Agenda: Evaluation of the effectiveness of the existing anti-corruption plan, in light of the arrests at the beginning of April involving employees and managers of the Municipality of Milan. 

OUTCOME: 

The meeting took place behind closed doors; consequently it is not possible to publish the content of the discussion.

from 09.45 to 12.00 - Council Chamber of the Metropolitan City of Milan in Via Vivaio 1.
Joint Council Commission Urban planning, private construction, Milanese agricultural system and mobility, transport, environmental policies, civil protection, animals and greenery  (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda:  Participation Information on the Program Agreement for the redevelopment of the Milanese railway yards. Councilor Pierfrancesco Maran and Councilor Marco Granelli were invited to the Commission's work. The Councilors of the Metropolitan City of Milan will participate.

OUTCOME: 

The session, which was held in the Council Chamber of the Metropolitan City jointly with the General Affairs Commission of the same institution, began with the motion presented by the metropolitan councilor Braga requesting the maintenance of the public nature of the areas. The councilors debated on this topic and also in relation to the issue of mobility in the context of the redevelopment of the railway yards areas and the possibility that the Metropolitan City itself has to provide indications on the merits. All the councilors expressed themselves positively about the proactive role that the Metropolitan Institution must assume and indicated the specific issues on which to intervene. At the end, the President of the General Affairs Commission of the Metropolitan City and the Metropolitan Deputy Mayor reiterated their desire to draft a deliberative act capable of providing indications for the Municipality.

Joint Council Commission Social Policies and Health Services, Volunteering and Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilors Arienta Alice and Vasile Angelica)
Agenda: Magnetic induction panels. They will be present:

  • the Councilors Pierfrancesco Majorino and Roberta Cocco,
  • Doctor Andrea Zuccotti Director of Civic Services, Participation and Sport 
  • Doctor Stefano Cattaneo General Director of the Pio Istituto dei Sordi Foundation.

OUTCOME: 

The Councilor for Social Policies, the Director of Civic Services, Participation and Sport and the General Director of the Pio Istituto de Sordi Foundation gave specifications regarding the project for the installation of magnetic induction panels aimed at encouraging the use of services for people with hearing disabilities. The councilors asked questions on the merits which were given exhaustive answers. At the end the Presidents deemed the topic discussed.

Joint Council Commission Urban planning, private construction, Milanese agricultural system and mobility, transport, environmental policies, civil protection, animals and greenery  (Chaired by Councilors Ceccarelli Bruno and Monguzzi Carlo)
Agenda: Greenery as a regeneration tool for former railway yards. Andreas Kipar intervenes and will also report on the "Five Scenarios for Milan" that emerged from the work organized by the State Railways. Councilor Pierfrancesco Maran will be present at the Commission's work. 

OUTCOME: 

Architect Kipar, member of the scientific committee of Scali Milano, illustrated the possible urban development scenarios for the reconversion of abandoned railway yards presented by five architecture firms: Embt, Mecanoo, Stefano Boeri, Mad Architects and Cino Zucchi.
He emphasized the need to create a large, extensive and systemic green area through far-sighted planning.
A debate followed during which the Councilors asked questions to which the Offices and the architect Kipar provided answers.

Council Commission Equal Opportunities and Civil Rights and Labour Policies, Economic Development, Productive Activities, Commerce, Human Resources (Chaired by Councilors De Marchi Diana Alessandra and Specchio Laura)  
Agenda: Agile Work Week. The initiatives of the Municipality of Milan. Participants:

  • Councilor Cristina Tajani,
  • Lawyer Valerio Iossa, Director of Organization and Human Resources,
  • Doctor Roberto Munarin, Director of the Work and Training Area.

OUTCOME:  

The Councilor for Labor Policies and the Directors of the Organization - Human Resources and Work - Training Areas presented the initiative of the week dedicated to Agile Work (22 - 26 May 2017) providing news on the companies, public and private, participants, number of members of the same and municipal employees who have decided to participate in the project. Furthermore, the data relating to the same initiative carried out in 2016 was illustrated.

Council Commission Education, Education, University and Research (Chaired by Councilor Limonta Paolo)
Agenda: Interinstitutional and territorial network agreement for the integration and promotion of the academic success of foreign students in Milan schools. They will be present:

  • Councilor Anna Scavuzzo,
  • Councilor Diana De Marchi - Metropolitan Territorial Area Representative
  • The representatives of the Start Poles in Milan.

OUTCOME: 

During the session, the activities of the four Start Poles were presented, municipal structures aimed at bringing foreign families closer to the institutions, as well as contacting and using the integration services present in the Milan area. Afterwards, in the presence of the Education Councilor, the direct testimonies of some teachers and operators who work at these territorial units were heard. The councilors present expressed their opinions, providing their contribution to the debate on the delicate topic of social inclusion and integration.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Inspection at the Monumental Cemetery.

OUTCOME: 

The Commission, with the presence of the Director of Civic Services and the Director of the Funeral and Cemetery Services Area, carried out an inspection inside the Monumental Cemetery, in view of the installation of a closed circuit camera system for video- surveillance.

Council Commission Culture, Fashion and Design (Chaired by Councilor Bocci Paola)
Agenda: Presentation of the program and cultural policies of Municipalities 4, 5 and 6. The following will be present:

  • the Councilors and Presidents of the Culture Commission of Municipalities 4, 5 and 6 
  • Dr. Bordogna, Director of the Municipal Administration.

OUTCOME: 

The President of the Council of Municipality 4, Oscar Strano, the President of the Culture Commission of Municipality 5, Erminio Galluzzi, the Councilor for Culture Sergio Meazzi of Municipality 6 and the President of the Culture Commission of Municipality 6, Francesco Demuro, presented the program and the cultural policies of the respective Municipalities. The brief debate that followed highlighted elements of continuity of intent with the previous mandates (Municipalities 5 and 6), the absence of the Councilor for Culture and the relative downsizing of the program (Municipalities 4)

Council Commission Security and Social Cohesion, Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Bicycle register. They will be present:

  • Councilor Carmela Rozza 
  • Deputy Commissioner Daniele Lo Presti of the Local Police.

OUTCOME: 

The Security Councilor and the Deputy Commissioner of the Local Police, Head of the Unit that deals with stolen bikes, informed that the Administration has chosen it as the best method both to prevent the theft of bikes and to recover and return stolen ones , that of imprinting a QR-CODE using special resin (connected to an App accessible via smartphone) on the bike frame. This method, at zero cost for the Administration, will be introduced starting from July, when the Municipality will inform citizens and inform both the manufacturers and retailers of the bicycles through specific publicity. Councilor Rozza also informed about the 300 new neighborhood police who will be deployed on the streets, on an experimental basis starting from mid-June and then permanently after the summer.
