RESOLUTION NO. 104 CIRCULAR 158
Approval of changes to the art. 1, paragraphs 3 and 4, art. 4, paragraph 2, art. 6, paragraphs 2 and 4, and art. 19, paragraph 1, of the Statute of the Groane Park Authority following the Lombardy Region Law of 28 December 2017 n. 39.
Councilor Pierfrancesco Maran will be present.

OUTCOME: The Councilor illustrated the resolution, explaining that the Statute of the Groane Park Authority has been modified, as both the participating subjects and the surface area included in the Park have doubled. A debate ensued, focused above all on the participation fees of the various subjects and on the fact that the text of the Statute states that the Municipality will pay, as a participation fee, the amount corresponding to the year 2017. At the end of the debate, the discussion of the resolution was postponed, with a request for clarification regarding the opinion issued by the General Secretary, specifically regarding the fixed fee that the Municipality of Milan will pay.

Agenda: "Verification of applications of the anti-corruption plan of the SPV Linea M4 e company
of the application of the legality protocol signed on 27 March 2014 by the Company with the Prefecture and the Municipality of Milan"                                                                                                                         

OUTCOME: The President of the M4 company, together with his collaborators, explained in great detail the Anti-Corruption Plan of the company itself and the checks on the application of the legality protocol signed in 2014 with the Prefecture and the Municipality of Milan.
The President of the Anti-Mafia Commission requested some clarifications and clarifications which were promptly provided to him.

Agenda: 
“Proposal for resolution no. 103 of 12/10/2018 "Modification of the provisions of the PGT Service Plan in force for the municipally owned area located in the Municipality of Milan, via Lampedusa, pursuant to art. 9, paragraph 15 of Regional Law n. 12/2005 and following. mm. ii., in order to carry out a project with purposes of public interest”;

OUTCOME: The President of the Urban Planning Commission explained that the resolution referred to in the 2nd point on the agenda was dealt with in the last commission and was considered discussed; he states that the commission was convened before the notification of the Act, but the commission was held subsequently. According to the regulations, no problems emerged, but it was his scruple to include it again on today's agenda. Regarding the 3rd point, the Mobility Councilor and the relevant offices have given specifications relating to the authorization for the construction of the service station; it turned out that it was a restructuring. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources, Fashion and Design (Chaired by Councilor Specchio Laura)
Agenda: “Situation of professional educators at risk of losing their jobs due to failure to recognize their qualifications".
   Participants:

  •  - Emanuele Bana: Social sector councilor Confcooperative Milano Lodi Monza Brianza;
  •  - Representatives of the spontaneous post-'99 professional educators committee for equivalence;
  •  - Representatives of the National Association of Professional Educators (ANEP)

OUTCOME: 

The guests illustrated the situation in which professional educators find themselves, who risk losing their jobs following a 1999 law and the creation of the Register, established by law no. 3/2018, to which they cannot enroll since their diplomas are not equivalent to a degree. The speakers also asked for support from the Municipality in their battle for the recognition of their qualification to safeguard their profession. The councilors highlighted how the motion presented in the City Council goes in the desired direction and assured their support in all possible ways.

OUTCOME:

The commissioners went to the Vigorelli velodrome where they were able to view the reconstruction work of the sports facility, brought back to full functionality, thanks to the installation of a new synthetic field for American football and the restoration of the cycling track. We now await the completion of the renovation work on the changing rooms in the next few months, which are already usable in any case, and the usability of the stands for public entry which will complete the overall restoration of the facility.

Council Commission for Social Policies and Health Services, Volunteering (Presided over by Councilor Vasile Angelica)
Agenda:  The day care system for vulnerable categories: Disabled, Elderly and Minors.
Dr. Daria Maistri and Dr. Simona Maggioni will be present 

OUTCOME: The Offices have clarified that the Day Services Coordination Unit of the Social Policies Directorate includes 121 services distributed across Day Centers for Disabled People, Social Educational Centres, Autonomy Training Services, Disabled Aggregation Centres, Minor Educational Day Centers and Integrated Day Centers for the Elderly.
They then illustrated the characteristics of the different types of services offered.
A debate followed during which the Councilors formulated some questions to which the Offices responded exhaustively.

Council Commission Tourism, Territorial Marketing, Wellbeing, Sport and Leisure (Chaired by Councilor Fumagalli Marco Carlo)
Agenda:  Hearing and presentation of the OspitaMi Association, aimed at promoting regulatory simplification and digital procedures for those who operate tourist rentals.

OUTCOME: The representatives of the OspitaMi Association illustrated the initiatives that the Association is carrying out regarding home sharing. They therefore provided a response to the Councilors who asked for information on the costs of membership, as well as on the critical issues and problems identified.

Agenda: New Lorenteggio Library.
Dr. Stefano Parise - Director of Library Areas will be present.

OUTCOME: The Councilor for Culture, with the help of the director of the Library Area, illustrated the project that won the international tender for the construction of the new municipal library of Lorenteggio. The new structure will be characterized by multifunctionality, flexibility of use and integration with the surrounding area.

Council Commission International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: The European Commission's legislative proposals for regional and urban policy 2021/2027.
The Chief of Cabinet of the European Commission Nicola De Michelis and the Chief of Cabinet of the Municipality of Milan Mario Vanni will be present at the hearing.

OUTCOME: The Head of Cabinet of the European Union illustrated the main chapters of the EU Budget proposal relating to the 2021/2027 period, with particular attention to the Cohesion Fund (mechanism for adjusting territorial disparities between Member States) and the conditions for obtaining it or have it contested (this financial support can be interrupted, with a qualified majority of the Council, if in the presence of an excessive public deficit and in the absence of policies to reduce it). Regarding the situation of our country, which has recorded a vertical fall in GDP since 2008, it is noted that the balance between income and expenditure is negative or close to zero.
