OUTCOME: 

The Councilor for Open Data and the office technicians illustrated how the Open Street Map project integrates with the methods of use and functionality of the Geoportal of the Municipality of Milan, then answering the questions of the Councilors and a citizen on the merits.

Agenda: In-depth analysis of the motion "inclusion in the Anti-Corruption Plan of a rule that obliges private entities to declare the beneficial owner."

OUTCOME: Following the interventions of the guests, experts in the field of money laundering, the President gathered important information in order to delve deeper into the topic of the motion, concerning an integration to the Anti-Corruption Plan of the Municipality of Milan, which will be brought up for discussion in the near future in the council chamber.
The Commissioners also presented requests for clarification on the topic, which were promptly responded to.

Councilor Marco Granelli will be present at the Commission's work.

OUTCOME: 

The Councilor provided a broad explanation of the reasons why the Administration intends to introduce the L.E.Z. and the benefits that this measure will bring over the years. He described in great detail the timing and requirements regarding the increasing driving bans over the years. The councilors spoke out by expressing their opinion, some doubts and underlining some parts of the future provision that deserve further study. The Presidents assured that the topic will be the subject of future sessions during which the various aspects will be carefully addressed.

Agenda: Towards the PGT. One city, 88 neighborhoods to call by name.
Councilor Pierfrancesco Maran and the Municipality technicians from the departments involved will take part in the Commission's work.

OUTCOME: 

The Councilor and the Offices concluded the illustration of the future PGT by describing the last two objectives "A city, 88 neighborhoods to call by name", "A city that regenerates". They also announced that the opinions of the nine Municipalities had been received and that the deadline for submitting environmental observations expired on 31 July.
A debate followed during which the Councilors asked for clarifications to which the Councilor provided an answer.

Agenda: Presentation of the New Interinstitutional Pact against gender violence. 
Dr. Miriam Pasqui will participate.

OUTCOME: 

The Head of the House of Rights illustrates to the Commission the Inter-institutional Pact against gender violence, which has the aim of promoting and consolidating an inter-institutional territorial network to prevent and combat the phenomenon of violence against women and support victims of violence. The Pact involves 78 subjects, including law enforcement agencies, the judiciary, anti-violence centres, volunteer associations, the socio-health system and professional associations. The Commission received information on the matter and appreciated its contents.

Agenda: Inspection at the Francesco Messina Museum.
Dr. Chiara Fabi, Curator of the Museum Houses and Special Projects Unit, will be present

OUTCOME: 

The Commission went to visit the Francesco Messina Museum, located in via San Sisto n. 4/A. The Head of the Museum Houses of the Municipality of Milan accompanied the Councilors on the visit, illustrating the various works on display. The Commission agreed on the need to create an access ramp for disabled people and to allocate more resources to the Museum.

Joint Council Commission Budget, Taxes - State Property and Purchases and Suburbs (Chaired by the Councilors Conte Emmanuel and Osculati Roberta)
Agenda: Illustration of the areas of expenditure financed by the 500.000 euros obtained with the municipal council's amendment to the last budget.
Corrado Bina from the Suburbs Directorate and Mirko Mazzali, delegate for the suburbs, will be present.

OUTCOME: 

The Project Director of the Suburbs Directorate and the Mayor's Delegate to the Suburbs gave specifications relating to the projects financed with an amount of approximately 500 thousand euros obtained with an amendment of the C.C.; have highlighted the following projects: Sera social guardians, treatment paths through itinerant art, socialization initiatives for young people and elderly citizens, summer expansion of WE-Mi activities, "Bella Milano" extension, youth creativity for the suburbs, project expansion “Open Schools”, social entertainment in the covered municipal markets, widespread library, square setups. Tactical urban planning. The Councilors expressed their doubts on the merits.

Agenda: Report of the conference held in Rome on 3/4 May. "The role of the territorial Guarantors in the protection of people deprived of liberty. The competences of the Regions and local authorities in the execution of sentences and in the deprivation of liberty" in which the President, councilor Pirovano and the Guarantor Dr. A. Naldi participated .

OUTCOME: 

The Guarantor for persons deprived of personal liberty of the Municipality of Milan reported in detail the results of the conference held in Rome last May and dwelt on the functions and results obtained in relation to his office. He criticized the interruption of the approval process of the New Penitentiary Law, the serious shortcomings of the institutions in charge regarding the processes of social reintegration of people at the end of their sentences, especially those suffering from psychiatric illnesses.

Agenda:  Road changes between via Sarfatti, Corso San Gottardo and Ascanio Sforza.

OUTCOME: 

The Mobility Councilor explained the road changes relating to some roads in Zone 5, complementary to the upcoming construction of the pedestrian area of ​​via Ascanio Sforza.
The measures illustrated were contested by the opposition, represented not only by the Commissioners, but also by the Councilors of Municipality 5, present at the session.
Critical issues, especially in reference to the pedestrianization of via Sarfatti, were also exposed by some representatives of the majority, both municipal and Municipality 5.
The session will be adjourned until next September when the residents' committees will be heard.

Agenda: The gatehouses in the ERP blocks of the Municipality of Milan: the reorganization and new organization started by MM.

OUTCOME:

In the presence of some M.M. managers, responsible for the Home Sector, the state of progress of the reorganization of the gatehouses in the ERP blocks, undertaken starting from 2015, the year M.M. took over the management of the ERP assets, was illustrated. The managers presented to the councilors present a series of data which clarified the distribution of custodians in the ERP buildings throughout the Milan area, as well as a mapping and classification of the activities and workloads, including the cleaning service and the technical reports carried out . A debate followed which ended with a comment on future strategies for enhancing the professionalism of custodians, as well as their progressive inclusion throughout the public housing stock.

OUTCOME:

The structure covered by the visit, whose origins date back to the 16th century, is owned by the Municipality of Milan and currently entrusted to the care and management of new tenants. Dairy cows are raised there. It represents and satisfies the vocation, which has become important again for recent generations, of a return to the life of the ancient farmhouses, characteristic of the city's outskirts. The small church, inside the structure, is in need of restoration.

Agenda: Presentation of the Public Notice for the granting of contributions to entities carrying out activities in the entertainment sector.

OUTCOME:

In the presence of the Councilor for Culture, as well as the managers responsible for the Central Directorate for Culture and the Entertainment Area, the guidelines of the new public notice for the granting of contributions to professional entities who carry out continuous activities in the field of live entertainment and /o who hold film, audiovisual and multimedia reviews and festivals. The structure of the forms and the management of the procedures which will be submitted completely online have also been clarified. A debate followed which ended with the full approval of the councilors present regarding the innovations introduced by this new form of request for public contributions.

Agenda: European Funds 2014/2020 (structural and investment): the administrative and financial capacity of cities, a real test for the European Commission; Milan's experience in EU cohesion policy.
Dr. Roberto Colangelo, Financial Director of the Municipality of Milan, will be present at the hearing.

OUTCOME: 

The Offices have clarified that the PON (National Operational Programme) is a program aimed at the 14 Metropolitan Cities for sustainable urban development with a total financial allocation of 892 million euros, two thirds coming from the European Regional Development Fund (ERDF) and a third from the European Social Fund (EDF). 
They then pointed out that the city of Milan has been allocated around 38 million euros with the PON and around 10 million euros with the POR (Regional Operational Programme), a regional emanation of the same European regional and social development funds.
A debate followed during which the Councilors formulated questions to which the Offices provided answers.

Joint Council Commission Institutional Affairs Metropolitan City and Municipality and Innovation, Transparency, Digital Agenda, Civil Status (Presided over by Councilors Censi Arianna and Arienta Alice)
Agenda: Draft proposal for new Merits-Famedio Regulations for comments and discussion

OUTCOME: 

Councilor D'Alfonso illustrated his proposal to merge the Regulations for the awarding of Civic Merit and the Famedio, explaining its content and the reasons that led him to propose it. He specified that he would have no problem in sharing the authorship with the entire Council if it deemed it appropriate, even with possible modifications. The councilors expressed their opinion on the text and the underlying reasons, some sharing its spirit and providing further suggestions, others expressing doubts especially regarding the possible lesser weight that the City Council would have. Having collected the various expressions, President Censi recommended that the drafter work on the text, trying to understand some proposals for modifying specific parts, while she invited the councilors to examine the text more carefully.
