Agenda: Presentation of the winning projects of the "Call for Suburbs" which ended in August.

OUTCOME: 

The Director of the Suburbs Area and the Mayor's Delegate for the Suburbs illustrated the 14 winning projects of the tender for the social part of the Plan for the Suburbs. They then responded to the Councillors' questions, reiterating that this Notice concerned the social inclusion part (called "software") of the Plan for the Suburbs, a Plan which also includes a more infrastructural part, called "hardware". The Delegate for the Suburbs specified that the next tender will require at least a two-year duration, more funds and to be extended to other peripheral areas, in addition to the 5 defined in the General Plan for the Suburbs.

Agenda: Inspection at the Rogoredo grove. 
Representatives of Italia Nostra will be present to illustrate the redevelopment project.

OUTCOME: 

The councilors went to the Rogoredo "grove" to take a look at the situation and the recovery works that the Administration and Italia Nostra are implementing. The Councilor highlighted the joint commitment of the Municipality, Italia Nostra, law enforcement and citizens to recover an area of ​​65 ha for the city. The areas that are still degraded and those that are in the recovery phase were shown. The need was also highlighted for this process to be participated as much as possible by citizens, who alone will be able to contribute to making this area livable again. To this end, the Councilor informed about the activities that could be included to contribute to the success of this project.

Agenda: New appointments in AMAT - LEZ project implementation plans.

OUTCOME: 

The Mobility Councilor and the Sole Administrator of AMAT gave specifications relating to the ordinary activities and specific projects of AMAT and specifically the Lez Project was highlighted; the latter is aimed at improving the capacity for intervention, management and traffic control through the installation of an IT system for controlling access and circulation of vehicles. Furthermore, clarification was requested regarding the hiring of the Manager who will coordinate this project.

Council Commission Home – Public Works - Erp (Chaired by Councilor D'Amico Simonetta) 
Agenda: ERP MANAGEMENT AREA

Guidelines for the voluntary collection of the arrears accrued as of 31 December 2016 on the housing stock owned by the municipality entrusted for management to the investee company MM S.p.A..

OUTCOME: 

The Councilor for Public Works and Housing, with the help of the offices, illustrated the provision aimed at adopting measures that facilitate the recovery of arrears from tenants of municipal ERP housing. In particular, it is possible to defer payments of previous debts up to 120 monthly installments and the amount of the same is established on the basis of the economic conditions of the family unit. After an exhaustive debate, the President of the Commission declared resolution no. discussed. 47 which can now be evaluated by the City Council.

Joint Council Commission International Affairs, Post Expo, European Policies and Anti-Mafia (Chaired by Councilors Pacente Carmine and Gentili David) 
Agenda: In-depth analysis of the protocol guidelines: Conservation, refunctionalisation, completion, dismantling, restoration and reuse works of areas, buildings or artefacts located within and around the former site for the 2015 Milan Universal Exhibition.

OUTCOME:

The President of Arexpo presented the Legality Protocol which will be applied to future constructions in the area of ​​the former EXPO site, similarly to what has already been adopted on the occasion of the aforementioned event.
Representatives of the trade union organizations also attended and expressed their appreciation for the signing of this agreement which will regulate the activities to be carried out, they hope, in the near future in the former Expo area.
The President of Assimpredil/Ance, however, condemned the failure to convene the association he presides over today's signing of the aforementioned protocol signed by the Prefecture, Arexpo and OOSS.

Joint Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources and Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by the Councilors Specchio Laura and Monguzzi Carlo)
Agenda: News and adaptation to the legislation relating to the replacement of plastic shoppers with eco-shoppers.
Representatives of interested trade organizations are invited.

OUTCOME: 

In the presence of representatives of some of the major trade associations (Assobioplastiche, Federdistribuzione, Confcommercio, Confesercenti and C.N.A) the most problematic issues and aspects were addressed regarding adaptation to the new legislation soon to be applied on eco-shoppers, biodegradable plastic bags which will become mandatory in markets and commercial establishments starting from January 1st. The councilors present expressed themselves unanimously in favor of the contents of the new legislation which aims to protect the environment, proposing different methods of adaptation.

Municipal obligations in implementation of article 4 paragraph 1 of the Regional Law 10 March 2017, n. 7 - as modified by articles. 11 and 12 of the Regional Law 10 August 2017, n. 22 - concerning: "Recovery of existing basement rooms and rooms".

OUTCOME: 

The Offices explained that the proposed resolution in question was updated following the amendments and additions made by the Regional Law of 10 August 2017 to the Regional Law of 10 March 2017 concerning the recovery of the basement rooms.
They clarified that by 31 October 2017 the municipal administrations will be able to decide on the areas of their territory for which the application of Regional Law no. 7 of 10 March 2017 and also illustrated the requirements that basement rooms must meet in order to be recovered and declared usable.
A debate then followed during which the Councilors asked questions to which the Offices provided answers.

Agenda: Unaccompanied minor immigrants and prospects of commitment for Milanese families.
Dr. will be present. Giovanni Valtolina of the Catholic University of Milan.

OUTCOME: 

During the session, Prof. Valtolina illustrated the phenomenon of unaccompanied immigrant minors, highlighting: the nature of the flows, the countries of origin and the cultural characteristics; introducing the terms of the new provisions of the Law on the matter (L. N. 47 of 7.4.2017); putting forward some hypotheses for managing reception and valorising the potential resources deriving from their presence.

Council Commission Tourism - Territorial Marketing - Wellbeing - Sport and Leisure (Chaired by Councilor Fumagalli Marco)
Agenda: Inspection at the "La Canottieri Olona" municipal sports facility located in Via Alzaia Naviglio Grande 46.

OUTCOME: Following the provision of a surety to guarantee the loan granted by the Institute for Sports Credit to Nuova Canottieri Olona for the financing of the expenses for the redevelopment of the municipally owned sports facility, the Commission with the presence of the Sports Councilor and the Director of the Sport and Quality of Life Area carried out an on-site inspection in order to verify the state of implementation of the redevelopment works.

Agenda:  Hearing of Dr. Fabrizio De Fabritiis, Sole Director of Milano Ristorazione. The Councilor for Education and Instruction Anna Scavuzzo will be present.

OUTCOME: 

The Councilor and the Sole Director of Milano Ristorazione described the activities and new actions implemented by the Company in the last year to improve the offer, meet the requests of parents, as well as fulfill some legal obligations . The directors appreciated the ways in which the Company fulfills its task and made some findings aimed at improving the quality of the service. The Councilor and the Sole Administrator shared some of the suggestions and clarified the reasons why some steps were taken.

OUTCOME: 

The Commissions went to visit the area currently used as vegetable gardens, with the presence of a farmhouse and which will change its use to services from green to residential, thanks to resolution no. 53, soon to be discussed in the Commission and the Council. After it was explained by the offices that around 40 homes will be built, 30 of which for people with low income and ten for evicted people, some citizens who currently look after the gardens asked if it was not possible, in the new design, to maintain a designated area to the current activity. The President of the Housing Commission explained that we will try to find a solution that can reconcile all interests, not forgetting that the housing emergency is one of the priorities of this Administration. Having visited the vegetable gardens and adjacent spaces, the inspection is finished.

Agenda:  Update regarding the path shared with the Network of Great Italian Destinations for sustainable tourism (GDITS).
Proposal of a new protocol between the major Italian destinations for the development of new actions.
Proposal for a conference on Sustainable Tourism.

OUTCOME: 

The Councilor and the Offices cited some international and European initiatives adopted to raise awareness and engage Governments on the topic of sustainable tourism. They also recalled that in 2013 Milan signed, with Rome, Naples, Florence and Venice, the Memorandum of Understanding for the establishment of a network of "Great Italian Destinations for Sustainable Tourism" (GDITS).
It was also pointed out that the United Nations Assembly declared 2017 as the international year of Sustainable Tourism and it was pointed out that the Council of Ministers approved the strategic plan for the development of tourism in Italy in February 2017, recognizing the need to a greater commitment to tourism sustainability.
A debate followed during which some questions were formulated to which the Councilor and the Offices provided answers.

OUTCOME: 

The Commander of the Local Police briefly illustrates his professional career, after which, together with the Councilor for Security, he provides responses to requests for information and clarifications formulated by the Councilors regarding illegal commercial activity, new hires of Urban Supervision personnel, video surveillance systems , equipment of the Local Police, Neighborhood Police and local assemblies.
