Joint Council Commission HOME - PUBLIC WORKS, ERP and SUBURBS (Chaired by Councilor D'Amico Simonetta and Councilor Osculati Roberta)
Agenda: inspection Via Gigante 6 "Meeting with the Mapping San Siro group active in the new spaces and updating and coordination of the projects linked to the assignment of empty spaces in the public housing in the neighborhood". They will be present:  

  • Gabriele Rabaiotti Association - Public Works and Home  
  • Arch. Francesca Cognetti - San Siro Mapping Project Manager  
  • Patrizia Di Girolamo - Representative of the Municipality of Milan for Neighborhood Laboratories.

OUTCOME:

The Commission, in the presence of the Housing Councilor, went to visit the recently inaugurated "Off Campus San Siro" space in via Gigante n. 6 managed by the Polytechnic, which has already promoted various activities and projects in the neighbourhood. The Commission highlighted the situation of serious degradation in which the neighborhood finds itself. It saw the opportunity to intervene with employment and training policies, encourage projects to support the skills of foreign women, intervene with projects in schools and reactivate the social custodian service. In particular, he agreed on the need to intervene with inter-institutional tables through joint work between the Lombardy Region, Aler, the Municipality of Milan and the Polytechnic of Milan.

Joint council commission on EQUAL OPPORTUNITIES AND CIVIL RIGHTS and EDUCATION, EDUCATION, UNIVERSITY AND RESEARCH (Chaired by Councilor De Marchi Diana and Councilor Limonta Paolo)
Agenda: Presentation "Project DUE" - Women, Men, Education. They will speak:

  • Laura Maria Galimberti - Councilor for Education 
  • Oliviero Grimaldi - Coop. Social "Phosphorus"
  • Camillo Dedori - Fine Arts Association - Artepassante Project.

OUTCOME:

The representatives of the leading associations of the DUE project presented the initiative with the aim of creating a structure, experimenting with innovative educational formats and creating a network between all the actors of the educational mandate to develop and disseminate gender education.
The Commissioners expressed assessments on the project, requested clarifications on it, which were promptly responded to, as well as having developed a lively debate on gender equality and the problems inherent to this topic.

Anti-Mafia Council Commission (Chaired by Councilor Gentili David)
Agenda:  Anti-Corruption Plan jointly with the participating companies following the facts that emerged in the investigation called the "Soup Kitchen". The General Secretary Fabrizio Dall'Acqua and the General Director Christian Malangone will be present.

OUTCOME:

The General Secretary and the General Director of the Municipality of Milan illustrated the measures taken by the Administration towards the companies and people involved in the investigation by the Public Prosecutor's Office called "Mensa dei Poveri", aimed at protecting the Local Authority. In particular, the companies in question were excluded from the tenders and the municipal employees moved to another office. Furthermore, the investee companies were invited to adopt similar measures and to notify the Municipality. The Councilors asked for clarifications on the issue which were promptly provided.

Joint Council Commission INSTITUTIONAL AFFAIRS - METROPOLITAN CITY AND MUNICIPALITY and INNOVATION, TRANSPARENCY, DIGITAL AGENDA, CIVIL STATUS  (Chaired by Councilor Censi Arianna and Councilor Arienta Alice)

Agenda: "Update for changes to the Famedio regulations"

 

OUTCOME:

Councilor D'Alfonso illustrated the proposed amendment made to the Regulation for the granting of Civic Merit, honors at the Famedio and commemorative plaques, focusing on the various articles that compose it. Then the Councilors expressed their reflections on the merits and agreed to delve deeper into the topic by convening a further commission.

Council Commission on URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM (Chaired by Councilor Ceccarelli Bruno)
Agenda: Building project Via Stresa 22. The following were invited to the commission:

  • Councilor Pierfrancesco Maran;
  • the Director of the One Stop Shop for Construction of the Municipality of Milan, Arch. Giovanni Oggioni.  

OUTCOME:

The "Unsustainable Tower" Committee explained the reasons why they are against the building project in via Stresa 22 which the proponents subsequently explained, underlining that they had complied with all legal and regulatory requirements. The President of the Landscape Commission took the floor to describe the steps taken by it which led to issuing a positive opinion. The Councilor took the floor to clarify that the subject of the session is not among the topics for which the Council or Council can express a binding opinion, however he thought it right to provide some clarifications which the Offices are careful to explain. The President and some councilors of Municipality 2 also took part in the debate, together with the Commissioners; all of them expressed opposition to the project and asked questions to which the Councilor and the Offices provided timely answers.

Council Commission ON URBAN PLANNING, PRIVATE BUILDINGS, MILAN AGRICULTURAL SYSTEM (Presided over by councilor Ceccarelli Bruno)
Agenda: inspection “Via Rosalba Carriera 11 at the International Evangelical Christian Church “SABAOTH Ministry”. They will be present:

the leaders of the International Evangelical Christian Church "SABAOTH Ministry".

They are invited:

  • the Arch. Marino Bottini of the Municipality of Milan.

OUTCOME:

Following the adoption of the Plan for Religious Facilities by the municipal council, the Commission carried out an inspection at the International Evangelical Christian Church "Ministero Sabaoth". The fact was highlighted that the new provisions provide for respect for distance limits between places of worship and for having adequate parking availability.

Joint Council Commission SOCIAL POLICIES AND SERVICES FOR HEALTH, VOLUNTEER WORK and EDUCATION, EDUCATION, UNIVERSITY AND RESEARCH (Chaired by Councilor Vasile Angelica and Councilor Limonta Paolo)
Agenda: “Definition of a monitoring and evaluation model for parenting support projects (0-6 year age group) co-financed with ex Lege 285 funds”. They will be present:

  • Councilor Laura Galimberti,
  • Dr. Anna Maria Caruso, Guarantor of Rights for Children and Adolescents, Claudio Castegnaro, IRS researcher,
  • Cecilia Guidetti, IRS researcher 
  • Monica Patrizio, IRS researcher.

OUTCOME:

In the presence of the Councilor for Education and Instruction, as well as the Guarantor of Rights and Adolescence, the results of the research aimed at analyzing the needs of children aged 0 - 6 and their families were presented. The research work, carried out between March 2018 and February 2019, is part of projects to support parenting, with the aim of defining a new methodological approach that can be implemented in the near future. This resulted in a broad debate among the councilors present, which made it possible to understand the complexity of the issues inherent to the world of childhood and pre-schooling.

Joint Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASE and HOME - PUBLIC WORKS, ERP (Chaired by Councilor Conte Emmanuel and Councilor D'Amico Simonetta)

Agenda:  inspection at the terrace at the top of the arch of the Galleria Vittorio Emanuele II as requested by some councilors pursuant to Art. 7 - paragraph 1 of the Council Commission Regulations. They will be present:

  • the Director Silvia Brandodoro,
  • the Director Massimo Marzolla 
  • the Arch. Maurizio Pecile.

Meeting point: Via Silvio Pellico 2.

OUTCOME:

The councilors went to examine the state of affairs of the rooms and the terrace located above the arch of the Galleria Vittorio Emanuele. The offices illustrated and showed the spaces, indicating the critical issues that make it impossible to open them to visits by citizens and tourists. The Commissioners have taken note of the situation.

Council Commission for VERIFICATION AND CONTROL OF PARTICIPATED ENTITIES (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Hearing of the President Simone Dragone and two members of the Board of Directors of MM S.p.A.

OUTCOME:

The new President of Metropolitana Milanese, Dr. Dragone, and the two members of the Board of Directors, lawyer. Bracchitta and dr. Russo, have presented their CVs. The President then focused on the growth of the company, part of which is linked to the management of the water service, on the centrality of the management of public housing and on the valorisation of MM's design capacity.
A debate followed during which some Councilors formulated questions and requested clarifications, in particular on the problems related to the public housing managed by MM, to which the President of MM provided a partial response as the time available to the Commission had expired .

Council Commission INTERNATIONAL AFFAIRS, POST EXPO, EUROPEAN POLICIES (Chaired by Councilor Pacente Carmine)
Agenda: The new cohesion policy of the European Union 2021-2027: the negotiations between Italy and the European Commission and the role of Milan and ANCI. Nicola De Michelis, Director of the European Commission, responsible for negotiations with the countries of southern Europe, will be present at the hearing.

OUTCOME:

The guest highlighted that the new cohesion policy of the European Union 2021-2027 assigns cities and metropolitan areas, by increasing the allocations foreseen in the cohesion policies, a significantly more relevant role in the identification of interventions and in the extension of related projects, thus underlining the greater sensitivity of the Local Authorities regarding the needs of their respective territories. Our country, it has been highlighted, has always noted delays, in some cases sensational, regarding the projects to be submitted for evaluation by the European Commission and the data concerns both some southern and northern regions, as well as the Autonomous Province of Bolzano. Most people hoped for a change of pace compared to the past, through the sharing of programs between local, regional and central institutions and political forces.
