Council Commission for EQUAL OPPORTUNITIES AND CIVIL RIGHTS (Chaired by Councilor De Marchi Diana)
Agenda:  inspection   via Commenda 12 at the SVSeD  – Sexual and Domestic Violence Relief - Mangiagalli Clinic. They will be present: 

  • Dr. Alessandra Kustermann - Director of the Obstetrics, Gynecology and SVSeD PS Unit of the Milan Polyclinic
  • Dr. Donatella Galloni – Social Worker at the SVSed in Milan.

OUTCOME:

The commissioners attended the presentation of the various activities carried out by the Sexual and Domestic Violence Relief Center located within the Mangigalli Clinic, open every day and active 24 hours a day, the first in Italy within a public hospital. Since 24, the year it began its activity, the center has developed a working methodology that takes into account the professionalism necessary in the diagnosis of sexual and domestic violence, as well as the ability to welcome and empathetic listening. The councilors were able to ask medical and legal questions, which were answered comprehensively.

OUTCOME:

The Director of the Municipalities Directorate illustrated the resolution and, at the end of the ensuing debate, the President of the Institutional Affairs Commission declared that she will present, on behalf of the Commission chaired by her, an amendment concerning the introduction of the clarification of the numbers of councilors , in brackets, next to the percentages necessary to declare the sessions valid, in first and second call.

Council Commission TOURISM, TERRITORIAL MARKETING, WELL-BEING, SPORT AND LEISURE (Presided over by Councilor Fumagalli MarcoCarlo)
Agenda: inspection at “Ostello Bello” Via Medici, 4.   The following will be present:    

  • Director of the Sport/Tourism Area: Mario Almasio;  
  • Officials of the Tourism Department;  
  • Co Founder – Chief Executive Officer: Carlo Alberto Dalla Chiesa.  

OUTCOME:

Ostello Bello, located in via Medici, is an accommodation facility aimed at the curious traveler eager to live an experience characterized by sharing spaces, a strong relationship with the territory and at low costs (from €25 to €40). Inaugurated a few years ago, the structure has obtained important international recognition and over time, a second hostel has been created near the Central Station, others distributed between Lake Como, Assisi and five opened in Malaysia (Myanmar). All facilities are rented, fully accessible and the profits collected are entirely reinvested. In Italy, around one hundred people work there and one hundred and fifty in Myanmar. The hostel in via Medici also hosts private events or initiatives open to the public (book presentations, etc.).

HOME Council Commission - PUBLIC WORKS, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda: Territorial reorganization of MM Home Division and selection parameters for vacant housing to be included in the renovation planning. Participation in the commission is expected:

  • of the engineer Francesco Tarricone - Director of Home Management;
  • of the architect Achille Rossi - Home Management ERP Management Area;
  • of Dr. Stefano Zanini Director of the MM Home Division;
  • of Dr. Davide Fulgini Home Division MM.

OUTCOME:

The Councilor and the Director of the MM Home Division recalled that MM Home, launched in December 2014, will have a contact center, 2019 territorial hubs, 4 mini offices, 2 thematic desks and 2 technical areas from June 30. They also announced that from December 2014 to May 2019, approximately 350 thousand calls were received with technical, administrative or informational reports.
It was also pointed out that today there are more than 3000 homes being renovated.
Since numerous requests for clarification were presented by the municipal councilors, the President ordered the adjournment of the meeting.

ANTI-MAFIA Council Commission (Chaired by Councilor Gentili David)
Agenda: “Check and redesign of anti-racket and anti-wear doors”. Claudio Santarelli of the Bar Association will be present

OUTCOME:

The representative of the Bar Association reported on the verification carried out by the body of which he is a councilor regarding the collaboration with the Municipality of Milan relating to the legal offices for citizens of the Milan area. In particular, he indicated that a report is being carried out at all the municipal offices where these structures operate, at the end of which any initiatives to be undertaken to improve the service will be decided.
The Commissioners expressed their opinions on the merits and suggested operational hypotheses for improving the efficiency of the service in question.

Joint Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASES and TOURISM, TERRITORIAL MARKETING, WELL-BEING, SPORTS AND LEISURE (Presided by Councilor Conte Emmanuel and Councilor Fumagalli MarcoCarlo)
Agenda: Proposal to create river swimming pools along the canals. They will be present:

  • the Councilor for Tourism, Sport and Quality of Life, Roberta Guaineri;  
  • the Director of the Sports, Tourism and Quality of Life Area, Mario Almasio;
  • the Director of the Real Estate Area, Massimo Marzolla.

OUTCOME:

The Sports Councilor and the Director of the Real Estate Area have provided specifications relating to the proposal by some Councilors to create river swimming pools along the Navigli; it was highlighted that according to current regulations, bathing is prohibited. The Councilors expressed doubts on the merits and suggested delving into the topic with technical explanations.

Council Commission MOBILITY, TRANSPORT, ENVIRONMENTAL POLICIES, ENERGY, CIVIL PROTECTION, ANIMALS AND GREEN (Chaired by Councilor Monguzzi Carlo)
Agenda: "Request for urgent convening and hearing of taxi drivers' associations, cooperatives and trade union delegates regarding the new licences". Councilor Marco Granelli will be present

OUTCOME:

The Mobility Councilor reports that, based on the PUMS (Sustainable Urban Mobility Plan) and an analysis of taxi activities and in particular of calls that remained unanswered, due to the lack of availability of available cars, initiatives have been prepared aimed at solve this problem. These were submitted to the trade associations for evaluation and the latter in turn presented counter-proposals which are being evaluated with the technicians of the Municipal Administration as part of a permanent discussion table. The Councilors asked for clarifications on the proposals of the Municipality and the taxi drivers' associations, offering suggestions and asking to be informed on the evolution of the discussion.

Agenda: "Presentation of the 2019 report: internships in Milan"    Participants will be:

OUTCOME:

The Manager of "La Repubblica degli stagisti", after having illustrated in detail the 2019 report on the state of interns, promoted by the Municipality of Milan and edited by the same online newspaper, responded to a series of findings relating to the number and condition of interns, their remuneration, the quantity of hours worked by them and the promoting bodies or companies, maintaining that the data of the latest report are in clear improvement, especially with regard to extracurricular interns (those who have completed the cycle of studies) compared to to the previous year; regarding curricular interns (diploma or undergraduate), you reported that the situation is evolving.

Council Commission on URBAN PLANNING, PRIVATE BUILDING, MILAN AGRICULTURAL SYSTEM (Chaired by Councilor Ceccarelli Bruno)
Agenda: inspection "Via Magreglio 10 at the "Evangelical Christian Church of God Alliance and Life". The following will be present:

  • the leaders of the Evangelical Christian Church of God Alliance and Life of Milan,     
  • Councilor Pierfrancesco Maran,
  • the architect Giovanni Oggioni of the Municipality of Milan,
  • the arch. Marino Bottini of the Municipality of Milan.

OUTCOME:

The Commissioners went to the Evangelical Christian Church of God Alliance and Life, located in via Magreglio, 10, to visit it and verify whether it complies with the requirements laid down by the regional law on this issue. These require that there be at least one hundred meters of distance between one place of worship and another and that each of them has a car park whose surface area must be double that dedicated to worship. These rules do not apply to historic churches. During the inspection it was possible to ascertain that the site in via Magreglio complies with the indications of regional legislation.

Joint Council Commission BUDGET - TAXES - STATE PROPERTY AND PURCHASES and CULTURE (Presided over by Councilor Conte Emmanuel and Councilor Turco Angelo)
Agenda:  RESOLUTION N.137 - CIRCULAR N.219 Culture Directorate - Science Exhibitions and Museums Area Mandatory fire surveillance service at Palazzo Reale, for the year 2018. Recognition of off-balance sheet debt pursuant to art. 194, paragraph 1, letter e) of Legislative Decree 267/2000. Amount €53.931,00. They will be present:

  • the Director of the Budget and Revenue Department Roberto Colangelo;
  • the Director of the Culture Department Marco Edoardo Minoja;
  • the Director of the Scientific Exhibitions and Museums Area Domenico Piraina.

OUTCOME:

The Directors of the Budget and Revenue Directorate, the Culture Directorate and the Scientific Exhibitions and Museums Area illustrated Resolution no. 137 relating to the recognition of the off-balance sheet debt for the fire surveillance service at Palazzo Reale for the year 2018. They therefore provided answers to some questions formulated by the Councillors. At the end the Presidents declared resolution no. discussed. 137 which will be submitted to the City Council for examination.

Council Commission SOCIAL POLICIES AND HEALTH SERVICES, VOLUNTEER SERVICES (Chaired by Councilor Vasile Angelica)
Agenda: “Presentation of the Welfare Development Plan of the City of Milan 2018-2020”. They will be present:

  • Councilor Pierfrancesco Majorino,
  • the Central Director Dr. Michele Petrelli,

  • Dr. Daria Maistri,
  • the dr. Cosimo Palazzo 
  • Dr. Daniela Fabbri.  

OUTCOME:

The Councilor for Social Policies, Health and Rights illustrated the update of the 2018 - 2020 Welfare Development Plan, starting from the trend of the Milanese population and arriving at the forecast estimates for the next few years. The critical areas and emerging needs were thus analysed, especially due to territorial and generational differentiation. Finally, possible visions for a new welfare were examined, to which the councilors present were able to give their contribution in proactive terms.
