Approval of TARI tariffs - Waste Tax - Year 2018.
Councilors Roberto Tasca and Marco Granelli will be present. 

OUTCOME: The Budget Councilor, the Mobility Councilor and the relevant offices have given specifications relating to the 2018 Financial Plan and the 2018 waste tax rates. With regard to the Financial Plan, the essential contents for the separate waste collection activities and environmental hygiene, the amounts for calculating the Tari, the difference between the cost of the service estimated in the 2017 estimate and the 2018 estimate, the summary table on the main economic data for 2017 and 2018. Regarding the waste tax rates, it was underlined that they are a fee intended to finance the costs of the waste collection and disposal service; Furthermore, the calculation that will be carried out for both domestic and non-domestic users and finally the discounts that will be applied were highlighted. The Councilors expressed their doubts, to which the Councilors responded on the merits.

Agenda: Program for the replacement of oil boilers in buildings owned by the Municipality managed by MM.
The following were invited to the Commission's work: Councilor Gabriele Rabaiotti, Eng. Francesco Tarricone of the Municipality of Milan, the engineer. Tomaso Lamperti and Dr. Stefano Zanini of MM Home Division.

OUTCOME:In the presence of the Councilor for Public Works and Housing, the current status of the multi-year program for the replacement of oil boilers in buildings owned by the Municipality managed by MM was presented. The Councilor configured the current situation of the ERP assets managed by MM, which is the result of a historical evolution which in recent years has aimed at the decommissioning of old diesel plants in such a way as to contain costs, reduce polluting emissions and overall improve energy efficiency. The commissioners present were therefore able to address their questions and opinions to an MM representative, an expert in the field, who responded to the more technical questions, collecting indications and opinions on the matter.

RESOLUTION N. 79 CIRC. 105
Single Municipal Tax (IUC) - Confirmation of the rate relating to the TASI component, pursuant to art. 1, paragraph 28, of Law no. 208/2015 as integrated by art. 1, paragraph 37, letter. b) of Law no. 205/2017 - Approval of the IMU and TASI tax regime relating to properties intended for the management of the wholesale markets of the City of Milan, as a service of general interest.

OUTCOME: The Budget Councilor presented resolution no. 79 concerning the confirmation of the TASI rate of 0,8 per thousand for properties subject to both IMU and TASI; the elimination of the TASI rate and the application of the IMU rate of 0,76% for properties registered in the cadastral category D and intended for the exercise of the general interest wholesale market service of the City of Milan. After a brief debate, the President of the Commission declared the resolution discussed and can now be evaluated by the City Council.

RESOLUTION NO. 80 CIRCULAR 106
Single Programming Document (DUP) and Budget Forecast 2018-2020.
Councilor Tasca Roberto will be present.

OUTCOME: The Councilor illustrated in detail the resolution containing the Single Planning Document for the three-year period 2018-19-20, going into detail about the items in the budget and the economic policies of the Administration. The Councilors asked numerous questions, which the Councillor, due to time constraints, was unable to answer completely, reserving the right to do so during the meeting which will be organized at the end of the illustration of the budget in the various sessions concerning the individual Directorates of the Administration. The President therefore postponed the discussion of the resolution to the following session.

Joint Council Commission Urban planning - Private construction - Milanese agricultural system and mobility - Transport - Environmental policies - Energy - Civil protection - Animals and greenery (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda: Green tracks - CLEVER.
The following will be present at the Commission's work: Councilor Pierfrancesco Maran, Councilor Marco Granelli, Arch. Novara and Eng. Leopardi of Ferrovie dello Stato and representatives of WWF.

OUTCOME: The Managers of the General Urban Planning Area illustrated the Horizon 2020 Clever project concerning the co-design, locally tailored, of ecological solutions for value-added urban regeneration, financed by a European Fund, of which the city of Milan is " front runner”, together with London and Hamburg. Some interventions that will be implemented have been described: Green Roofs, NBS (Nature Based Solutions) and Oases in shared gardens; NBS on noise barriers, railway line from Naviglio Grande to  Tibaldi station.
To better understand the project, the Presidents asked the partners who collaborate with the Municipality of Milan for this operation to intervene in the presentation and integrate it: RFI, Fondazione Politecnico, WWF Oasi, Cooperativa Eliante and Ambiente Italia.

Agenda: 2018 budget forecast: Urban Economy and Work Directorate.
Councilor Cristina Tajani will be present.
 
OUTCOME:  During the presentation of the items of the 2018 budget forecast relating to employment policies, by Councilor Tajani and the head of the Urban Economy and Work Department, exceptions were made regarding the funds to be allocated to prevention and safety in the workplace work, on the topic of  protection of air quality and on the "Ripamonti 88" project (Smart City Lab business incubator).

OUTCOME: The inspection at the Common Space in via Iseo n. 4 was deserted due to lack of a quorum.

Agenda: Milan airport accessibility project for passengers with autism.

OUTCOME: The representatives of ENAC and SEA clarified that in 2016 SEA joined the "Autism - Traveling through the airport" project, conceived by ENAC, to facilitate air travel for people with autism by allowing them to visit the reality in advance airport.
They explained that qualified personnel welcome passengers who request this service by offering assistance during their stay at the airport until boarding the aircraft.
The Councilors welcomed the project in question, hoping that it could become a model for other airports too.

Councilor Anna Scavuzzo and Doctor Fabrizio Chirico, Education Directorate for Youth Area, University, Higher Education will be present.

OUTCOME: The Councilor and the Offices illustrated the activities of the Informagiovani, with particular attention to the initiatives developed during this last year. The collaborating Associations have underlined some peculiarities of their intervention which is coordinated with that implemented by the Administration. The councilors asked some questions which were answered and made suggestions which were accepted with a view to developing the Informagiovani intervention.

OUTCOME: The Sports Councilor and the Sports and Marketing Sector Directors have given specifications relating to the 2018 budget forecast, highlighting Sports Centres, Sports and Leisure Events and Animal Protection in the Sports Area; in the Tourism Area the priorities regarding the increase in Visitor Attractiveness and Investment Attractiveness, improvements in Information and Reception Services and Strategic Partnerships; finally, the 2018 Marketing priorities relating to New supplier 020202, CRM Integration; City Data and Customer Satisfaction. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: Hearing of ATM representatives regarding the company's Security sector and the security measures applied on public surface transport, in subways and on mezzanines.
The following were invited: Councilor Marco Granelli and Doctor Giana from the ATM.

OUTCOME: The ATM Operations Director illustrated to the Commission the structure of the ATM Security sector and communicated the data relating to the trend of the phenomena of aggression against staff, as well as those relating to acts of vandalism and soiling of public transport. He therefore responded to various requests for information made by the Councillors.

Agenda: 2018 Budget Forecast: Urban Security Directorate.
Commander Marco Ciacci will be present.

OUTCOME: The Offices extensively illustrated the Budget Forecast of the Security Directorate, focusing above all on the aspects concerning the strengthening of interventions concerning control and prevention, as well as those concerning the Local Police. The President of the Security Commission provided further clarifications. The councilors asked some questions to which adequate answers were provided.
