Will be present: the Councilor for Education and Instruction of the Municipality of Milan, Laura Galimberti, the Sole Director of Milano Ristorazione, Fabrizio De Fabritiis, Managers of the Municipality of Milan and Managers of Milano Ristorazione.

OUTCOME: The hearing of the top managers of Milano Ristorazione S.p.a. took place in the presence of the Councilor for Education and Instruction. regarding the service of providing a replacement meal in schools, on the occasion of the workers' union meetings on 12 and 13 November.

Agenda: RESOLUTION no. 106 CIRCULAR no. 161
BUDGET AND REVENUE DIRECTORATE
Guarantee provision pursuant to art. 207 of Legislative Decree 18.8.2000 n. 267 to guarantee the loan of €. 1.500.000,00 that Banca Prossima will grant to the Ciessevi Association to finance the expenses for the renovation of the property owned by the municipality in Viale Monte Grappa 6/A, intended for the construction of the "Volunteer House".
The following will be present: Councilor Roberto Tasca and Dr. Roberto Colangelo - Director of the Budget and Revenue Department.
Representatives of the Ciessevi Association were invited.

OUTCOME: The Budget Councilor and the representatives of the Ciessevi Association illustrated the contents of the provision concerning the provision of a surety to guarantee the loan of €. 1.500.000,00 that Banca Prossima will grant to the Ciessevi Association, to finance the renovation of the property owned by the municipality in viale Monte Grappa n. 6/A, intended for the construction of the Volunteer House. They therefore provided a response to the requests for clarification formulated by the Councilors regarding: duration of the concession, implementation times, governance of the Association and management of the cafeteria and hostel that they intend to build. At the end of the clarifications, the Presidents declared resolution no. 106 discussed and could be submitted to the City Council for examination.

Joint Council Commission Home – Public Works - Erp e Security and Social Cohesion – Local Police (Chaired by Councilors D'Amico Simonetta and Pantaleo Rosario)
Agenda: Illustration of protocol for evictions of municipal ERP residences (and premises owned by the municipality) occupied illegally.
Councilor Gabriele Rabaiotti and Deputy Mayor Anna Scavuzzo will be present at the Commission's work.

OUTCOME: The Deputy Mayor and the Housing Councilor illustrated the results of the application of the ERP residence eviction protocol signed in 2014 with the Prefecture.
The General Director and the Security Manager of MM explored the operational aspects of the clearance practices carried out by their company, manager of part of the municipal ERP assets.
A debate followed, during which further information was requested and was responded to by the speakers.

Agenda: Content evaluation Motion "Coordination of activities aimed at combating mafia interests, money laundering and tax evasion"
The Secretary General, Dr. Fabrizio Dall'Acqua, will participate.

OUTCOME: The Presidents illustrated the contents of the motion and discussed it with the guests, in order to arrive at the best possible text.

Agenda: 
Inspection via Santa Marta, 18 (and to follow at the headquarters in via Campo Lodigiano at the corner of Corso Italia) at the Ballet School - Accademia Teatro alla Scala. For "Illustration of the activities and courses of the Accademia del Teatro alla Scala"
Will be present: Dr. Nadia Nigris, Deputy General Director of the Teatro alla Scala Academy. 
 
OUTCOME: The Deputy Director of the Teatro alla Scala Academy explained to the councilors the aims of the Academy and the many activities offered by the structure itself, delving into the topics addressed by the various courses held at this and other locations and answering the questions posed by some commissioners. The counselors are then accompanied to view some laboratories where the courses are held. Since the visit to the headquarters in via Santa Marta 18 lasted longer than expected, the President ordered the inspection at the headquarters in via Campo Lodigiano to be postponed to another session.

GENERAL URBAN PLANNING AREA
Adoption of the new Plan Document, of the variant of the Service Plan, including the Plan for Religious Equipment, and of the variant of the Rules Plan, constituting the Territorial Government Plan, pursuant to and for the purposes of art. 13 of the Regional Law 11 March 2005 and subsequent amendments. The measure does not involve any expense.
Summary and illustration of the Territorial Government Plan and path, continuation of work.
The following will participate in the work: Councilor Pierfrancesco Maran, Arch. Franco Zinna and the Arch. Simona Collarini.

OUTCOME: In today's session, representatives of trade associations, committees, bodies and professionals were heard and presented observations and suggestions on the new Territorial Government Plan, with particular attention to issues related to green urban planning and mobility.
At the end of these in-depth analyses, Presidents Ceccarelli and Monguzzi recalled that further Commissions will be dedicated to the topic and therefore ordered the postponement of the discussion of the proposed resolution no. 105.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: “The new Welfare development plan of the Municipality of Milan”
Will be present: Councilor Pierfrancesco Majorino, Dr.Giuseppe Barbalace, Dr.Claudio Minoia, Dr.Aurelio Mancini, Dr.Cosimo Palazzo, Dr.Daria Maistri and Dr.Daniela Fabbri

OUTCOME: The Councilor for Social Policies gave specifications relating to the Welfare Development Plan, highlighting the path that gave life to the Plan itself and the activation of working groups including home care, active ageing, the culture of health and lifestyles, addictions, disability, the 0-18 Table, mental health, people subjected to measures by the judicial authority, immigration and social inclusion, poverty and homelessness all aimed at developing new forms of intervention for support the needs of the territory and the population, through the collaboration of multiple subjects. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission Joint Social Policies and Health Services - Volunteering e Education - Education - University and Research (Chaired by Councilors Vasile Angelica and Limonta Paolo)
Agenda: Presentation of the Project: "> for an education in active citizenship, solidarity, inclusiveness and legality" by the "G. Agnesi" state high school in Milan .
Will be present: the Councilor for Education and Instruction of the Municipality of Milan, Laura Galimberti, the project managers: Professor Valentina Miceli and Professor Stefania Villani.

OUTCOME: The principal and those responsible for the "1 + 1 does not equal 2 but 2000 times 1" project presented the details of the project itself, aimed at inclusion, legality and solidarity in the world of school. During the session, a film explaining the initiative was shown and some students from the G. Agnesi State High School spoke, protagonists and witnesses of the implementation of the related work plan. Since it proved to be a rich and important initiative for those who participated, it was also hoped that the project would be extended to other schools, with more attention to similar initiatives and more resources available.

BUDGET PLANNING AREA
2018-2020 Programming - Change in the Financial Budget - Modification of the Three-Year Program for Public Works 2018-2020 and the 2018 Annual List - Modification of the Biennial Program for the Purchase of Goods and Services 2018-2019 and the 2018 Annual List - Modification of the Document Unique Programming.
Speakers will include Councilor Roberto Tasca and Budget and Revenue Director Roberto Colangelo.

OUTCOME: Councilor Tasca, after having illustrated the salient features of Resolution 114, having as its object the Change in the Financial Budget - Planning 2018/2020, responded to the following remarks, raised during some interventions: the reason why ATM's dividends and AFM (former municipal pharmacies) are not incorporated by the Municipality, what percentage does the user's contribution contribute to the cost of public transport; the reason why an increase in the cost of the ticket is expected considering the surplus of the ATM operating budget. The Resolution was discussed and therefore sent to the attention of the City Council.

Council Commission International Affairs - Post Expo - European Policies (Chaired by Councilor Pacente Carmine)
Agenda:
Pact for Milan. Institutional program agreement. Interventions for the economic development, social and territorial cohesion of the city of Milan and the metropolitan area.
Dr. will be present at the hearing. Paolo Poggi, Director of Economic-Financial Planning and Controls Area.
 
OUTCOME: The Offices have clarified that the Pact for Milan is a program agreement between the Presidency of the Council of Ministers and the city of Milan, signed in 2016, which establishes a level of very significant interventions in the territory, with particular attention to urban mobility , infrastructure and the environment.
They also recalled that the Interministerial Committee for Economic Planning (CIPE) allocated 110 million euros to the Metropolitan City of Milan, subsequently divided as follows: 85 million euros allocated to the interventions planned by the Municipality of Milan and 25 million euros to the interventions planned from the Metropolitan City of Milan.
A debate followed during which the Councilors expressed doubts and formulated questions to which the offices provided answers.

OUTCOME: In the presence of the Councilor for Urban Planning, Green and Agriculture, the hearing of the city associations was held regarding the discussion of the proposed resolution regarding the adoption of the new Plan Document. A debate thus developed which led the Councilor to provide adequate answers to citizens.
