Guarantee provision pursuant to art. 207 of Legislative Decree 18.8.2000 n. 267 to guarantee the loan of €. 692.244,00 that the Institute for Sports Credit will grant to A.S.D Fatima, to finance the expenses for the interventions to be carried out in the municipally owned sports facility located in Via Chopin, 81.

OUTCOME: The Councilor and the Offices illustrated the contents of the provision concerning the provision of a surety to guarantee the loan of €. 692.244,00 that the Institute for Sports Credit will grant to the amateur sports club Fatimatraccia, to finance the interventions to be carried out in the sports facility in Via Chopin, 81. A debate followed during which the Councilors expressed opinions and formulated questions regarding sports concessions, to which the Councilor and the Offices provided answers. At the end of the clarifications, the Presidents declared resolution no. 111 discussed and could be submitted to the City Council for examination.

Agenda: 
Inspection of the Martinitt and Stelline Museum in Corso Magenta 57.

OUTCOME: The Commissioners went to the Martinitt and Stelline Museum, opened in 2009, where they were able to visit the structure and learn how the young men and women, guests of the orphanage, lived and were trained before being reintroduced into 800th century society early 900s.

Agenda: 
RESOLUTION 105 CIRCULAR 159 
GENERAL URBAN PLANNING AREA
Adoption of the new Plan Document, of the variant of the Service Plan, including the Plan for Religious Equipment, and of the variant of the Rules Plan, constituting the Territorial Government Plan, pursuant to and for the purposes of art. 13 of the Regional Law 11 March 2005 and subsequent amendments. The measure does not involve any expense.
Summary and illustration of the Territorial Government Plan and path, continuation of work.
The following will participate in the work: Councilor Pierfrancesco Maran, Arch. Franco Zinna and the Arch. Simona Collarini.

OUTCOME: The Councilor for Urban Planning gave specifications relating to the Religious Equipment Plan, highlighting the already existing places of worship with legitimate provision, the requests received from different religious confessions and containing different requests and the implementation rules. The Councilors have given some reflections on the merits; at the end the President postponed the discussion of Resolution no. 105 at another session.

Agenda: 
Hearing of the institutional representatives of the Municipalities of Sesto San Giovanni, Cologno Monzese, Cinisello Balsamo, Bresso, Cormano, Cusano Milanino, Monza, Brugherio, Villa Santa, regarding the new Regional regulation «Discipline of the planning of the public and social housing offer and of 'access and permanence in public housing services' in light of the results of the experiment carried out in the aforementioned Municipalities. 
The Councilor for Social Housing and Disability Policies of the Lombardy Region Stefano Bolognini, Aler Milano, Dr. Francesco Foti of the Lombardy Region, Dr. Cicognini director of the ERP Housing Assignment Area of ​​the Municipality of Milan were invited.

OUTCOME:  The Institutional Representatives of the Municipalities of Cologno Monzese, Cinisello Balsamo, Bresso, Cormano, Cusano Milanino and Monza reported the critical issues that emerged during the experimentation relating to the application of the new Regional Regulation on public housing provision. They also highlighted room for improvement in the use of the regional IT platform, the only way for applicants to submit applications for the assignment of housing services.

Agenda: Lawyer's report for updates on criminal proceedings for crimes against the Public Administration for 416 bis or with the application of the aggravating circumstance of having facilitated a mafia association in which the Municipality of Milan was a civil party.

"Action Plan for Sustainable Energy of the Municipality of Milan" 
The following will be present at the Commission's work: councilor Marco Granelli 


OUTCOME: the Mobility Councilor reminded the Commissioners of the process of the resolution under discussion already adopted by the City Council on 7 June 2018 to which, after its publication, some observations were presented in the external consultation phase, as per current legislation by the citizens.
Architect Sordi illustrated the counter-deductions, drawn up by the Offices, to the observations, explaining the reasons for their non-acceptance. He also explained the Administration's future commitments and longer-term objectives on the subject of climate and climate-changing emissions.
The resolution proposal no. 113, not requiring further investigation, was therefore declared discussed.

OUTCOME: Representatives of some Municipalities and the Metropolitan City submitted their observations to the new Territorial Government Plan and some Councilors also expressed their opinions on some issues. The Councilor for Urban Planning responded to all of them, and then the President of the Commission postponed the discussion of the relevant resolution to another session.

Presentation of the path on DUC - Urban Commercial Districts.

OUTCOME: During the meeting, Councilor Tajani, assisted by the Director of the Productive Activities and Commerce Area, illustrated the state of affairs regarding the DUCs (Urban Commerce Districts), the possible developments of the project and their rooting in the territories of the city, through greater involvement of trade associations and the screening of the proposals received from the latter. The effectiveness of this tool for commercial policies was contested in some interventions and, as an alternative, the institution of the external manager of the "Natural Shopping Centers" was proposed.

Agenda: 
Inspection at the Carlo Perini Foundation in Via Aldini 72 Milan.
Will be present: The President of Municipality 8, Simone Zambelli 
and the technicians of the Participate and Real Estate Asset Management.

OUTCOME: The Councilors were able to ascertain the worthy socio-cultural activities of the historic Perini Foundation and the President announced that a solution had been found to renew for three years (with possible renewal of another three) the concession contract for the municipal spaces in which the Foundation is based. The contract will provide for free admission, given the worthy social action carried out by the Foundation.

Agenda:  
“Presentation of the Social Custodians service.”
Will be present: Councilors Pierfrancesco Majorino, Gabriele Rabaiotti,
Dr. Diana Maistri, Dr. Maia Morena Montagna,   
the Coordination Office of Social Custodians and Dr. Dario Perrone Head of Heritage Custody MM Home Division. 

OUTCOME: The Offices, MM and the Councilors illustrated the connection work that has been implemented between the doormen and the social custodians, specifying that this figure has been operating in the municipal territory for 18 years now. They indicated the activities in which the social guardian is employed and cited the number of interventions carried out. The councilors expressed positive assessments of the work and indicated possible additions, as well as asking some questions. The Offices and Councilors responded comprehensively to these, also indicating possible further developments in the field of intervention of the figure of the social guardian.

OUTCOME: The Commissioners, with the participation of a CONI representative and a former member of parliament, a Paralympic athlete, addressed the issue relating to the need to adopt a law on the principle of gender equality in the sports sector. In most professional sports federations, women, in addition to having lower salaries than men, are deprived of guarantees, for example, during maternity leave or in the event of an accident. Therefore, similarly to what happened at the Municipality of Bologna, it is proposed to prepare an agenda to be submitted to the City Council to request the approval of a law on gender equality in sport.
