Amendment of resolution no. 19/2008 - Authorization to extend the surety guarantee pursuant to art. 207 Legislative Decree 267/2000 following the renegotiation of the mortgages marked with case number 2790900 and 2895900, stipulated by the Coop Company. Amateur  Sports Ausonia 1931 a r.l. with the Institute for Sports Credit.

OUTCOME:
The Councilor underlined the importance of the Società Cooperativa Sportiva Ausonia which carries out sporting activities in a peripheral area of ​​the city with an important role of inclusion and socialisation.
The Offices also clarified that the resolution authorizes the extension of the surety guarantee for a further eight years, thus allowing the renegotiation of the debt by the Sports Club.
A debate followed during which the Councilors expressed some doubts and formulated some questions to which the Councilor and the Offices provided answers. At the end, the President considered Resolution no. 42 to be discussed
 

at 9.30 am - Inspection
Council Commission Culture – Fashion and Design  (Chaired by Councilor Bocci Paola)
Agenda: Inspection at the Natural History Museum:  Presentation of the new dioramas, the sections of the Museum and the educational activities.
There will be:

  • the Director of the Scientific Exhibitions and Museums Area, Dr. Domenico Piraina.

OUTCOME:

The councilors went to the Natural History Museum in Corso Venezia 55 where, in the presence of the Councilor for Culture and administration managers as well as numerous museum conservators, they were able to visit and appreciate the six new dioramas that were recently opened to the public, in the exhibition sector dedicated to Vertebrate Zoology. These new settings recreate Asian and African rainforests, known to be among the most biodiverse environments on the planet. Then the councilors moved to the taxidermy laboratory, one of the most indispensable activities at the museum.

Joint Council Commission Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green and Verification and Control of Participated Bodies (Chaired by Councilors De Pasquale Fabrizio and Monguzzi Carlo)
Agenda:  Hearing of the unions of the AMSA Company.

OUTCOME:

The union representatives of AMSA workers were interviewed and they expressed concern and unease about the future of the company due to the transfer of various activities to A2A, such as logistics, purchasing offices and personnel. These operations seem to want to relegate the company to the role of a cooperative dedicated only to the task of sweeping and waste collection. The President of AMSA and the manager of A2A Ambiente replied that these are normal operations of centralization of functions which have the aim of creating economies of scale and there is no intention to defraud the company of its potential. The Councilors proposed to prepare a motion, to be approved in the City Council, which asks that AMSA be safeguarded and strengthened as it is a cutting-edge company in its sector which is often taken as a model by other companies operating in the same field, both Italian and foreign.

Joint Council Commission Equal Opportunities and Civil Rights and Housing - Public Works - Erp (Chaired by Councilors De Marchi Alessandra and D'Amico Simonetta)
Agenda: Cohousing as a sustainable living development model. Presentation of COventidue  of Corso XXII Marzo 22 (Piazza Santa Maria del Suffragio) the first cohousing project in the city centre: innovative services, respect for the environment and new living needs".
The participation of Councilor Gabriele Rabaiotti and the technicians of the competent technical area is expected to participate in the Commission.
The representatives of Cohousing.it will also be present: Nadia Simionato Sole Director and Communications Manager and Marco Bolis General Director and Project Development Manager.

OUTCOME: 

In the presence of Councilor Rabaiotti, the representatives of Cohousing.it illustrated the company's methods of intervention in the various city housing models for which their work was requested, with particular reference to the building in Corso XXII Marzo, 22. Once that the same representatives responded in detail to the questions posed by the Councillors, the President of the House Commission closed the joint session.

S. Commissionspecial Integrated Plan for Family Policies (Chaired by Councilor Osculati Roberta) 
Agenda: Hearing of the prof. Francesco Belletti of the CISF regarding the costs that weigh on families, particularly regarding children and the costs due to family crises".

OUTCOME:
The speaker, invited to today's commission, gave specifics regarding the costs that weigh on families, reporting some data on poverty. He also highlighted the importance of implementing actions to support families; the Councilors expressed their reflections on the merits. At the end, the President deemed the topic discussed.

MANAGEMENT OF INVESTMENTS AND REAL ESTATE GOVERNANCE AREA
RESOLUTION  N. 39 
Teatro alla Scala Academy of Arts and Crafts Foundation: approval of amendments to the art. 3, paragraph 2 and paragraph 3, letter d) of the Statute and illustration of the Foundation's training activities.

OUTCOME: 
The Director of the Work and Training Area, Dr. Roberto Munarin and the Deputy General Director of the Accademia Teatro alla Scala Foundation, Dr. Nadia Nigris, illustrated to the Commissioners the changes to the statute of the Foundation itself. The ensuing debate highlighted some inconsistencies contained in the Resolution which led Presidents Specchio and Censi to adjourn the discussion to another session.

Council Commission Equal Opportunities and Civil Rights (Chaired by Councilor De Marchi Alessandra)
Agenda: Inspection at the House of Battered Women in Via Piacenza, 14. The President Dr. Manuela Ulivi and some operators from the Center will be present.

OUTCOME: 
The operators of the House of Battered Women illustrated the work carried out and the support it offers to women victims of abuse with the identification of a path out of violence through the proposal of personal interviews, psychological paths, individual or group, a legal desk, a job desk and a stalking desk and also advice on economic violence.
A debate followed at the end of which the Councilors took note of the premises that house the centre.

Agenda: Maintenance situation of holiday home structures in the Municipality of Milan.
Councilor Anna Scavuzzo will be present.

OUTCOME: 
The Education Councilor illustrated to the Commission the main activities carried out in the Municipality's holiday homes, as well as the maintenance interventions necessary for their arrangement. You also provided a response to some requests for information made by the Councilors regarding the priorities of the interventions, the timing and availability of places. Together with the Manager of the Cooperativa Sociale D.O.C you also provided a response to the observations made by a representative of the CISL.

Subcommittee Prisons - Penalties and Restrictions (Chaired by Councilor Pirovano Anita)
Agenda: Inspection at the Opera Prison in via Camporgnago, 40

OUTCOME: 
The councilors were informed by the Management of the situation of the prison. The Deputy Director and the Commander of the Penitentiary Police provided data relating to the structure, the various types of imprisonment present, the number of prisoners currently present and the number of guards in relation to the prisoner population. The Head of the Treatment Unit explained the work carried out by the operators and the activities to which the inmates are admitted. You also illustrate the internal passages between the various areas which the prisoners themselves can access.
The commissioners were then taken to visit the structure and were shown some areas.

Agenda: New Tari PagoPa payment system.
Councilor Roberto Tasca will be present.

OUTCOME:

In the presence of the Councilors for Budget and Innovation, "Pago PA" was presented, the payment system created by AgID, the Agency for Digital Italy, which allows all citizens and businesses to make payments to a public Administration in electronic mode. The methods of access and use of the system were illustrated by managers of the Administration to whom the councilors were able to ask their questions of a technical-operational nature, while the Councilors advanced the political value of the implementation of the platform which guarantees citizens advantages in terms of transparency, security and simplicity the regularization of taxes.
