Agenda: inspection at the Comaschi Onlus Foundation Third Sector Forum CNCA (National Coordination of Community Reception) Piazza XXV Aprile, 2. Presentation of the main activities carried out by the Somaschi Onlus Foundation Forum of the Third Sector CNCA and for this purpose the following will be present:

The meeting of the Members is set at 10.30 am at the Somaschi Onlus Foundation in Piazza XXV Aprile, 2- Milan. where they will go by their own means.

OUTCOME:

The Commissioners went to the headquarters of the Somaschi Foundation where they viewed the premises that house the Anti-Violence Centre, received information on the methods used to operate in this structure and on the number of women who turn to it. They also visited the Refuge House, located in the same building, dedicated to women and mothers who are victims of violence.

Consultation for people with disabilities (Chaired by Dr. Elena Doctor)
Agenda:Resumption of work with operational indications; updates and discussion on the working groups.

OUTCOME:

Each of the participants expressed their dissatisfaction with the role of the Council and the sense of widespread frustration that derives from it, considered completely insufficient due to the little consideration given to it by the Municipal Administration. Among the various proposals aimed at overturning the state of things, the following initiatives have been identified: resignation of all members; press conference denouncing the situation. Furthermore, as a possible alternative to those mentioned above, the opportunity of concentrating the Committee's commitment on a specific objective and pursuing it with determination so as to make its task more effective was also assessed (among all, it was identified the topic of educational assistance to minors and adolescents).

Council Commission on Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: inspection “c/o Cittadella degli Archivi  Via Ferdinando Gregorovius, 15” .
The meeting of the Members is set at 10.00am in Via Ferdinando Gregorovius, 15 where they will go by their own means.

OUTCOME:

The Commission together with the managers of the State Property and Heritage Directorate visited the Citadel of Archives in via Gregorovious n. 15, in view of the acquisition of the mechanized system for archiving the paperwork. The Head of the Citadel of Archives then showed the Commission the building that will be demolished and rebuilt, where the consultation offices will be activated.

Joint Council Commission for Urban Planning, Private Construction, Milanese Agricultural System and Mobility, Transport, Environmental Policies, Energy, Civil Protection, Animals and Greenery (Chaired by Councilor Ceccarelli Bruno and Councilor Monguzzi Carlo)
Agenda: “Continuation of the September 11 meeting: After the declaration of climate emergency, the Administration's measures relating to mobility and transport”. They will be present:

• Councilor Granelli,
• a representation of ATM,
• the leaders of the Associations.

OUTCOME:

The representatives of the Associations took the floor to indicate what, in their opinion, are the points on which the Municipality should insist to combat the declared climate emergency and what the shortcomings it should make up for. The councilors intervened, some inviting the Administration to insist on the path it has started, some believing that the interventions implemented have very little weight if not coordinated on a global level. The Councilor answered some questions by showing how the Administration has undertaken a serious battle to combat the situation and indicated the directives along which it intends to move for the next few years.

Council Commission on Budget, Taxes, State Property and Procurement (Chaired by Councilor Emmanuel Conte)
Agenda: RESOLUTION N. 162 CIRC. 254 - BUDGET AND INVESTMENTS DIRECTORATE: "Consolidated budget of the Municipality of Milan for the 2018 financial year". Councilor Roberto Tasca will be present.

OUTCOME:

The Budget Councilor presented the 2018 Consolidated Budget of the Municipality of Milan resulting from the aggregation of the Balance Sheet and the Income Statement of the Institution's Budget with the financial statements of the entities included in the consolidation area: controlled and non-controlled companies and entities .
He then explained that the outcome of this consolidation process consists in the representation of the group's working capital and income.
The Commissioners presented some requests for clarification on the provision in question to which timely responses were provided.
At the end of the debate, resolution proposal no. 162 was declared discussed.

Council Commission on Budget, Taxes, State Property and Procurement (Chaired by Councilor Emmanuel Conte)
Agenda: Budget and Subsidiaries Directorate - "Resolution no. 163 Circular 255: Renegotiation of the loans granted by Cassa Depositi e Prestiti S.p.A. under the conditions made known through Circular no. 1295 of 2 August 2019 published in the Official Gazette of the Republic". They will be present:

• Councilor Roberto Tasca,
• the Director Roberto Colangelo.

OUTCOME:

The Budget Councilor presented the content of Resolution no. 163, illustrating the methods for renegotiating the flexible loans of the Cassa Depositi e Prestiti, currently being amortized. Furthermore, an estimate was carried out of the financial conditions applied to this debt restructuring operation, as well as the overall impact on spending before and after the renegotiation. The councilors present were thus able to learn the details of the operation and express their opinions.
