OUTCOME: The Councilor for Mobility and the President of MM4 took stock of the progress of the works for the construction of Metro Line 4, then responding on the merits to the Councilors and city representatives, regarding the future prospects for the completion of the works.

Agenda: Evaluation of the proposals relating to the home theme emerging from the work of the Family Policies Commission.
The participation of Councilor Gabriele Rabaiotti, Councilor Roberta Osculati and Councilor Matteo Forte, former President and Vice-President of the Special Family Policies Commission, Eng. Francesco Tarricone.

OUTCOME: The President and the Vice President presented the conclusions of the work of the Special Commission on Family Policies on the topic of Home and presented some proposals, on the merits, to be included in a document, to be submitted for approval by the council chamber, in order to have them evaluated by the Commissioners and the competent Councilor.
The Councilors and the Representative of the Council then formulated their observations, highlighting the contents to be shared and the critical issues to be improved.

Joint Council Commission International Affairs - Post Expo - European Policies and Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green  (Chaired by Councilors Pacente Carmine and Monguzzi Carlo)
Agenda: The partnership on air quality within the European Urban Agenda: the role of Milan.
The Mobility and Environment Councilor Marco Granelli and the Environment and Energy Director of AMAT Dr. will be present at the hearing. Bruno Villavecchia.

OUTCOME: The Councilor for Mobility and the Environment and the speakers, representatives of Amat, gave specifications relating to the partnership on air quality within the European Urban Agenda; the air quality situation in Milan was highlighted, which constitutes the main environmental and health problem, and the objectives to be achieved by adopting adequate measures were indicated. The European Urban Agenda aims for cities to have an increasingly greater role in standardization, in setting up financing and in disseminating knowledge on 12 different topics. The Councilors highlighted the need to adopt more severe policies on the issue of pollution.

Council Commission Urban planning - Private construction - Milanese agricultural system (Chaired by Councilor Ceccarelli Bruno)
Agenda: Discussion following the inspection at the Piazzale Baiamonti site - former Tamoil area. Discovery of the Roman walls.
Representatives of the interested associations were invited to the Commission's work and the Municipality's technicians will participate.
 
OUTCOME: The Offices have clarified that at present the reclamation of the area in question has yet to be completed. We are also awaiting the final report, from the technician appointed by Tamoil, in reference to the archaeological investigation, which will be delivered to the Superintendence for the release of the opinion necessary for the purpose of issuing the tender for the implementation of the provisions of the Integrated Program of Intervention.

Agenda: Situation of precarious workers in Milan from the National Research Council (CNR).

OUTCOME: The Dr. Brondi, member of "Precari Uniti del CNR" (National Research Centre) illustrated to those present the state of public research in Italy and the precarious condition in which a large part of the staff finds itself. At the end of the discussion, the result was the desire, shared by all, to promote, in support of the stabilization of precarious workers, a motion in the City Council to be transmitted to the Ministry of Education, University and Research (MIUR).

Agenda:

OUTCOME:
The members of the Council, in their first session, elected Elena Doctor as President and Marco Rasconi as Vice President.
They also began to plan future work by identifying some themes to focus on. They also started the discussion regarding the working methods that they will have to adopt, explaining, to this end, the areas of intervention that each member has undertaken to follow.
The Offices have pointed out that the preparation of the 2018 Budget Forecast will be completed shortly, for which the mandatory opinion of the Council is required.
Finally, the members hoped that a constant relationship can be established with the City Council and the Executive, so that the needs of people with disabilities can be listened to and implemented within the Municipality.

Agenda: Presentation of the Provincial Student Council and the initiative on the Holocaust promoted at the Dal Verme Theatre.
Councilor Anna Scavuzzo will be present.

OUTCOME: The representatives of the Provincial Student Council, on the occasion of the week dedicated to the memory of the Shoah, presented to the Commission a theatrical performance to be held on Monday 22 January at the Dal Verme Theater entitled "May they never end". The Commission, after having received some information regarding the organization of the event, expressed its appreciation of the initiative.

Regulation of the tourist tax in the City of Milan - amendments and additions
Councilors Roberto Tasca and Roberta Guaineri will be present.

OUTCOME:  The Councilors for Budget and Tourism presented resolution no. 72 concerning the changes and additions to be made to the Regulation of the municipal tourist tax in the city of Milan. In particular, new intermediaries have been identified with whom to stipulate agreements to facilitate guests; the new legislation for benefits for the third sector has been implemented, exemption from the tax has been provided for students and guests staying in hotels following social or extraordinary emergencies, incentives to attract conference and trade fair events have increased. After an extensive debate, the Presidents of the Commissions declared the resolution discussed and can now be evaluated by the City Council.

Council Commission Culture – Fashion and Design  (Chaired by Councilor Bocci Paola)
Agenda: Exhibition of the new edition of the "Time of Books" initiative.
The following will be present: Councilor Del Corno, the President of AIE, Dr. Levi and the President of Tempo di Libri, Dr. Kerbaker, who will present the initiative. 

OUTCOME: The second edition of “Tempo di Libri” was presented in the presence of the Councilor for Culture, which will be held during the next month of March. The Director of the event illustrated in detail the program of events and the thematic points around which the attention of the organizers was focused. A debate thus developed which involved the councilors present, who were thus able to express their curiosities and their appreciation for the purpose of the event, which aims above all to encourage reading both as a personal pleasure and as a collective practice with a socializing impact. ,  as well as promoting Milan as the fulcrum city of our country's literary and editorial production.

Amendments to the Organization and Functioning Regulations of the City Council. The measure does not involve any expense.

OUTCOME: President Censi, having heard the opinions of the Councillors, agreed with them that a unitary amendment will remedy the latest differences of opinion, in particular with respect to art. 12, paragraph 3 of the Organization and Functioning Regulations of the City Council. Therefore, you declared resolution no. 73 discussed and sent it to the Council debate.

Council Commission Security and Social Cohesion – Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Report on the activities carried out by the Civil Protection of the Municipality of Milan in the areas of central Italy affected by the earthquake.
Dr. Cozzi from the Civil Protection will be present.

OUTCOME: The Director of Civil Protection reported on the interventions carried out by the Municipality's Civil Protection during the 2017 seismic events in central Italy, highlighting the effort and dedication shown by those who, voluntarily, decided to give their support to the rescue efforts. The councilors asked some questions about the conditions in which they operated and the methods with which the relief efforts were implemented, for which exhaustive clarifications were provided.
