Joint Council Commission Budget, Taxes - State Property and Purchases and Verification and Control of Participated Bodies (Chaired by the Councilors Conte Emmanuel and De Pasquale Fabrizio)
Agenda: Update on the procedure for the reconveyance of the shares of the Milano Serravalle company owned by the Municipality of Milan to the company itself. The following will be present: the Budget Councilor - Roberto Tasca and the General Director of Milano Serravalle S.p.A. - Engineer Paolo Besozzi. 

OUTCOME: 

The Councilor illustrated the current position of the Administration with respect to the procedure for the withdrawal of the Municipality of Milan's shares in the company, specifying which were the proposals of the same which led the Municipality to take the path of appeals; he also reported the possibility of resolving the matter through the commitment that the Lombardy Region could make. The President and General Director of Milano Serravalle S.p.A. they explained the Company's position and the reasons that led it to adopt a certain path. The councilors asked questions on the merits and formulated observations in order to obtain the most comprehensive picture possible of the situation which could allow a positive solution.

Council Commission Home, Public Works, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda: Analysis of the current ERP ranking: composition, needs and responses.
Present at the Commission will be:

OUTCOME: 

The Offices have clarified that there are 27.234 applications in the current ERP ranking, 23% of which relate to families with an ISEE - ERP of less than 3 thousand euros and 70% relating to families with an ISEE - ERP between 3 thousand and 16 thousand euros.
They also illustrated some innovations introduced by Regional Regulation 4/2017, on the subject of Housing Services and assignments, including particular attention to families in conditions of poverty, with an ISEE of less than 3 thousand euros, who will have a privileged channel of access. The overcoming of the single ranking and the submission of applications via the regional IT platform is also introduced.

RESOLUTION N. 85 
Adoption of the Sustainable Energy Action Plan (SEAP) of the Municipality of Milan, approval of membership of the new Covenant of Mayors for Climate and Energy.

OUTCOME: The Councilor for Mobility and the Environment and the Director of the Environment and Energy Area gave specifications regarding the PAES - Action Plan for Sustainable Energy, highlighting its objectives and areas of action: public buildings, buildings and energy uses in the private sector, public lighting, renewable energy sources, mobility and waste. The Councilors asked questions on the merits to which partial answers were given as the time available had expired; therefore, the President agreed to postpone the discussion to a further commission session and proposed to audit the managers of A2A and Amat.

Agenda: Safety at work on construction sites in Milan. Illustration of the related themes and problems by the trade union categories and Assimprendil Ance.

The union representatives and those of Assimpredil presented the data in their possession relating to accidents that occurred on the construction sites in Milan and Lombardy, subsequently answering the questions of the Councilors and proposing solutions for the future.

Agenda: Municipalities from an institutional point of view: The presidents of Municipal Councils 1, 2, 3, 4 and 5".

OUTCOME:

In the presence of the major representatives of the Milanese municipalities, a discussion session was held on the institutional performance of these local realities, thus carrying out an initial assessment two years after the entry into force of the Municipal Decentralization reform. The councilors present were thus able to learn about the problems inherent to the functioning of the new institutional bodies, entering into the merits of the working dynamics and their optimization. A debate ensued that enriched the panorama of possibilities that the reform left open.
