Agenda: Update on the activity of the Guarantor of the rights of prisoners and persons deprived of liberty - Dr. Francesco Maisto.

OUTCOME:

The Guarantor of the rights of prisoners and people deprived of their liberties illustrated the points he considered most relevant of the work he has begun to implement. He was keen to point out that this is a particularly troubled phase due to some steps that are being taken within the legal system and which also require attention and support from the Administration and the Associations. The councilors and guests asked questions and indicated some possible paths to support the work of the Guarantor, who declared his willingness to be an active part in facilitating the lives of those forced inside penitentiary institutions and of those who benefit from treatment devices provided for by the code.

Council Commission for Culture (Chaired by Councilor Turco Angelo)
Agenda: inspection at the archive of Opera Pizzigoni, Historical Archive of the Opera Pizzigoni (ASOP), preserved inside the Casa del Fattore of the Scuola Rinnovata Pizzigoni, in Via Castellino da Castello 10 (parallel to Via Mac Mahon, near the Ponte della Ghisolfa ). They will be present:

  • Professor Anna Teresa Ferri, head teacher of the I.C. Pizzigoni renewed,
  • Prof. Franca Zuccoli, President of Opera Pizzigoni

OUTCOME:

The visit itinerary involved, in addition to the rooms that house the Historical Archive of the Pizzigoni Opera, also the spaces intended for horticultural activities and the enclosures in which some courtyard animals live which are taken care of, alternating, by the classes of the Renewed. The Director of Rinnovata, the President of Opera Pizzigoni and the curator of the Archive have denounced the state of abandonment in which the entire structure finds itself, including the Casa del Fattore, headquarters of the Archive. The need for prompt restructuring was strongly urged by them.

Joint Council Commission on Housing, Public Works, ERP and Suburbs (Chaired by Councilor D'Amico Simonetta and Councilor Osculati Roberta)
Agenda:  Projects, calls and institutional paths accessible to third sector associations and entities present in the city area. The Councilor for Social and Housing Policies, Gabriele Rabaiotti, will be present.

OUTCOME:

The Housing Councilor presented the tenders that the Administration has launched in the past to assign spaces to Third Sector associations; he also illustrated the call for tenders, currently underway, again aimed at volunteering organizations, expiring on November 15th.
There were numerous interventions by the Commissioners and representatives of the associations who reported critical issues and expressed requests for clarification in this regard.
The Presidents, not having been able to get all the members to speak due to lack of time, adjourned the topic under discussion to a subsequent commission session.

Agenda: "Point of view on Collaboration Agreements"     The Councilor for Participation, Active Citizenship and Open Data Lorenzo Lipparini will be present.

OUTCOME:

The Councilor for Participation, Active Citizenship and Open Data provided specifications relating to the point of the situation on Collaboration Agreements, a tool through which the Municipality and citizens define goals, objectives, methods of interventions, shared management and care of assets. Furthermore, the areas of intervention were highlighted. The Councilors asked questions on the merits which were given exhaustive answers.

Joint Council Commission on Mobility, Transport, Environmental Policies, Energy, Civil Protection, Animals, Green and Verification, Control of Participated Bodies (Chaired by Councilor Monguzzi Carlo and Councilor De Pasquale Fabrizio)
Agenda: “Elimination of ATM stops in via Ripamonti, viale Corsica and via Mecenate: inconveniences and solutions. Hearing:

  • Councilor Marco Granelli,
  • representatives of  Atm 
  • Committees".

OUTCOME:

The Councilor for Mobility illustrated the project relating to the two tram lines 14 and 27, aimed at: making the stops of these lines accessible to disabled people, ensuring users are safe when boarding vehicles and increasing the travel speed of these trams through some road arrangements and with the elimination of a couple of stops. The meeting was attended by Committees of Citizens and Councilors of Municipalities 4 and 5 who requested the restoration of the abolished stops of the two lines as they believe that their absence creates discomfort especially for the elderly population living in that area.

Agenda: inspection at the WeWorld Women's Space – Piazza Tirana, 32 Milan     Presentation of the main activities carried out by the WeWorld Women's Space and will be present:

Agenda: Further information regarding the proposed resolution no. 156: Statute of the Milano Smart City Association - Approval of the change in the name of the Association to "Milano & Partners" and of the changes to the articles. 1, art. 2, art. 3, art. 4, art. 5, art. 6 part, art. 7 part, art. 8, art. 9 part, art. 10, art. 11 part, art. 12, art. 13, art. 14 part, art. 15 part, art. 16 part, art. 17, art. 18, art. 19 part, art. 20, art. 21, art. 22, art. 24 part and repeal of the art. 25. Councilor Roberta Guaineri was invited.

OUTCOME:

The Councilor and the Offices illustrated the contents of the Milan Smart City Association created with the aim of supporting the municipal administration in promoting the city of Milan not only from a tourist point of view, but also as an entity capable of attracting investments, work, study. They also provided clarifications on the budget documents.
A debate followed at the end of which the Councilors formulated questions to which the Councilor and the Offices provided answers.

Agenda: Proposed resolution of the City Council n.152 circular 243 "Approval of the new Regulation for the Welfare and Protection of Animals of the Municipality of Milan. This provision does not involve expenditure. "Continuation of discussion and discussion on the Regulation for the welfare and protection of animals of the Municipality of Milan". The following will be present:

OUTCOME:

The Commission continued the discussion of the resolution relating to the New Animal Protection Regulation, regarding the topics of dangerous dog breeds, dog areas and "choke" collars. The measure has been declared discussed and continues its process for examination in the City Council.

Council Commission on International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: “The state of the art of European programming 2021-2027 and the position of ANCI (National Association of Italian Municipalities)”. Dr. will be present at the hearing. Francesco Monaco - technical manager of the Territorial Cohesion Policy Area of ​​ANCI Nazionale.  

OUTCOME:

The President of the Commission and the representative of ANCI Nazionale illustrated to those present the economic and financial framework for 2021/2027 and above all the requests for modification of certain expenditure chapters relating to urban areas and Metropolitan Cities (PON Metro), all in light of the bad performance of the economic development indicators, which record, for our country, lower growth values ​​than the average of the community realities, including the Lombardy Region and the Milan Metropolitan Area. Regarding the latter, although there was an increase in local GDP clearly above national values, there was a significant widening of the gap between the living conditions of the center and those of the suburbs. The persistent inability/difficulty in investing the community resources received was also highlighted.
