Agenda: Presentation of the final report of the public debate on the Navigli.

Will be present: Councilor Lorenzo Lipparini and coordinator Dr. Andrea Pillon.

OUTCOME: 

The Councilor and the Coordinator of the Public Debate on the Navigli clarified that the Public Debate highlighted critical issues, proposals for improvements and opened a discussion on the reasons for the work and on the management of water resources. During 22 meetings, topics such as the total or partial opening of the Navigli, public and private mobility, the environmental impacts of the project, navigability, the costs of the work and the availability of resources, the management of the Naviglio, the implementation aspects. 

A debate followed during which the Councilors expressed some doubts and formulated questions to which the Councilor and the guest provided answers.

at 10.00 am - Inspection

Council Commission Culture, Fashion and Design (Chaired by Councilor Turco Angelo)

Agenda: Inspection at the Civic Archaeological Museum, on the occasion of the "Journey through time with M4" exhibition.

Will be present: Dr. Claudio A. M. Salsi, Director of the Superintendency of the Castle, Archaeological Museums and Historical Museums and Dr. Anna Provenzali, Conservator of the Civic Archaeological Museum.

OUTCOME:  

The visit itinerary essentially involved the collection of archaeological finds discovered during the excavations of the M4. The particular attention that the Superintendency of Archaeology, Fine Arts and Landscape of Lombardy and its namesake at the Ministry for Cultural Heritage and Activities adopt in the case of excavations (public infrastructures or private building projects) in areas of historical interest was highlighted -archaeological; this commitment has been implemented by the PGT in force, on the basis of state provisions regarding protection and conservation. The soon inauguration of the Etruscan Museum in Corso Venezia was also announced.

Council Commission Joint Equal Opportunities and Civil Rights and Urban Planning, Private Construction, Milanese Agricultural System (Chaired by De Marchi Councilors Diana Alessandra and Ceccarelli Bruno)

Agenda: Presentation of a project for the Terre De Femmes Call to be carried out at the Botanical Museum.

Speakers include: 

the architect Donatella Stergar of the Urban Planning Directorate of the Green Area, Agriculture and Urban Furnishings;

Representative of the Aurelia Josz Association.

OUTCOME: 

The representative of the Aurelia Josz Association illustrated the project that will be presented at the Terre de Femmes Call, which is scheduled to take place at the Botanical Museum of Milan.

The Commissioners asked for information on this little-known location to the public and to the Councilors themselves. The Manager of the Green Area Agriculture Directorate provided the timely answers. 

The session ended with the hope that the Association can win the tender and both Presidents agreed on the opportunity to carry out an inspection at the Museum affected by the project.

Council Commission Joint Tourism, Territorial Marketing, Wellbeing, Sport and Leisure and Suburbs (Chaired by Councilors Fumagalli Marco Carlo and Osculati Roberta)

Agenda: Inspection at the Rugby field in Quarto Oggiaro.

Mr. Diego Dominguez will be present.

OUTCOME: 
The Commissioners informally carried out the inspection at the rugby field in via Arsia, 3, as the legal number of Councilors present, capable of making the session valid as required by the art., had not been reached. 8 paragraph 1 of the Council Commission Regulations.

Agenda: Actions to eliminate "disposable" plastic in the sectors of the Municipality of Milan.

The Councilor Marco Granelli, the President of Legambiente Dr. Barbara Meggetto, the managers of the sectors of the Municipality of Milan, the representatives of Milano Ristorazione will be present.

Agenda: Update on the program agreement/integrated intervention plan Montecity Rogoredo-Santa Giulia variant.

Participants: Councilor Pierfrancesco Maran; Arch. Franco Zinna, Arch. Giancarlo Tancredi.

OUTCOME: 

The Councilor and the Offices illustrated both the previous program agreement for the Montecity / Santa Giulia area and the hypotheses concerning the new one. They explored the various aspects concerning this intervention, focusing on the most qualifying points. They showed the locations of the various components of the intervention itself, of the buildings, infrastructures, public functions, etc. The councilors expressed their opinions and formulated some questions to which the Councilor provided answers. The President announced that other sessions will be dedicated to the topic in the future, once some institutional steps have been completed.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by Councilor Specchio Laura)

Agenda: Presentation and illustration of the activities and new courses of the Higher School of Applied Art of the Castello Sforzesco.

Dr. Stefano Mirti - Director of the Higher School of Applied Arts of the Castello Sforzesco.

Dr. Francesca Miscioscia - Director of communications.

OUTCOME: 
The Director of the Higher School of Applied Arts of the Castello Sforzesco illustrated to the Commission the activities and new courses that will be held for the 2018/2019 school year: fresco, mosaic, stained glass, painting, engraving, textile design, illustration, comics, graphics, digital and social media. He therefore provided a response to some requests for information made by the Councillors.

Council Commission Joint Policies for Labour, Economic Development, Productive Activities, Trade, Human Resources e Social Policies and Health Services, Volunteering (Chaired by the Councilors Specchio Laura and Vasile Angelica)

Agenda: Sustainability report, compliance with Law 68/99 and any inclusion policies within the Investee Companies.

The Councilors Pierfrancesco Majorino and Cristina Tajani will be present and the following companies will be present at the hearing: MM Milanese Spa with the General Director Stefano Cetti and the Human Resources Director Dr. Emanuela Teatini; ATM Spa with the Director of Human Resources Dr. Luca Migliore; MILANO SPORT Spa with the President Dr. Chiara Bisconti and the General Director Dr. Raphael Caporali.

OUTCOME: 

The Councilor for Social Policies, the Director of Human Resources ATM, the Director of Human Resources of MM and the President of Milano Sport gave specifications regarding the applicability criteria relating to law 68/99 and the innovative paths that arise to reconcile the right to inclusion of people with fragility; Furthermore, the recruitment channels and related hiring data were highlighted. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: Presentation of the Meet Me Tonight project.

During the session, with the participation of representatives of the university world, 

the events characterizing the "MeetmeTonight" which will be held at the Indro Montanelli gardens on 28 and 29 September 2018 were presented. Furthermore, the role played by the Municipality of Milan in the organization of this event was explained, in which university researchers will illustrate the its activities to citizens.

Agenda: Proposal for the new Draft Merit-Famedio Regulation, continuation of observations and possible conclusions.

OUTCOME: 

President Censi has collected the latest proposals for changes to the drafting of the new Merits-Famedio Regulation, put forward by the councilors present. The text will now be forwarded to the Technical Offices for the usual approval procedure.

Council Commission Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)

Agenda: Problems for fixed-term workers following the application of the dignity decree to investee companies.

Representatives of ATM, A2A and MM were invited".

OUTCOME: 

During the session, the human resources manager of ATM was invited to report on the effects of the application of the Dignity Decree, for the part relating to employees, who assured, especially regarding the practical implications affecting fixed-term workers of the Company, which is not expected to have any repercussions either immediately or in the future. The trade unionists of the subsidiaries, who took turns at the microphone, outlined a rather worrying picture of the situation (essentially AMSA, SEA and the related activities of Milano Ristorazione). A new meeting has been announced for next October 9th with the presence of a representative of A2A management.
