Agenda: Institutional initiatives to provide Milan with an advantageous tax system.

OUTCOME: The Commission examined the proposed agenda to provide Milan with a special tax system. Corrections and modifications were made to the provision in order to present it for consideration by the City Council.

Joint Council Commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green and Verification and Control of Participated Bodies (Chaired by Councilors Monguzzi Carlo and De Pasquale Fabrizio)
Agenda: Hearing, pursuant to art. 10 of the Municipal Regulation on appointments, of the new members of the ATM Board of Directors appointed by the Mayor

OUTCOME: The candidates for the Board of Directors of ATM, indicated by Mayor Sala and awaiting ratification by the assembly, have presented their CVs and declared their desire to provide a service to the city by making their experience available professionalism gained by them.
The Presidents have stigmatized the inconvenience for citizens caused by cuts to public transport. In particular, the President of the Mobility Commission asked that part of ATM's profits be used to remedy this situation.
A debate followed during which the Councilors expressed some doubts to which the offices and guests provided answers.

Council Commission Joint Policies for Labour, Economic Development, Productive Activities, Trade, Human Resources e Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Problems relating to MM personnel.
Representatives of MM S.p.A. will be present.

OUTCOME: In the presence of the MM Spa General Manager and the MM Spa Trade Union Relations Manager, as well as a large trade union representation of the workers, a discussion took place on general issues relating to MM staff. In particular, the methods for assigning bonuses and the trend of spending for company managers were illustrated, especially after cases of removal or dismissal of some of them, who were then immediately replaced. Today's commission was also an opportunity to shed light on the recent case of the manager in charge of safety of public housing managed by MM being moved to another position, following the investigation by the judiciary in which he was involved.

Council Commission Anti-mafia (Chaired by Councilor Gentili David)
Agenda: Fight against money laundering.
Councilor Roberto Tasca will participate.

OUTCOME: The Councilor and the Offices illustrated the Municipality's good practice in the field of anti-money laundering explained through the research activity and the subsequent transmission to the FIU of the operations deemed suspicious. The councilors highlighted some possible dangers following the modification of the text of Legislative Decree 21/11/7 n. 231, now under discussion in Parliament and which transposes EU Directive 2015/849, and asked questions on the merits. They also asked for further information on particular aspects. To these the Councillor, the Offices and the President provided some answers and indicated the difficulties that could arise if the aforementioned text were approved, as issued by the Council of Ministers, since the role of the Municipality would be modified, as an observer (with the role of possibly sending reports to the FIU), it would have anti-money laundering powers limited to some procedures, in addition to the introduction of financial sanctions against the same body in the event of delayed reporting.

Council Commission Home, Public Works, ERP (Chaired by Councilor D'Amico Simonetta)
Agenda: Presentation of the research work carried out by the Polytechnic on the issues of living in Milan, ideas and proposals for the fight against the housing emergency.
The participation of Francesca Cognetti and Anna Delera, associate professors at DASTU Polytechnic of Milan, and councilor Gabriele Rabaiotti is expected to participate in the commission.

OUTCOME: Experts from the Polytechnic of Milan presented research work carried out on the themes of living beyond and offered ideas and proposals for the fight against the housing emergency. During the debate, to which the Housing Councilor gave his contribution, the need emerged to increase the availability of apartments for rent at moderate and social rent to respond to the housing demand of those who are unable to support a loan for the purchase of the same.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by Councilor Specchio Laura)
Agenda: Hearing of trade union organizations relating to the transfer of 160 TIM workers from the Milan office to the Rome office.

OUTCOME: During today's session there were interventions by representatives of the main trade unions in the sector, regarding the intention of the TIM company to transfer 160 workers from the Milan office to the Rome office. They themselves made a request to the President of the Commission to summon the top management of the Company to the Commission and to the Municipal Administration to exercise strong moral suasion on it so that it could reconsider its decision.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda:Continuation of the discussion regarding funeral services and cemeteries in Milan: organization, functioning and prospects.
Councilor Roberta Cocco will be present.

OUTCOME: The Councilor for Digital Transformation and Civic Services, the Director of the Civic Services Area and the Director of the Cemetery Services Area responded to the questions posed by the Councilors, in the previous Commission, relating to the shortage of staff and the new computerisation. At the end the President deemed the topic discussed.

Council Commission Joint Social Policies and Services for Health, Volunteering and Education, Education, University and Research (Chaired by Councilors Vasile Angelica and Limonta Paolo)
Agenda: Compulsory vaccination regulations for attendance at accredited public and private nursery schools, company nurseries and nursery schools.
Mario Faccini - ATS Milano - Dr. Anna Maria Caruso - Children's Guarantor - Dr. Gabriella Lesmo - Lawyer Saverio Crea - Deputy Mayor Anna Scavuzzo will be present.

Council Commission Joint Tourism, Territorial Marketing, Wellbeing, Sport and Leisure e  Periphery (Chaired by Councilors Fumagalli Marco Carlo and Osculati Roberta)
Agenda: Hearing of Councilor Guaineri regarding the planning of interventions in the suburbs for the implementation of the Suburbs Plan in relation to his own competences.

OUTCOME: After 30 minutes from the calling time, having noted the lack of a quorum, President Osculati declared the session deserted and dismissed the Councilors who were still present.

Council Commission Joint Urban Planning, Private Construction, Milanese Agricultural System e Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda: Continuation of the debate on the  “Situation of Città Studi in light of the transfer of part of the Universities”.
The following were invited to the commission's work: Councilor Pierfrancesco Maran, the representatives of Municipality 3 and the citizens belonging to the "Group that will become of Città Studi".

OUTCOME: The councilors expressed their opinion on the hypothesis of transferring part of the State University from Città Studi, some declaring their opposition, some inviting us to wait for the outcome of the research commissioned by the Municipality to the Polytechnic. The citizens of the neighborhood reiterated their aversion to the transfer, while some university professors explained the usefulness that moving some faculties could bring. The representative of the State University illustrated the current status of the discussions underway with Arexpo for the possible transfer. The Councilor reiterated the Administration's belief in maintaining the Città Studi area as a cultural and service destination. The Presidents, for their part, expressed the need to keep everything still until the end of the research conducted by the Polytechnic.
