OUTCOME: During the commission, representatives of the best hostels in Milan were heard, thus allowing us to configure an overall picture of this particular segment of the tourism sector. The aim of today's commission was to contribute to the development of a receptive policy for the city, starting from the observation that Milan is experiencing a happy increase in tourist flows, the result of a revitalization of its international image.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Inspection at the WEMI space in Corso San Gottardo, 41

OUTCOME: The Commissioners went to the WEMI headquarters, located in C. S. Gottardo, 41 Milan, where a meeting took place with the managers of this reality who presented the ongoing activities. In this space specialized operators ensure that new services are known, orienting and accompanying citizens towards the solutions best suited to their needs. Furthermore, the shared provision of services is encouraged, for example, one or more babysitters shared between several children in the same neighbourhood/school, family assistants shared between inhabitants of the same condominium. The aim is to optimize public and private resources.

Joint Council Commission Equal Opportunities and Civil Rights and Social Policies and Health Services - Volunteering (Chaired by Councilors De Marchi Alessandra and Vasile Angelica) 
Agenda: Proposal for a model agreement for individual municipalities with time banks.
Speakers include:
Dr. Grazia Pratella - President of the Lombard Coordination of Time Banks;
Dr. Fiora Cappa - Vice President.

OUTCOME: The President and Vice President of the Lombardy Coordination of Time Banks illustrated the project called "Help comes by giving", which will be the subject of an agreement to be stipulated between the nine Municipalities and the Time Banks. The members of the Time Banks, usually people who find themselves in temporary economic difficulty, will receive a cash contribution from the Municipality and within one year from the third month in which it is paid, they will repay half in cash and half by making it available to the community their professional skills. The President of the Equal Opportunities Commission declared that the agreement, after a final review by the offices, will be submitted to the Council for a vote, in the form of an Agenda.

Council Commission Home – Public Works - Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: Situation of the ERP real estate assets of the Municipality of Milan managed by MM, with focus on vacant, on-site, renovated and reassigned housing.
Present at the Commission will be the Councilor Gabriele Rabaiotti, the Director Eng. Francesco Tarricone, the President of the MM Home Division Eng. Stefano Zanini.

OUTCOME: Councilor Rabaiotti, the President of the Housing Division of MM and the Head of the Housing Department of the Municipality of Milan, illustrated the "Extraordinary plan for the redevelopment of vacant public housing" aimed at reducing the assets to be assigned, with intervention times to the end of 2022 and underlining the significant increase in the allocations allocated to the sector (total Plan Euro 103.500.000 for a total of 3267 homes in the 2016/2019 period), the reduction in the number of illegal occupations and the increase in the number of evictions.

Council Commission Anti-mafia (Chaired by Councilor David Gentili) 
Agenda: Presentation of Internal Auditing Project Management.
Dr. Arabella Caporello - General Director and Dr. Fabiano Antonella Internal Auditing Project Management will be present.

OUTCOME: The Offices illustrated the reorganization of the Internal Auditing Department, focusing on the figure of the Internal Auditor, on the importance of preventing corruption risk and operational risk and on the effectiveness of the interventions to be implemented in this direction.
A debate followed during which the Councilors expressed some doubts and formulated some questions to which the offices partially answered.
The President then ordered further discussion of the topic in question at a subsequent session.

Council Commission Security and Social Cohesion – Local Police (Chaired by Councilor Pantaleo Rosario) 
Agenda: at the Local Police Station in Piazza Selinunte. 
The Security Councilor, Carmela Rozza, will be present

OUTCOME: The Commission visited the Advanced Command Unit of the Local Police in Piazzale Selinunte. The Security Councilor briefly illustrated the skills of the Mobile Command, currently in the testing phase.

Council Verification and Control Commission Participated Bodies (Chaired by Councilor De Pasquale Fabrizio) 
Agenda: REAL ESTATE AREA
No. 69 CIRC. 97
Sale to Unareti S.p.A, of the A2A S.p.A group, of an area owned by the municipality located in via Merula, Milan, identified in the Land Registry on sheet 568, maps 241 and 243, for the construction of a primary AT-MT substation, for the power supply of the new M4 underground line in Milan and for the development, in the south-west area, of the electricity distribution service. The measure does not involve any expense.

OUTCOME: The Budget Councilor presented resolution no. 69 concerning the sale to a company of the A2A group of an area owned by the municipality located in via Merula for the construction of a substation for the supply of the M4 line in Milan. 
The managers of Unireti SpA provided the technical specifications of the measure. 
The Commissioners formulated some requests for clarification of a patrimonial, environmental and technical nature to which the Councilor and the Municipal Managers and of the company interested in the acquisition provided timely responses. 
The President of the Commission therefore declared the resolution discussed and can now be evaluated by the City Council.

Agenda: Healthcare Reform: the management of chronic patients. 
The following will be present at the hearing: General Director of ATS of Milano2 Dr. Marco Bosio and the Councilor for social policies and health services Pierfrancesco Majorino.

OUTCOME: 

During the session, a professor from the University of Milan was heard who illustrated some characteristics of the regional healthcare reform relating to the management of chronic patients. After an extensive debate it was decided to audit other professionals to obtain more information on this reform.

Agenda: Presentation of the "Solidarity Basket" project and other activities in the field of personal services in Municipality 8.

Dr. Laura Castagnoni will be present.

OUTCOME: The Manager of the Social Cohesion and Volunteering Service, assisted by the staff employed at the House of Associations of Municipality 2, illustrated the regulation which the Associations (registered in a municipal, regional or national register) comply with for the use of the spaces and instruments and the activities conducted by them, at the headquarters in Via Miramare 9. He also reported that individual groups of citizens can also access them provided they refer to an Association already present. The lack of staff was complained about by the employees and Councilor Sardone announced that she had presented a question following reports of noise at night coming from inside the House.

Acquisition of real estate assets free of charge, as part of the implementation of the 2016 State Property Federalism, pursuant to Legislative Decree 28 May 2010, n. 85 and the combined provisions of the art. 56 bis of the Legislative Decree of 21 June 2013, n. 69 converted with amendments with law 9 August 2013, n. 98 and art. 10 paragraph 6 bis of the Legislative Decree 30 December 2015, n. 210 converted into Law 25 February 2016, n. 21 of assets located in the Municipality of Milan owned by the State.
Councilor Roberto Tasca will be present.

OUTCOME: The Councilor and the Offices explained the contents of Resolution No. 68, specifying what they would like to acquire from the State Property and illustrating the reasons. The councilors asked questions on some specific aspects to which the Offices and the Councilor provided clarifications. At the end, the Vice President declared the resolution discussed and can now be submitted to the City Council for examination.

International Affairs Council Commission - Post Expo - European Policies (Chaired by Councilor Pacente Carmine)
Agenda: European urban policy and funds for cities: the proposals of the European Parliament.
Jan Olbrycht will be present at the hearing - President of the Intergroup on Urban Policies in the European Parliament and former rapporteur for the 2014/2010 European structural funds.

OUTCOME: The President of the Intergroup on Urban Policies in the European Parliament illustrated the main guidelines of urban policies at European level in relation to structural funds. The Commission, in a spirit of collaboration with the European institutions, has demonstrated its intention to activate actions and initiatives to take advantage of the opportunities offered by European funds for cities.

Joint Council Commission Home – Public Works - Erp, Urban Planning - Private Construction - Milanese Agricultural System and Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Greenery (Chaired by the Councilors D'Amico Simonetta, Ceccarelli Bruno and Monguzzi Carlo)
Agenda: Underground parking construction site in Via Borgogna.
The Councilors: Pierfrancesco Maran, Marco Granelli and Gabriele Rabaiotti were invited to the Commission's work.

OUTCOME:  Councilor Granelli retraced the long process of the car park in question, characterized by the presentation of multiple appeals, specifying that the TAR's decision on the future of the same is scheduled for June 6th. The citizens present and some municipal councilors highlighted the opportunity for the municipal administration to renounce this construction and therefore request that the jerseys that delimit the construction site area be removed.
The Councilor replies that the municipal administration is also evaluating the possibility of dismantling the construction site while awaiting a judicial solution to the matter.
