Agenda: “Neighborhood parties in the suburbs: administrative aspects. Problems and proposed solutions.
Will be present: Eng. Salvatore Crapanzano, President of the Coordination of Milanese Committees.”

OUTCOME:

The President of the Coordination of Milanese Committees illustrated the problems inherent to the organization of neighborhood parties and proposed solutions to simplify the bureaucratic process connected to their authorization. Furthermore, he highlighted the high hourly cost of the Municipal Police officers present at these demonstrations, which makes it difficult to support these events. The Councillors, recognizing the usefulness of these celebrations as they promote social cohesion in the neighbourhoods, have expressed their intention to intervene in this area to encourage their implementation.

Council Commission for Social Policies and Health Services, Volunteering (Presided over by Councilor Vasile Angelica)
Agenda:  Inspection in Via Ferraris 1/A (next to the Monumentale)  to the CDD Ferraris Autism facilities for adolescents and children, coordinated by Dr. Igino Zizzi of the Cascina Library.

OUTCOME:

The counselors went to the structure that hosts the Ferraris autism CDD where the operators illustrated the activities of the Center and the methods they adopted to follow children suffering from autism. They highlighted the difference with other similar centers, since they take care of pre-adolescent patients, in a very particular phase of their life. The councilors explored some aspects in depth and asked specific questions which were fully answered. The commissioners also lost sight of some spaces of the CDD, obtaining detailed information on some aspects of the guests' daily activity.

Council Commission on Housing, Public Works, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda: Lease contracts with agreed rent: illustration of the results achieved by the Milano Abitare Agency".

OUTCOME:

In the presence of the Councilor for Public Works and Housing, the top managers of the Ambrosiano Welfare Foundation were hosted and presented the activities of the "Milano Abitare" Social Agency. This project has the aim of promoting and disseminating the agreed rent, a housing formula that reduces the cost of the rent by approximately a third compared to the free market. The councilors present were thus able to see the extent of the phenomenon, in light of the data expressed relating to the new contracts and incentive measures.

Agenda: “Verify application of the legality protocol and other measures to combat corruption and mafia interests put in place to protect contracts involving the Post Expo area”.

OUTCOME:

The President and the General Director of AREXPO first described which buildings will occupy the former exhibition area, then responded to the questions of the Councilors and the President of the Anti-Mafia Commission, regarding the observance of the Legality Protocol on construction sites.

Council Commission on Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Inspection at the registry office Via Padova 118"

He'll be there:

OUTCOME: 

The Councillors present at the inspection were able to verify the good functioning of the Registry Delegation which was the subject of the visit. The Director of the Citizen Services Area informed the members that there were no particular complications with the Italian language, underlining that some operations could be fulfilled by acting directly on the portal of the Municipality of Milan. Some problems have been highlighted relating to the legal translation of certificates produced by the countries of origin of immigrant citizens. There were no complaints regarding the behavior of staff at the counters. He also communicates that, thanks to the hiring of fixed-term staff, all the Registry Delegations will keep the service open throughout next summer

OUTCOME:

The Councilor and the Offices, after having given a precise definition of PAR, illustrated the process carried out to date to identify the areas in which structures of worship can be built. They also provide a list of the areas chosen for these settlements, specifying that the individual PII will subsequently provide specific indications. The councilors asked some questions in order to have greater clarity on this topic. The Offices and the Councilor provided timely answers to these questions, providing further specifications

Agenda: Inspection in Via Del Turchino 18-20-22, meeting with the representatives of the "Solidarity Hospitality" and "Bloop Experience" projects with the participation of:

  • of Councilor Gabriele Rabaiotti
  • of Dr. Maurizio Bellani for MM Casa
  • of the representatives of the Solidarity Hospitality project
  • of the representatives of the Bloop Experience project, one of the winning projects of the 2018 suburbs tender.

OUTCOME:

The operators of the Cooperatives involved described the projects on the agenda, financed with funds from the Suburbs Call, then the citizens were given a voice, who described the main maintenance problems of the buildings in the neighbourhood, of which they took note MM employees present.

Council Commission for Social Policies and Health Services, Volunteering (Presided over by Councilor Vasile Angelica)
Agenda:  Presentation of the activities carried out by Municipality 3 in the field of social policies and presentation of the Social Policy Forum in Municipality 3.
The following were invited to audition:

  • the President of the Social Policies Commission Giuseppina Rosco
  • the Vice President for Social Policies Sergio Boniolo.

Municipal councilors Valeria Borgese and Francesca Zanasi will also be present.

OUTCOME:

The meeting saw the participation of some Councilors and Councilors of Municipality 3, who illustrated to those present the program of the Social Policies Forum, expected in the next few days, now in its third edition. They also reported on the services to combat social fragility, supported by the same Municipality, which have been active for some time. At the end of the ensuing debate, representatives of Municipality 3 were challenged on some discriminatory aspects of Municipal Council Resolution no. 23 of 13 March 2019, concerning: "Guidelines for the tender for the former Samarcanda space in Viale Lombardia".

Agenda: Illustration of the "Clean Muri" project and evaluation of the results of the first day's experimentation". 
Councilors Laura Galimberti and Lorenzo Lipparini will be present.

OUTCOME:

The Councilors for Education and Participation illustrated the "Refresh your school" project carried out in 30 city institutions on 6 April 2019, connected with the first experimentation of the Vademecum for small voluntary maintenance. The Administration often receives requests from parents and associations to carry out small beautification and cleaning interventions in school environments. To meet these needs, establish areas of intervention by third parties, clarify the areas of exclusive intervention of the Administration (ordinary and extraordinary maintenance) and determine the procedures to be respected for the protection of people and property, it has been drawn up a Vademecum that describes what can be done, how to organize an event and how to take advantage of the insurance policy that the Municipality, through the "voluntariato.comune.milano.it" platform, guarantees to all volunteers.

Councilor Roberto Tasca and Director Roberto Colangelo will be present.

OUTCOME:

The Budget Councilor illustrated resolution proposal no. 128, concerning the management report for the 2018 financial year.
The Councilors presented some requests for clarification to which an adequate and timely response was provided.
At the end of the short debate, the Vice President declared the deliberative proposal discussed and will continue its process in the council chamber.

OUTCOME:

The Councilor for Culture and the architects illustrated the museum project for the creation of the Resistance Space at the Casa della Memoria, a structure which will be characterized by various multimedia instruments. The Commission appreciated the innovative elements of the project and its educational vocation, despite the somewhat restrictive spaces.
