Joint Council Commission Culture - Fashion and Design and Prisons Subcommittee - Penalties and Restrictions (Chaired by Councilors Bocci Paola and Pirovano Anita)
Agenda: Library services in prison. Presentation of the renewed memorandum of understanding in collaboration with the Ministry of Justice - Penitentiary Administration Department (DAP), the Conference of Regions and Autonomous Provinces and the National Association of Italian Municipalities (ANCI) and the Italian Library Association (AIB ) and presentation of the agreement signed between the Municipality of Miano, the Ministry of Justice / Prison and some Third Sector Bodies and Associations (expiring in March 2018).
The following will be present: Councilor Filippo Del Corno, Dr. Stefano Parise, Dr. Biandrate and Dr. Borsari.

OUTCOME: Councilor Del Corno and the Director of the Milan Library System Directorate illustrated the terms of the renewal of the Agreement between the Municipality of Milan, some associations operating within the prisons and the San Vittore prison, concerning access by limited citizens, to the information and publications present in the city's libraries. The representatives of the Associations themselves, the Municipality officials, through direct testimony, underlined the key role that reading, training and in general, culture can play in the emancipation of detained subjects.

Council Commission Equal Opportunities and Civil Rights (Chaired by Councilor De Marchi Alessandra)
Agenda: European Project GEMMA: a multidisciplinary approach to combat gender violence and support migrant women.
Representatives of the three leading organizations of the project at European level will participate as speakers: 
Massimiliano Reggi for the GRT Organization (Group for Transcultural Relations)
Alice Baroni and Viviana Seveso for the Cooperativa Compagnia Itinerante
Maria Curia for the Ethnopsychiatry Service of the Niguarda Hospital.

OUTCOME: In the presence of the representatives of the associations involved in the GEMMA project, the concrete operational experience of this last year of activity was presented. The guidelines of an intervention model directed at the local territory were thus outlined, operationally effective thanks to a network of social and organizational relationships, as well as fueled by contributions at an international level, i.e. by other associated partners operating in the disability or mental health more generally. The cornerstones of the project are attention to strengthening women's participation in society, raising awareness and empowerment at ethnic community level, and synergies between health services.

Council Commission Home – Public Works - Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: Update of data on contracts stipulated at an agreed fee and contribution for the renovation and upgrading of the accommodation.
Present at the Commission will be the Councilor Gabriele Rabaiotti, the Director of Policies for the Rental and Social Enhancement of Spaces Achille Rossi, the Project Manager of the Social Agency for the Rental of Milano Abitare Rosa Cioffi and the General Director of the Ambrosiano Welfare Foundation Romano Guerinoni.

OUTCOME: The Director of the Rental Policy Area presented the data on the activity of the Social Agency for Rental Milano Abitare. The General Director of the Foundation and the Housing Councilor integrated the report by highlighting its operational and political aspects. The Commissioners expressed their opinions on the Agency's activity and asked for some clarifications, which were promptly answered by the speakers.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Convention for mother-child reception homes: rates and new protocols.
The Councilor for Social Policies and Health Services Pierfrancesco Majorino will be present.

OUTCOME: The Director of the Residential Area and the Director of the Territorial Area of ​​Social Policies illustrated the guidelines for updating the accreditation system of social offering units for minors. They therefore responded to some requests for information made by the Councillors.

Joint Council Commission Urban planning - Private construction - Milanese agricultural system and mobility - Transport - Environmental policies - Energy - Civil protection - Animals and greenery (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda: Temporary uses of railway yards.
Participants will be: Councilor Pierfrancesco Maran, Architect Novara and Engineer Leopardi from Ferrovie dello Stato.

OUTCOME: The Councilor and the Offices recalled the resolution of the City Council which introduces temporary uses as a tool to return areas no longer abandoned and degraded to citizens by transforming them into places of sociality. In this direction there will be three agreements with the FS - Italiane Group for the Porta Genova airport of Porta Romana and Farini. The indications and requests that emerged during the meetings held in the 9 Municipalities were then illustrated regarding the use of the aforementioned areas such as the inclusion of sporting, cultural and educational functions, a zero kilometer market space, educational gardens, stations bike sharing, music workshops, reserved parking areas.

Agenda: IMPLEMENTATION AND STRATEGIC URBAN PLANNING AREA
RESOLUTION N. 74 CIRC. 104
Ratification, pursuant to art. 34 of Legislative Decree 18 August 2000, n. 267 and art. 6, paragraph 11, of the Regional Law of 14 March 2003, n. 2, of the adhesion of the Municipality of Milan to the Supplementary and Amendment Act of the Program Agreement, approved with Decree no. 1671/2001 of the President of the Regional Council of Lombardy, concerning the Integrated Intervention Program “Portello Project”, already in variation to the P.R.G. approved by the Regional Council with Resolution no. 29471/1980.
Councilor Maran and the Municipality's technicians were invited to the Commission's work.

OUTCOME: The Councilor for Urban Planning and the Director of the Urban Planning Directorate illustrated resolution no. 74, which dealt with the ratification of the adhesion of the Municipality of Milan to the supplementary and amending act of the Program Agreement relating to the Integrated Intervention Plan "Project Hatch”. The Councilors asked questions regarding the changes and additions made to the initial PII, receiving exhaustive answers from the Councilor for Urban Planning and the Director of the Urban Planning Directorate. At the end of the session, the President of the Commission declared resolution no. 74 discussed and sent it to the Council for debate.

Council Commission Security and Social Cohesion – Local Police (Chaired by Councilor Pantaleo Rosario) 
Agenda: Inspection at the mobile station of the Local Police present in the Corvetto district.

OUTCOME: The Councilor for Security, the city Commander of the Neighborhood Police and other members of the Local Police, illustrated the work that the mobile unit of the Local Police has been carrying out since August 2017 in Piazza Ferrara and in the Corvetto district. They then answered questions from the Councilors and citizens regarding relations with citizens and the most frequent problems in the area. The Security Councilor then declared that in the next Budget the funds have already been allocated to acquire another 10 mobile units, in order to cover all nine municipalities and the most at-risk squares in the city.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: CIESSEVI Volunteering University.

Patrizia Bisol - Head of the citizens and volunteers area of ​​the University of Volunteering project.

OUTCOME: The speakers, representatives of Ciessevi, gave specifics relating to the University of Volunteering, highlighting that the objective is to offer quality training, thanks to a wide network of partners including the main Milanese universities, training institutions , companies and large associative networks and to be a place of reflection on the Third Sector and personal growth for volunteers. From the debate with the councilors, the need to build collaborative paths to respond to current needs emerged.

Joint Council Commission for Verification and Control Participatory Bodies and Education - Education  University and Research (Chaired by Councilors De Pasquale Fabrizio and Limonta Paolo) 
Agenda: Due diligence presentation on Milan Catering.
Fabrizio De Fabritiis - A.U. will be present. of Milan Catering and Councilor Anna Scavuzzo.

OUTCOME: Councilor Scavuzzo, the Sole Director of Milano Ristorazione and the Auditor presented the balance sheet and financial statement of Milano Ristorazione for the period 2014/2016. What emerged was a substantial stability in the revenue trend in the face of an increase in the cost of foodstuffs (organic and Km 0). Some Councilors raised the problem of strikes and the consequent repercussions on users and some representatives of the Canteen Commission raised objections regarding non-compliance and satisfaction ratings of the meals provided by the aforementioned Company.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Healthcare reform: the management of chronic patients.
The General Director of ATS of Milan Marco Bosio and the Councilor for Social Policies and Health Services Pierfrancesco Majorino will be present at the hearing.

OUTCOME: The General Director of the ATS of Milan illustrated the main characteristics of the regional healthcare reform relating to the management of chronic patients. After an extensive debate, the need was recognized for another meeting with the Director General to obtain further clarification on this issue.

Single municipal tax (IUC) - Regulation for the application of the TARI waste tax - Amendments and additions.
Councilor Roberto Tasca will participate.

OUTCOME: In the presence of the Councilor for Budget and State Property, as well as the Deputy Mayor, the presentation of the Resolution relating to the new Tari regulation took place, in light of the changes introduced by the recent implementation circular of the Ministry of Economy and Finance last November. Opinions and indications have thus alternated on the application of the new rules, in particular fixed on the concept of relevance of boxes and garages. Another much debated issue concerned the methods of possible reimbursement for the excess amount paid up to now by citizens. In this regard, the Councilor declared that he is awaiting a response from the Court of Auditors.
