OUTCOME: 

The Councilors visited the structure, inaugurated in May by the Mayor, which constitutes the largest asset confiscated from organized crime and repurposed for social purposes. Here women in difficulty, mainly foreigners, are welcomed and a new reception model is tested with a housing mix between foreigners and Italians. In fact, of the 70 places available, 55 are dedicated to the CAS (Extraordinary Reception Centre) and 15 to the RST (Temporary Social Residence).

Agenda: Presentation of the Milan Suburbs Roundtable with the participation of Walter Cherubini, spokesperson for the Milan Suburbs Consultation and Giorgio Bacchiega, director of the Suburbs Study Centre.

OUTCOME: 

The representatives of the Milan Suburbs Table presented the activity of this body, in existence since 2013, promoted by some city entities who have decided to share their experiences and specificities to make reflection on the city's peripheral neighborhoods stable and profitable. A debate followed during which the Commissioners expressed their opinions on the topic and made requests for clarification, which were promptly responded to.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Inspection at Pane Quotidiano in Viale Toscana, 28.
Fiorenzo Dalu from the Board of Directors of Pane Quotidiano will be present at the Commission.

OUTCOME: 

The councilors examined the structures used by Pane Quotidiano. The President and the councilors of the Association led the commissioners by illustrating the type of people who come to them, the type of service offered and explained the methods of obtaining food supplies. They also explained that they do not benefit from any public contribution, but manage to survive only thanks to donations from private citizens. They show the work in progress at the structure, which the Municipality has granted them on free loan, indicating which activities it will host. They also specified that for the other structure, located in Viale Monza and owned by the Municipality, they pay €8.500 per year in rent. The councilors verified the situation and took note of the effort that the association makes every day to deal with the situation. They also verified that a sort of illegal market had been created outside which some councilors are asking for its removal and control by the Local Police.

Agenda: Information on events relating to the ATM Info Point and measures taken by the Company.
The General Director of ATM Dr. Arrigo Giana will participate.

OUTCOME: 

The General Director of ATM reported to the Commissioners on the matter which involved a group of company employees, now fired, in the printing of unaccounted travel tickets, which were sold by them in the ATM Point Duomo and kept the proceeds. They have been reported to the Public Prosecutor's Office and the conclusion of the investigations is awaited, which will be followed by the criminal trial. The accounting shortfall for ATM was 70.000 euros of which 50.000 euros have already been repaid by these employees and another 15.000 are being repaid in installments.

Council Commission Home – Public Works - Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: Student residence in via Barrili - Neera: current situation, timing for reopening and management methods.
The following were invited to the commission: Aler Milano, the Cooperativa Quadrifoglio and the architect Achille Rossi, director of the Policies Area for the Rental and Social Enhancement of Spaces of the Municipality of Milan.

OUTCOME: 

The Commission discussed the issue of the student residence in via Barrili - Neera, which has 110 beds and has been closed for about five years. The representatives of the Cooperativa Quadrifoglio, which manages it, have communicated that they are carrying out the renovation works and those for the construction of the new thermal power plant. They were unable to guarantee its reopening for the start of the next academic year.

Agenda: Presentation of the new Whistleblowing Guarantee body.
Davide Del Monte, President of the Guarantee Body, and Luciano Ossani will be present. 

OUTCOME: The Offices have clarified that the reporting by municipal employees of illegal conduct (Whistleblowing) is a procedure provided for by law no. 190 of 2012. They also recalled the creation of a platform on the municipal intranet for sending reports to the Guarantee Body which verifies them in order to start investigative activities. Finally, it was announced that 2015 reports have been submitted from 60 to today.

Agenda: Introducing Fair Saturday by the Fair Saturday Foundation.
The social entrepreneur Jordi Albareda Ureta and Energie Sociali Jesurum Lab will be present.

OUTCOME: 

The Representatives of Fair Saturday Fondazion and Energie Sociali Jesurum Lab gave specifics relating to "Fair Saturday", explaining that it is a global cultural movement with social impact which takes place every last Saturday of November, immediately after Black Friday and which seeks to provoke a massive mobilization of society around art and culture, highlighting its essential role in building a better future. The Saturday of the fair is organized in an open and participatory way, giving space to all types of cultural activities. Each of the participating events supports a social project of its choice. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME: Representatives of A2A and AMAT reported on the current and future situation of the use of various types of renewable energy in our city.

Council Commission Urban planning - Private construction - Milanese agricultural system (Chaired by Councilor Ceccarelli Bruno) 
Agenda: Towards the PGT. A green, livable and resilient city.
Councilor Pierfrancesco Maran and the Municipality technicians from the departments involved will take part in the Commission's work.

OUTCOME: The Councilor and the Offices, after having explored the first two objectives of the future PGT in the previous Commission, have today focused on the third, a green, livable and resilient city, hypothesizing the creation of a large Metropolitan Park, through the connection between the Park North and South Park, and the identification of areas intended for agriculture. They clarified that the new PGT also identifies a series of Environmental Regeneration Areas and a system of 20 new city parks. A debate followed at the end of which the President announced the convocation of a further in-depth commission.

Presentation of Milan's candidacy to host the 2026 Olympic and Paralympic Winter Games.

Councilor Roberta Guaineri and the Chief of Staff Dr. Mario Vanni will be present.

OUTCOME: Councilor Guaineri illustrated the contents of the provision regarding the presentation of Milan's candidacy to host the 2026 Olympic and Paralympic Winter Games, underlining the path that led CONI to formulate this proposal. You set out the various steps necessary for formalizing the candidacy, including the need for the approval of the resolution in question by the City Council. You then briefly illustrated the investments that the city should make, the costs that will not be borne by Milan but by the IOC and other bodies and the revenues that could potentially result according to an analysis carried out by a specialized institute hired by CONI. Finally, you invited us to consider the enormous advantages that would derive from hosting the event, both from the point of view of image for the city, and of employment benefits, and of legacy from the point of view of systems for the citizens. The majority of councilors expressed their support for this choice, indicating, however, some priorities that should be followed. They also asked some questions to which the Councilor provided answers to the extent possible permitted by the confidentiality criterion required during the application submission phase.

Agenda: Progress of the participation process for the Navigli reopening project.

OUTCOME: In the presence of the Councilor for Active Citizenship Participation and Open Data of the Public Debate Coordinator, an update session was held on the continuation of the participatory process relating to the project to reopen some sections of the Navigli. After an initial presentation event to citizens, held at the time in the Sala Alessi of Palazzo Marino, 7 events open to citizens were organised, 5 of which were thematic in nature, located territorially close to the intervention sites, accompanying them with other in-depth meetings. This participatory process, which will end at the end of July, has the delicate but precious task of collecting the observations and suggestions of the Milanese citizens around the overall technical and economic feasibility project.

OUTCOME: 

The Budget Councilor and the Budget Planning Area Director gave specifics relating to the change in the Adjustment of the Financial Budget, Financial Planning 2018-2020, focusing both on the main changes in the Budget in the Current Part and in the Capital Account and on the early repayment of the CDP mortgages; the Councilors asked questions on the merits to which exhaustive answers were given. At the end, the President considered the relevant Resolution no. 94 to be discussed.

Council Commission Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)

Agenda: Hearing of the President Pietro Modiano of Sea on the sale of 40% of Airport Handling.

OUTCOME: 

The session focused on the hearing of the President of S.E.A. S.p.A., who retraced, for the directors present, the different phases of the matter concerning the sale of the majority share package of S.e.a. Handling, later acquired by Airport Handling. His report illustrated in detail the different phases that have occurred over the years, underlining how complicated it had been to best manage this controversial corporate transition. Finally, the councilors were able to delve deeper into the most controversial issues relating to personnel management, benefiting from the presence of representatives of some trade unions in the room.

Agenda:  Activities of the Volunteer Ecological Guards and Parks project.
The Councilor for Security, Deputy Mayor Anna Scavuzzo, will be present.

OUTCOME: 

The Security Councilor illustrated the organization and activity of the Volunteer Ecological Guards, as well as ongoing and future projects, which provide for a progressive increase in units and commitment to surveillance in green areas in collaboration with the Local Police .
