Agenda:  Presentation of the Lorenteggio Social Laboratory financed with POR ESF funds 9.4.2.
There will be:

OUTCOME:

The offices and guests illustrated the contents of the "Lorenteggio Social Laboratory", active from June 2019 to June 2022, created to support the urban redevelopment process of the neighborhood by promoting the participation of the inhabitants in the choices of transformation of the same, improving relations of neighborhood, support the tenant mobility process, promote social inclusion actions.
A debate followed during which some Councilors asked questions to which the offices and guests provided answers.

Agenda: Verification and planning of the Commission's work

OUTCOME:

The President listed a series of topics to be discussed in the next Commission sessions, inviting colleagues to express their opinions on the matter and to propose any further topics.
There were numerous interventions by the Commissioners who highlighted the need to delve deeper and examine other issues.
The President, not having been able to provide answers on the merits of the proposals, decided to adjourn the proceedings to another session.

Council Commission INNOVATION, TRANSPARENCY, DIGITAL AGENDA, CIVIL STATUS (Chaired by Councilor Arienta Alice)
Agenda:  RESOLUTION N.155 - FUNERAL AND CEMETERY SERVICES AREA - Update of the "Milan Cemeteries Master Plan", approved with Council resolution no. 138 of 11.12.2000. This provision does not involve any expense. They will be present :

  • the Councilor for Digital Transformation and Civic Services, Roberta Cocco
  • the Director of the Civic and Cemetery Services Area, Dr. Mauro Cigognini
  • Dr. Laura Pogliani of the Polytechnic of Milan.

OUTCOME:

The Councilor for Digital Transformation and Civic Services and the Director of the Civic and Cemetery Services Area have provided specifications relating to the new Cemetery Master Plan, highlighting that burial needs and requests have varied over the years; planning defines the Administration's policies regarding services and structures. Furthermore, the work carried out, in this respect, by the Polytechnic of Milan was illustrated; the Councilors then expressed their doubts. At the end, the President declared Resolution no. discussed. 155.

Joint Council Commission URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM and MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda:After the declaration of climate emergency, the Administration's measures relating to mobility and transport. They will be present:

  • Councilor Marco Granelli
  • ATM representatives 
  • representatives of environmental associations.

OUTCOME:

Councilor Granelli and the Director of ATM illustrated to those present the entire package of initiatives headed by the Mobility and Transport Directorates (fully electric ATM bus fleet within ten years, incentives for car replacement, more car-free days, investments for cycle paths, extension of 30 km/h zones), to be created in the medium term, to deal with the climate emergency. The numerous interventions, by the various agreed associations, which followed one another during the debate, highlighted the limits of the proposals put forward, hoped for greater courage on the part of the Administration and called for more radical solutions to combat what they define as "Collapse environmental" (reduction in the cost of the ticket or free public transport, no further concreting of the territory, greater costs borne by the owners of private means of transport and payment of parking also for residents). The meeting was adjourned due to lack of time.

Council Commission for Education, Instruction, University and Research (Chaired by Councilor Limonta Paolo)
Agenda: "Election of Vice President of the Education - Education - University and Research Commission".

OUTCOME:

The councilors proceed to the election of the Vice President of the Commission as the position is vacant following the resignation as municipal councilor of Councilor Strada, the previous Vice President. At the end of the ballot, councilor Marzia Pontone was elected. The President then illustrated the program of work for the next sessions, inviting the commissioners to indicate other topics to be addressed. They placed emphasis on some issues implemented by the President.

Joint Council Commission on Budget-Taxes-State Property-Purchasing and Verification and Control of Investee Bodies (Presided over by Councilor Conte Emmanuel and Councilor De Pasquale Fabrizio)

Agenda: Report on the conclusion of the dispute on the value of the shares of Milano Serravalle-Milano Tangenziale SpA held by the Municipality of Milan following the exercise of the right of withdrawal in 2015. The following will be present:

  • Dr. Laura Peroncini - Participatory and Real Estate Asset Management - Strategy and Control Area of ​​Participatory Companies and Entities  

OUTCOME:

The Budget Councilor illustrated the relevant legislation and the process relating to the completion of the withdrawal of the participation of the Municipality of Milan from the company Milano Serravalle, which gave rise to a judicial dispute on the value of the shares held by the Local Authority. This was resolved in July 2019 by establishing that each of them is worth 2,70 euros instead of the 2,29 euros proposed by the Board of Directors of Milan Serravalle in 2017. So now we will proceed with their liquidation, thus allowing the Municipality to collect around 90 million euros.

Agenda: Resolution n.157/2019 Membership of the Municipality of Milan to the C.A.S.V.A Foundation. as Founder".  The following will be present:

  • Maria Fratelli, Director of the Museum Houses and Special Projects Unit

OUTCOME:

The Councilor for Culture and the Director of the Culture Sector illustrated Resolution 157, also answering the Councillors' questions. At the end, the President of the Commission declared the measure discussed, sending it to the Council debate.
