OUTCOME: 

the Budget Councilor provided the clarifications requested by the Commissioners during the previous session of 15.09.
Some Councilors declared themselves satisfied with the responses received while others condemned the work of the Department regarding the drafting of the document in question and declared that they would express their perplexities and doubts in the City Council.
At the end of the debate, the President declared resolution proposal no. discussed. 52 which can therefore continue its process in the Council chamber.

Agenda: GOVERNANCE AREA

Extraordinary audit of companies owned by the Municipality of Milan, pursuant to art. 24 of Legislative Decree no. 175 of 19 August 2016, as amended by Legislative Decree 16 June 2017 n. 100 - Recognition of shareholdings held - Identification of shareholdings subject to rationalization measures.

OUTCOME: 

The General Director, with the help of the offices, illustrated the proposed resolution relating to the reconnaissance of the investee companies, as required by the so-called Madia Decree and the verification of their correspondence with the criteria established by the law in order to continue carrying out their activities . From this process emerged the need to reabsorb two companies within the Parent Company MM while Navigli SCARL proceeded with the divestment, as requested by the City Council. After an exhaustive debate, the President of the Commission declared resolution no. discussed. 56 which can now be evaluated by the City Council.

Agenda: Inspection at the San Giusto Training Center and illustration of the activities. Dr. Restelli will participate.

OUTCOME: 

The members of the Labor Policy and Social Policy Commissions, during the inspection carried out at the San Giusto Training Centre, examined the laboratories (IT, development of manual skills and creativity, gardening and horticulture, cutting and sewing, paper making, cooking and catering ) intended for subjects characterized by social fragility and with medium-mild disabilities. The Center itself is accredited by the Lombardy Region as a training and employment placement body.

Council Commission  Mobility - Transport - Environmental Policies - Energy - Civil Protection - Animals and Green (Chaired by Councilor Monguzzi Carlo)
Agenda:  Anti-smog measures. Councilor Marco Granelli will be present.

OUTCOME: 

The Mobility Councilor gave specifications relating to the anti-smog provision signed by the Ministry of the Environment and the Regions: Lombardy, Veneto, Emilia Romagna and Piedmont. The Provision provides for a traffic stop for the most polluting vehicles from 1 October to 31 March with mandatory membership for Municipalities with 30 thousand inhabitants; the anti-smog measures will also concern the modification for access to Area C. Some Opposition Councilors have raised criticism as the measure seems to be a sort of punitive policy towards citizens.

Agenda: Presentation of the Action Aid project against female genital mutilation. Hearing: Action Aid

OUTCOME: 

The representatives of the "ActionAid" Association and the "Crinali" Cooperative first illustrated the data regarding female genital mutilation in Italy, Lombardy and Milan, then answering the Councilors' questions regarding the contributions, not only economic, that the The Municipality and other bodies (especially the Lombardy Region) could bring together the process of definitive suppression of this horrible practice.

Joint  Council  Committee Social Policies and Health Services - Volunteering and Education - Education - University and Research (Chaired by Councilors Vasile Angelica and Limonta Paolo) 
Agenda: Communication from the Councilor for Education regarding the application of the law on vaccines in city schools.
Councilor Anna Scavuzzo will be present. 

OUTCOME:

The Councilor for Education and Instruction, as well as Deputy Mayor, presented an initial assessment of the application process of the recent national legislation on vaccines in Milanese schools, describing the Municipality's initiatives which were successfully completed despite the tight deadlines. The observations made by the councilors during the debate mainly concerned the appropriateness of the national measure and, at a local level, the attitude to be taken towards those families who have decided not to comply with the legal obligation.

Council Commission  Equal Opportunities and Civil Rights (Chaired by Councilor De Marchi Alessandra)
Agenda: Inspection at the Anti-Violence Center of the Cerchi D'Acqua Social Cooperative, in Via Verona 9, in the presence of the President Dr. Graziella Mazzoli and other operators of the Centre.

OUTCOME: 

The President of the Anti-Violence Center of the Cerchi d'Acqua Social Cooperative and the operators of the same illustrated the centre's commitment in offering women victims of violence an initial telephone reception, psychological consultancy, legal assistance, participation in groups self-help, job orientation interviews and also support programs for the woman's family/friends network.
The Councilors asked for clarifications, made some observations and then took note of the premises that host the centre.

Agenda:Unaccompanied minor immigrants and prospects of commitment for Milanese families.
