Agenda: Toll-free number dedicated to reports in the buildings managed by MM: operation, taking charge and timing of interventions.

OUTCOME: The General Director of MM Home Division presented the work carried out by the call center responsible for managing the toll-free number, dedicated to reporting problems relating to municipal buildings managed by MM. The following were then illustrated: the functioning of the requests for intervention, their acceptance and the timing of the responses. A debate followed during which the Commissioners highlighted the critical issues and validity of the management of the relationship between MM and the users; some requests for further information were made to which the MM Manager provided timely responses

Meetings with council commissions and departments

OUTCOME: 

During the meeting the following difficulties were highlighted: the lack of visibility of the role of the Council; the inadequacy of educational assistance at each school level; the risk of segregation of individuals with disabilities within the services intended for them; the unpreparedness of the territories for interaction with people with disabilities (cultural dimension). The need for a consultancy desk managed by the Council was also reiterated (we are still waiting for a municipal physical space) and the need for closer collaboration with the Municipalities and the Presidencies of the Council Commissions. The official presentation of the Consulta will be scheduled during a meeting of the City Council (hopefully on 3 December).

Council Commission Joint Institutional Affairs Metropolitan City and Municipality Innovation, Transparency, Digital Agenda, Civil Status (Chaired by the Councilors Censi Arianna and Arienta Alice)

Agenda: Proposal for the new Draft Merit-Famedio Regulation, continuation of observations and discussion.

OUTCOME: 

Councilor D'Alfonso summarized the meaning and content of the proposal he put forward and some observations that emerged in the previous session. The councilors expressed their opinions underlining the need to unify codes that are now different. Some of them highlighted parts that, in their opinion, should be revised, others whose drafting should be re-evaluated. At the end of the debate, President Censi invited the group leaders to evaluate, by next Wednesday, the possibility of acting to make the change with the next assignment, without forcing the timeframe for the approval of a deliberative text having the new regulation as its object. .

Council Commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda: Continuation of the debate on M4.
The Councilor Marco Granelli, the Honorable Gabriele Albertini, former Mayor of Milan, Eng. will be present at the commission's work. Giorgio Goggi, former Mobility Councilor of the Municipality of Milan.

OUTCOME: 
The Commission heard the former Mayor Albertini and the former Councilor for Mobility Goggi who reconstructed the historical process of the design of metro line 4 with the financing methods envisaged at the time and the choices made to create the project financing company that should have done it.

OUTCOME: The Director of the Economic Innovation and Business Support Project Directorate illustrated the FabriQ Quarto and Metter su Bottega tenders, aimed at supporting the birth of new entrepreneurial activities as a tool for social and economic development and the urban redevelopment of the suburbs. He also announced that on 29 September the Municipality of Milan will organize the first edition of "Manifatture Aperte": a day of guided tours, workshops and meetings to discover the places of manufacturing, craftsmanship and technology 4.0 in Milan. He then responded to some requests for clarification made by the Councillors.

Council Commission Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica) 

Agenda: Policies implemented by the Municipality of Milan in favor of Mental Health and Addictions.

The following will be present: Councilor Pierfrancesco Majorino, Dr. Daria Maistri and Dr. Evelina Ferraris.

OUTCOME: The Councilor for Social Policies and the Deputy Director of the Social Policies Directorate gave specifications relating to the tools and actions implemented by the Administration to support Mental Health and Addictions.; in this regard they highlighted the Light Residency, the Work Grants, the Social Fund, the Experimental Projects, the continuous interventions with the ASSTs, the Working Tables. The Councilors asked questions on the merits which were given exhaustive answers.

Council Commission Urban planning, private construction, Milanese agricultural system (Chaired by Councilor Ceccarelli Bruno)

Agenda: Inspection at Cascina Tre Ronchetti in Via Pescara 40. 

Councilor Pierfrancesco Maran, Arch. Franco Zinna, the architect. Paola Viganò, Dr. Marco Lucini and Mr. Angelo Tanghetti.

OUTCOME: 

The Councilors visited the Cascina Tre Ronchetti, currently uninhabited and undergoing renovation. The owners of the land, who in 2014 signed a management contract with the Municipality until 2044, mainly grow rice, corn and fodder and intend to build an agritourism complex in place of the farmhouse in the future.

Council Commission Budget, Taxes - State Property and Purchases (Presided over by Councilor Count Emmanuel)

Agenda: Real Estate Area 

Resolution No. 98  Circular 147

Guidelines for the continuation of the real estate development process of the "Comune di Milano II" Real Estate Fund.

Will be present: Councilor Roberto Tasca and Area Director Dr. Roberto Colangelo.

OUTCOME: 

The Councilor, after recalling that the “Comune di Milano II” Real Estate Fund was established in 2010 with a deadline of 2018, specified that the valorisation activities of the real estate assets contributed to this Fund have highlighted a series of critical issues which have slowed down the process of disposal of the properties, making it appropriate to extend the life of the Fund to 31 December 2021.

A debate followed during which the Councilors expressed some doubts and formulated questions to which the Councilor provided answers.

At the end of the session, the President of the Commission declared resolution no. 98 discussed and sent it to the Council for debate.
