Agenda: Inspection at the new headquarters of the Department of Social Policies, Health and Rights in via Nicolò Barabino 8 (Town Hall 4)

OUTCOME: The visit to the premises located in via Barabino 8 allowed the Councilors present to become aware of the need to offer assistance and support services to marginalization using the criterion of territorial proximity. The experimental phase made it possible to overcome the waiting lists and deal more effectively with the social suffering that Municipality 4 is experiencing. Further developments of the project are also envisaged through subsequent intervention programs and other operational locations.

Agenda: Hearing of the Guarantor of the rights of prisoners of the Municipality of Florence, Eros Cruccolini. Social welfare interventions and support for people leaving detention, the experience of the Tuscan capital.

OUTCOME: The Guarantor of the rights of prisoners of the Municipality of Florence illustrated the interventions implemented by the Tuscan capital in terms of care and support for people leaving detention.
The Councilor for Social Policies, the managers of the Municipality of Milan and some representatives of the social cooperatives discussed these initiatives and presented the measures currently implemented by the Administration in favor of this type of fragile subject.
In conclusion, the President declared that this role of exchanging different experiences between the various Italian cities represents a strategically important factor for the experimentation and strengthening of activities towards people deprived of personal freedom which will continue its process in subsequent sessions of Commission

Council Commission Joint Urban Planning, Private Construction, Milanese Agricultural System and Mobility, Transport, Environmental Policies, Civil Protection, Animals and Greenery (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda:  
- Urban planning compatibility of the Municipality 5 recycling project. 
- Continuation of discussion of resolution no. 202 Sustainable mobility urban plan.
  Representatives of the Associations will be present at the hearing: Public Transport Users; FIAB; Citizens for the Air; Milan Bicycle Coalition.
  Councilor Marco Granelli will be present at the Commission's work.

OUTCOME: The Councilor and the Offices have announced that the area has been identified in Via Lampedusa for the construction of the AMSA recycling center of Municipality 5 adjacent to which a reuse center will be built for the disposal of household objects that no longer function repaired, they can be resold.
Addressing the next item on the agenda, the representatives of the Associations were heard in reference to the observations they made on the PUMS.
President Monguzzi therefore ordered the postponement of the examination of resolution no. 102 to tomorrow's session for the hearing of further parties interested in the PUMS

Agenda: Possible repercussions on the M4 works relating to the crisis of the Astaldi company.
The President of M4 Fabio Terragni and the Councilor Marco Granelli were invited.

OUTCOME: The Councilor and the President of M4 illustrated the situation resulting from the crisis that hit the Astaldi company, one of the members of the consortium of builders responsible for the works for the construction of M4. They described the situation and indicated the paths that are being taken to avoid major repercussions on the works, workers and subcontractor companies. The councilors also asked questions regarding these problems and to invite the Administration to summon the interested parties.

OUTCOME: The representatives of the "I Sei Petali" Cooperative first gave a brief historical summary of the Cooperative, then described its current and future activities, finally answering the Councillors' questions.

Agenda: Presentation of the Memorandum of Understanding aimed at preventing and combating drug dealing near schools: "Safe Schools".
The Councilor Laura Galimberti, the Deputy Mayor and Councilor for Security Anna Scavuzzo, the Director Sabina Banfi and Local Police Managers will be present.
 
OUTCOME: The Councilors for Education and Security, as well as the Commander of the Local Police and the Director of Education illustrated the "Safe Schools" memorandum of understanding, which provides for patrolling activities by the Local Police (Narcotics Control Unit and Dog Unit ) outside schools, the activation of an assistance desk for young people, a consultancy and training activity for teachers and the strengthening of the Dog Unit. They therefore responded to some requests for information and clarifications made by the Councillors.

OUTCOME: The managers of ARPA Lombardia and ATS Milan confirmed the reassurances, already spread by the media, regarding the very low probability of particular toxicity of the air in the Bovisasca district and in the city area more generally, following the fire that broke out in via Chiasserini (IPB Italy). The Councilor, in turn, reported on the checks carried out in the affected area already in the run-up to the event and the constant monitoring already planned to verify the effects of dispersions over longer periods of time. The need for a shared protocol to be applied in cases such as this, greater control of the territory, especially where affected by the presence of risky activities and more numerous controls in the vicinity of waste treatment plants, has been requested by many parties.

Agenda: "State of progress of activities at Lorenteggio with PON and POR funds"  
Hearing: Eng. Corrado Bina, Project Director of Development and Strategic Coordination of the Suburban Plan and Arch. Patrizia Di Girolamo, Manager of the Neighborhood Contracts Unit.   

OUTCOME: The joint commission focused on housing issues. In the presence of the managers responsible for the interventions on the ERP buildings, the examination of the building measures in the individual blocks was discussed, in addition to the detailed plan of the support paths for businesses with social impact and the income of people at risk of poverty and extreme marginalization , as well as the Social Accompaniment Plan.
