OUTCOME: 

In the presence of the President of M4, the Commissions visited the construction sites of the M4 line under construction in via Lorenteggio, listening to the complaints and suggestions of citizens and shopkeepers.

OUTCOME: 

In the presence of officials from the Social Policies Directorate, the activity of the "Derive e Approdi 2019" project was presented, a unique program of emergence, assistance and social integration for victims of trafficking. The counselors present were able to ask questions to the representatives of the implementing bodies who described the salient aspects of their intervention, as well as the operational methods aimed at helping the victims of trafficking and their serious exploitation.

Agenda: Annual report of the Whistleblowing Procedures Guarantee Body. 
Dr. will participate. Davide Del Monte - Director of TI-Italia, President of the Whistleblowing Guarantee Body of the Municipality of Milan.

OUTCOME: 

The President of the Whistleblowing Guarantee Body of the Municipality of Milan presents the 2018 annual report regarding this tool, which the Administration has equipped with, in order to prevent illicit conduct that could be perpetrated within its organization.
The most obvious cases of irregularities reported anonymously by whistleblowers are also exposed.
The Commissioners highlighted some critical issues of this tool in the hope that, in the future, it can be used more effectively in the fight against corruption within the local authority.

Agenda: Milano Design Week, Salone Internazionale del Mobile, Fuorisalone: ​​illustration of the activities and the schedule of initiatives.

OUTCOME:

During the session, the events were presented which, in conjunction with the Salone del Mobile, will characterize the Fuorisalone and will give life to the "Milan Design Week" which will be held from 9 to 14 April 2019. These events will number around 1.500 and will affect the areas of design: Tortona, Brera, Lambrate-Ventura, Porta Venezia, 5 Vie, Sant'Ambrogio, Durini, Isola, Porta Romana, Ventura Centrale, Bovisa, Quartiere Brolo.

Joint Council Commission on Budget, Taxes - State Property and Procurement and Urban Planning, Private Construction, Milanese Agricultural System (Chaired by Councilors Conte Emmanuel and Ceccarelli Bruno) 
Agenda: Sale of municipal property in via Pirelli, 39 (known as Pirellino).
Councilors Pierfrancesco Maran and Roberto Tasca will participate.

OUTCOME:

The Councilors illustrated in depth the procedures adopted to put the building in via Pirelli 39 up for sale and the outcome of this act. They focused on the usefulness that this sale entails for the Municipality and on what solutions can be adopted to relocate the municipal offices now temporarily housed in a building in via Bernina. The directors expressed positive assessments regarding the choice and outcome of the sale and made proposals regarding the possible use of the proceeds of the sale. The Councilors reiterated the positive outcome of the sale and reserved the right to share with the Council the choice of use of the sums that will be received.

Council Commission on Budget, Taxes - State Property and Procurement (Chaired by Councilor Conte Emmanuel)

RESOLUTION N. 125 CIRC. No.200
LAWYER DIRECTORATE 
Recognition of off-balance sheet debts deriving from the payment of legal expenses for executive judicial measures unfavorable to the Municipality of Milan in cases followed by the Municipal Attorney's Office for a total of €252.554,19 relating to judicial measures issued in 2018 and 2019. 
The measure involves expense.
Councilor Roberto Tasca will participate.

OUTCOME:

The Budget Councilor and the Director of the Budget and Taxes Area illustrated the provision, then answering the Councillors' questions on the merits. At the end, the President declared resolution no. 125 discussed, sending it to the Council for debate.

Agenda: "New public notice for contributions"

OUTCOME:

The Councilor for Culture, the Director of the Culture Department and the Director of the Entertainment Area gave specifications relating to the new public notice for contributions starting from the analysis of the data relating to the 2018 contributions. The resources made available were highlighted and the impact regarding new requests for ongoing activities and projects. Lastly, some critical issues inherent to the 2018 public notice were highlighted. The Councilors asked questions on the merits to which exhaustive answers were given.

Amendment of the regulation for the application of the fee for the occupation of public spaces and areas.
Councilor Cristina Tajani will be present.

OUTCOME:

The Resolution under discussion provided for the revision of the art. 28 of the COSAP Regulation and specifically, the extension of the exemption of this tax to be reserved for those initiatives considered to be of particular public interest or within which the presentation of significantly innovative products and/or services is envisaged, to be held in the peripheral areas (with express exclusion of Municipality 1). To some Councillors, who otherwise agreed with the contents of the resolution, the text of the Resolution appeared unclear and approximate regarding which associations to reserve the benefit and which products and/or services.
