Joint Council Commission Suburbs and Security and Social Cohesion, Local Police and Social Policies and Health Services, Volunteering (Presided over by the Osculati Councilors Roberta, Pantaleo Rosario and Vasile Angelica)
Agenda: Presence of caravans and Roma, Sinti and Caminanti communities in various neighborhoods of the city - Overall situation and actions undertaken by the different directions regarding social and security policies".
The following will be present at the commission: the Councilor for Security, Anna Scavuzzo; the councilor for Social Policies, Piefrancesco Majorino. 
The Local Police will be represented by the commander Dr. Marco Ciacci and by the chief commissioner Elena Zanoglio (UIO manager). 
Dr. Cosimo Palazzo will also be present for the Department of Social Policies. 

OUTCOME: 

The Security Councilor illustrated the situation of the settlements of Roma, Sinti and Caminanti, the control activities that have been carried out and the main interventions for the removal of nomads from public roads. The Director of the Social Emergencies, Rights and Inclusion Area illustrated the services for the management of authorized camps, Temporary Reception Centers and Centers for Housing Autonomy. The Councilors requested some data and requested some information, which will be answered at a future meeting.

Agenda: inspection at the Disabled Day Center in via Anfossi.

OUTCOME:

The commissioners examined the state of the works of the new CDD (Day Center for Disabled People) in via Anfossi 25 A. During the inspection, in which Councilors Majorino and Rabaiotti and the Municipality's technicians took part, the spaces on the ground floor were examined (entirely intended for the CDD) and those on the first floor (reserved for the Third Sector, disabled students and disabled adults for dedicated activities). The inauguration of the structure has been announced for next September.

Council Commission Equal opportunities and civil rights (Chaired by Councilor De Marchi Diana Alessandra)
Agenda: Train to combat violence against women and minors. The experience of the first university course in Lombardy.
Speakers include: 

  • Dr. Marina Calloni - professor of Social Political Philosophy at the University of Milan Bicocca, director of the specialization course on violence against women and minors;
  • Dr. Claudia Pecorella - professor of Criminal Law at the University of Milan Bicocca, member of the coordination committee of the specialization course. 

OUTCOME: 

The Director of the specialization course called: "Violence against women and minors, knowing and combating the phenomenon", organized at the Milan Bicocca University, illustrated the program, the access methods and the characteristics of the participants. Furthermore, you reported that there was an excellent level of satisfaction among those who attended the lessons.

Joint Council Commission Policies for Employment, Economic Development, Productive Activities, Trade, Human Resources and Anti-Mafia (Chaired by the Councilors Specchio Laura and Gentili David)
Agenda: Application of ordinances 63 and 65 of 2014 for the regulation of the times of use of gambling machines.

OUTCOME: 

The managers of the food supply and the production and trade activities area presented the data relating to the application of the union ordinances for the regulation of the times of use of gambling machines.
The Commissioners, after having commented on the information received, recognising, in the overall picture presented, the criticality inherent in the use, often by fragile people, of slot machines in the Milan area, have proposed solutions to stem and counteract, in every possible form, this social plague that affects, in particular, many elderly people.
The suggestions presented will be studied by the competent offices in order to intervene, both from a regulatory and operational point of view, to combat the problem being addressed.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: inspection at the Chiaravalle cemetery.

OUTCOME:

The offices led the councilors inside the Chiaravalle cemetery showing the works that are being carried out, illustrating the situation present in the various fields and exposing some problems present in the structure. The councilors asked some questions to which the offices gave exhaustive answers.

Joint Council Commission Equal Opportunities and Civil Rights and Urban Planning – Private Construction - Milanese Agricultural System (Chaired by Councilors Diana De Marchi and Bruno Ceccarelli) 
Agenda: "Aging in a friendly city" - Presentation of the research "Shaping Aging Cities" with Professor Stefano Recalcati.

OUTCOME: 

The speaker, invited to today's Commission, gave specifics regarding the “Shaping Aging Cities” research which analyzes how ten European cities are responding to ageing. In 2050, the number of people over 65 will be greater than the number of children under 15. The question that was asked is how cities can respond to this demographic change by providing adequate solutions. The Councilors expressed reflections on the merits.

Council Commission Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda: RESOLUTION NO. 85 ENVIRONMENT AND ENERGY AREA
Adoption of the Sustainable Energy Action Plan (SEAP) of the Municipality of Milan, approval of membership of the new Covenant of Mayors for Climate and Energy.

OUTCOME: The Councilor for the Environment and the competent offices first responded to the questions left over from the previous Commission session on resolution no. 85, for the adoption of the SEAP (Sustainable Energy Action Plan). They then described the new BE2 tender, connected to the PAES, which will replace the now exhausted BE1 tender, dating back to 2010, for works related to energy saving in Milanese buildings, answering the questions of the Councillors. At the end, the President of the Commission declared resolution no. 85 discussed, which will continue for debate in the Council Chamber.
