OUTCOME: The Commissioners went to the Day Center for the Elderly - Moscati Foundation - in via Orti, 27, where they examined the rooms hosting the elderly and held a meeting with the managers of the structure who described its functions and services provided.

Agenda: Sports facilities and suburbs: presentation of the projects of the La Salle Association and the Minerva Milan Association. Will participate:

OUTCOME: The Sports Councilor and the representatives of the Associations, invited to today's session, gave specifications relating to the redevelopment process of the Murat Sports Center and the Sports Center located in via Treviglio, 6 Milan; the activities that are intended to be promoted in the plants and the estimate of the interventions that will be supported have been highlighted. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: Renewal of shop contracts in ATM mezzanines.

An ATM representative will be present.

OUTCOME: An ATM representative illustrated the current situation regarding the contracts of the shops in the ATM mezzanines, announcing the company's intention to implement a plan to redevelop the spaces. The commercial operators of these spaces have expressed their needs, requesting a guarantee on the continuity of their contracts. The Commission agreed on the opportunity to present an Agenda to the Council with the guidelines to be given to ATM.

Council Commission Home, Public Works, ERP (Chaired by Councilor D'Amico Simonetta)

Agenda: State of implementation of Council Resolution no. 47 of 9.10.2017 on the voluntary recovery of arrears in public housing in the Municipality of Milan managed by MM.

The Housing Councilor, Gabriele Rabaiotti, the Director of the Housing Management, Eng. will be present. Francesco Tarricone; the Director of the ERP Management Area, Dr. Franca Loda; the Director of MM Home Division, eng. Stefano Zanini and Dr. Ester Calabresi of MM Home Division.

OUTCOME: 

The Offices described in depth the state of implementation of the resolution in question, providing data relating to those who adhered to what was proposed by the provision and those who chose the path of contestation, as well as overall data on debts and credits. The councilors asked questions on the merits, also asking to extend the deadline for accessing this procedure. Agenda: Inspection at SCALA  ANSALDO LABORATORIES via Bergognone, 34.
Will be present: Dr. Nadia Nigris - Deputy General Director of the Teatro alla Scala Academy 
 
OUTCOME: 
The Commissioners, accompanied by the Deputy Director General of the Accademia del Teatro alla Scala and the Head of the Scenographic Laboratories, visited the following laboratories present in the spaces of the former Ansaldo: Sculpture; Carpentry; Tailoring and Dyeing; Equipment; Test Shed Assembly of Scenarios. They were informed that around one hundred and twenty people are employed at the above-listed laboratories, that the average salary is one thousand three hundred Euros, that the average cost of an installation is around two hundred thousand Euros (excluding staff fees and artist fees). . Logistics and coexistence problems have been complained about, especially on special occasions, such as the "Fuori Salone", with the adjacent "BASE MILANO" space.

Agenda: Transcription of birth certificates of children of two fathers.

OUTCOME:
The opinions of the various associations involved in the debate relating to the transcription of the birth certificates of the children of two fathers were heard. At the end of the allotted time and as there were numerous members registered to speak, including among the Councillors, the President of the Institutional Affairs Commission declared that the discussion will continue during a meeting to be held next Friday, with the same agenda.

Council Commission International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: O.d.G. n. 337 of the Ugliano Councilors and others concerning: Financial Transaction Tax" Dr. Marco Iuvinale, Director of the International Relations Directorate-Finance Department of the Ministry of Economy and Finance, will be present to illustrate the state of the negotiations between the ten member countries of the the European Union for the introduction of the Financial Transaction Tax.
 
OUTCOME: 
The guest illustrated the path of the European initiative for the introduction of a tax on Financial Transactions.
Councilor Ugliano, the first signatory of the agenda under consideration, drew attention to the fact that such taxation can generate structural resources for the fight against poverty and underdevelopment and to also combat the causes of forced migration.

Agenda: Inspection at the Milli Gorus Islamic Cultural Community in Via Maderna 15 Milan. Mr. Osman Duran, head of the Center, will participate in the commission's work and the Councilor Pierfrancesco Maran, the Arch. Franco Zinna.

OUTCOME: 

The Commissioners visited the place where the Islamic place of worship of the non-profit association "Milli Gorus" will be built. The works were temporarily abandoned, due to lack of funds and pending a new permit from the Municipality, within the PAR (Plan for Religious Equipment), annex to the new PGT.

OUTCOME: 

During the session, the following topics were illustrated by the Director of the Social Emergencies, Rights and Inclusion Area and the Deputy Director of the Single Procurement Directorate: the regulatory framework relating to the employment inclusion of vulnerable individuals; the policies adopted by the Municipal Administration; positive experiences; the guarantee, for workers of type B cooperatives, represented by the social clause; future prospects and the extension of opportunities to be offered to vulnerable individuals.

Agenda: Continuation of the debate "Transcription of birth certificates of children of two fathers".

OUTCOME: 

The debate, opened in the session of 12 December, on the registration in the municipal registry office of children born from the will of couples consisting of two men was resumed. In the previous meeting the various associations affected by the problem had the floor, while in today's meeting the Commissioners were able to express themselves, representing their positions on the issue which, albeit with different nuances, all had the intention of protecting unborn children in any case.

Agenda: Presentation of the Neighborhood Plan update.

OUTCOME: 

In the presence of the General Director of the Municipality of Milan and the Delegate for the Suburbs, as well as other managers, the new Suburbs Plan was presented, a structured program of interventions that aim to improve the quality of life of the Milanese through actions to strengthen their contexts housing, especially in peripheral urban planning areas, which continue to be held in the utmost consideration by the current Administration. The councilors present were thus able to express their observations, collected with a view to improvement.

INVESTMENT AND REAL ESTATE MANAGEMENT 

Periodic rationalization of companies owned by the Municipality of Milan, pursuant to art. 20 of Legislative Decree 19 August 2016 n. 175, as amended by Legislative Decree no. 16 of 2017 June 100 - Recognition of shareholdings held, directly and indirectly, as of 31/12/2017 and identification of rationalization measures.

The following will participate in the session: the Councilor for Budget and State Property Dr. Roberto Tasca and the Director of the Participatory and Real Estate Area Dr. Silvia Brandodoro.

OUTCOME: 

The Budget Councilor illustrated the content of the resolution proposal for the periodic rationalization of the investee companies of the Municipality of Milan.

The Commissioners presented some requests for clarification on some disposals of shareholdings held by the Administration to which the Director of the Strategy and Control Area of ​​Investee Companies promptly responded.
