seekers, who as a result of the law will no longer be able to register for the registry office until the request has been accepted, both to monitor the phenomenon and to offer a certification that can offer protection. All this led to an intense debate in which the Councilors expressed their political position on the topic.

OUTCOME: 

The Councilor for Culture presented the new guidelines of the Theater Conventions System, illustrating the ways in which Milanese companies will be able to access the municipal subsidy system. Industry operators also attended, as well as members of the specific technical commission, established and selected by the Entertainment Area Management, which carries out the function of annual evaluation of the performance of the affiliated Milanese companies, thus determining the amount of the contribution. The councilors present were able to contribute, with their assessments, to enriching the debate on the Administration's cultural policies.
