OUTCOME: The Presidents exposed the contents of an agenda, drawn up by them, relating to the update of the Anti-Corruption and Transparency Plan
The document has been updated on the basis of the proposals and suggestions made by the Commissioners; the General Secretary therefore expressed his opinion, underlining some critical issues, regarding the formulation of the legitimacy opinion on the possible provision, relating to the topic under examination, to be approved by the City Council

Joint Council Commission Participation - Popular Initiative - Open Data and Innovation - Transparency - Digital Agenda - Civil Status (Chaired by Councilors Bossi Emilia and Arienta Alice)
Agenda: Presentation of proposals from the RCM Foundation - Rete Civica Milano.

OUTCOME: The Councilor for Participation, Active Citizenship and Open Data and the speakers belonging to the Milanese Civic Network Association gave specifications relating to the new software tool which allows citizens to formulate question proposals to be submitted to the Municipal Administrations making use of the collaboration of City Councillors. The latter have expressed their doubts on the merits.

Council Commission on Employment Policies – Economic Development - Productive Activities - Trade - Human Resources (Chaired by Councilor Specchio Laura)
Agenda: Definition and application of the discipline of horizontal economic progressions for the staff of the Municipality of Milan and updates on the contractual situation.
Participants will be: Councilor Cristina Tajani, Dr. Elena Sala - Deputy Director of Organization and Human Resources, Dr. Carmela Francesca - Operations Director.

OUTCOME: The Councilor for Employment Policies and the Managers of the Human Resources Sector illustrated to the Commission the criteria for applying horizontal economic progressions for the staff of the Municipality of Milan. A brief update on the contractual situation was also given. The Councilors made some requests for clarification, which were promptly responded to.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Cold Floor Presentation.
Councilor Pierfrancesco Majorino will be present.
OUTCOME: The Councilor and the Offices have announced that the municipal administration has invested 1 million and 185 thousand euros in the 2017/2018 plan for the homeless and that there are 7.327 reception places in Milan. They also pointed out that since 15 November 2017 the Central Station Help Center (CASC) has been open every day until midnight to allow as many people as possible to contact the reception system and be able to have a place for the night. The commitment of the Municipality of Milan to constantly guarantee 24.00 beds for homeless citizens in fragile conditions and to subject all people welcomed to health screening was also underlined.
A debate followed during which the Councilors formulated some questions to which the Councilor and the Offices provided answers.

RESOLUTION N. 66 CIRCULAR N. 92
Determinations regarding the redevelopment and restructuring of the wholesale markets of the City of Milan.
Councilor Roberto Tasca will be present.

OUTCOME: In the presence of the Councilor for Budget and State Property and the Councilor for Labor Policies, Productive Activities, Commerce and Human Resources, the discussion of Resolution no. 66 which concerns the renewal and restructuring plan of the areas used for retail trade took place. wholesale of agri-food products, a project presented by the Sogemi company, which currently manages this important economic sector. The commissioners were thus able to delve deeper into the terms of the agreement that binds the investee company to the Municipality of Milan and all the fundamental aspects of the program of interventions which overall aims to relaunch the activity in a commercial area of ​​maximum relevance for the health and well-being of the our city. At the end of the examination the resolution was judged to have been discussed and will therefore be able to move on to the examination of the City Council.

Agenda: DIRECTORATE FOR MUNICIPALITIES, MUNICIPALITY DEVELOPMENT AREA

Amendment of the Regulations of the Municipalities of the Municipality of Milan. Repeal of Art. 48 8th paragraph.
Immediately executable.

OUTCOME: The President and the Offices illustrated the text of the provision, specifying that the repeal of c. 8 of the art. 48 of the Municipal Regulations is consequent to the opinions of regional sections of the Court of Auditors and a directive issued by the Minister of the Interior. The councilors shared the approach and focused on specific aspects regarding the outcomes that its entry into force will entail, both for the compensation tokens already received by the Presidents of the Council Groups of the Municipalities, and for the attendance vouchers sent to the employers of work. The questions were comprehensively answered. The President therefore declared the examination of the provision concluded and is therefore ready to be sent to the Chamber to be examined by the City Council.
Subsequently, questions were asked regarding the procedures for starting the discussion of the measure concerning the modification of the organization and functioning regulations of the City Council. The President provided precise answers to these questions, assuring that she will take care to bring the final text to the Commission so that it can be discussed.

Agenda: INVESTMENT AND REAL ESTATE MANAGEMENT

Approval of the merger project by incorporation of ATM Servizi S.p.A. in ATM S.p.A., pursuant to articles. 2501 and following of the Civil Code.
Councilor Marco Granelli will be present.

OUTCOME: Councilor Granelli, assisted by the manager of the Subsidiaries and Real Estate Properties Department, Service Contracts and Management Control Area, illustrated the terms of the Resolution and specifically, on the greater ability of ATM SpA to compete in its specific sector of activity, deriving from the merger by incorporation. Some doubts about the procedure followed have emerged from some Councilors (the Board of Directors and the ATM Shareholders' Assembly have already approved the merger project) and fears about the risk of weakening the functions of the City Council.
