OUTCOME: 

The Secretary General exposed the contents of the 2018 Anti-Corruption Plan, highlighting the innovations concerning the operational methods to combat illegal acts in the administrative activity of the Municipality of Milan. He also underlined some amending aspects of the previous text which were introduced following the presentation, by the City Councillors, of a motion relating to the matter under consideration.
The Commissioners requested some specific requests for clarification on the document in question to which the Secretary General provided timely responses.

Management Report for the 2017 financial year.
Councilor Roberto Tasca will be present.

OUTCOME: 

The Budget Councilor presented resolution no. 84 concerning the management report for the 2017 financial year. In particular, it illustrated: the financial balances of the current part, the use of extraordinary revenues, the amount of current revenues, the administrative result, the current expenses for missions, those for investments and capital, long-term debt. After an intense debate, the President of the Commission declared the resolution discussed and can now be evaluated by the City Council.

Joint Council Commission  Participation, Popular Initiative, Open Data and Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilors Moratti Milly and Arienta Alice)
Agenda: Presentation of the new Open Data portal.
The Councilor for Participation, Active Citizenship and Open Data, Lorenzo Lipparini, will be present.

OUTCOME:

The Councilor for Participation, Active Citizenship and Open Data and the Director of the Data Management and Integration Area have provided specifications relating to the new Open Data portal aimed at analyzing and listening to the needs of those who live in the city, facilitating research by making available a high amount of data including financial statements; encourage data sharing between entities, through automation. The Councilors asked questions on the merits which were given exhaustive answers.

OUTCOME: 

Councilor Guaineri and the Presidents of MM and Milanosport responded to the requests for clarification, some of which remained pending from the joint session of the same three Commissions, with the same agenda, last March 28 and others formulated during this meeting, relating to the reasons for the recapitalization of the Milanosport Company, the reasons why it would be chosen to separate some sports activities and entrust them, by tender, to private companies, the fate of some municipal sports facilities and finally what the main activity is and whether health economic, of the same Company, is good. It was clarified that the recapitalization will invest in redevelopment works of the facilities, that the most popular and low-cost sporting activities remain reserved for public management, and that some facilities will be redeveloped. It is also specified that the core business of the Company is the institutional one and that there has been a significant reduction in debt and a significant reduction in staff.

OUTCOME: 

The managers of the Municipality of Milan explain the anti-money laundering system that the organization has equipped with, highlighting the activities that must be implemented, reporting suspicious transactions to the Financial Information Unit for Italy, to prevent any criminal activities.
A simulation of assessment activities is also presented.
The Presidents and Commissioners present some requests for clarification which are promptly responded to by the speakers.

Agenda: Presentation of the new Councilor for Education and Instruction: Laura Galimberti.
 
OUTCOME: 

The new Councilor for Education and Instruction illustrated to the Commission the main guidelines that she intends to pursue, focusing on various themes, including in particular the phenomenon of bullying, the "open schools" project and the safety of school facilities, highlighting the intention to create a register of school buildings. You therefore responded to the Councilors' requests for information on the subject of school mobility, work-family conciliation and collaborative relationships with the Municipalities, underlining the importance of carrying forward, at the same time, innovation in school buildings and programs educational.

Council Commission Tourism, Territorial Marketing, Wellbeing, Sport and Leisure (Chaired by Councilor Fumagalli Marco Carlo)
Agenda: Competitive and non-competitive Sports Medical Certification.

  •  Secretary of the Milan Medical Association (Registration of AMS Milan): Ugo Tamborini.

OUTCOME: 

In the presence of the Councilor for Sport and the leading exponents of the Milan Medical Association and the C.O.N.I. the legislation relating to medical-sports certification in competitive and non-competitive fields was presented, highlighting the clinical differences and the different degree of obligation, especially in relation to the structures in which sporting activities are practiced, in particular in those areas not affiliated with some federations. A debate ensued with the councilors present who were thus able to clarify the various cases present in the urban area.

Council Commission Culture, Fashion and Design (Chaired by Councilor Bocci Paola)
Agenda: 
ARTISTIC HERITAGE AND SAFETY ENHANCEMENT AREA
RESOLUTION N. 86   CIRC.
Approval of the changes to the regulation of the tariffs of civic museums and of the general application criteria referred to in the municipal council resolution n.70/2003.
Will be present: Filippo Del Corno Councilor for Culture and Anna Maria Maggiore Director of the Artistic Heritage Enhancement and Security Area.

OUTCOME: 

The Councilor for Culture illustrated the reasons that led to proposing the measure to amend the regulation of fees for civic museums, also specifying the 6 points that characterize the new regulation. The councilors carried out extensive reflections on the topic and proposed some ideas, insights and possible clarifications to be included in the provision. The Councilor and the Offices provided a timely response, accepting some of the proposals put forward, while the Offices underlined the work in progress to arrive at the single ticket office. At the end of the discussion the President declared the resolution discussed and can now be submitted to the City Council for examination.

Agenda: The Municipalities from an Institutional point of view: Municipality 7, Municipality 8 and Municipality 9.
Participants:

  • the President of Municipality 9 Giuseppe Lardieri.

OUTCOME: 

The Presidents of Municipalities 7,8, 9 and XNUMX illustrated the main adversities and problems, both management and regulatory, encountered by their respective Municipalities in this first year and a half of the legislature. The President declared that all this will be reported in an Agenda to be presented to the Council, on behalf of the Commission, together with the other observations already collected by the other six Municipalities.
