Agenda: Inspection of the Mazzini neighbourhood: safety and progress of works of the Neighborhood Contract with focus on Piazzale Ferrara and the student residence

OUTCOME: The Commissions went to inspect the Mazzini district, in the Corvetto area, to verify the planning for the construction of a student residence in Piazza Ferrara and the maintenance plans of the buildings in the district, in particular as regards Via Bompiani, Via Comacchio and Piazzale Gabrio Rosa. Representatives of ALER, the Municipal Police, the offices and numerous citizens attended. At the end, the Presidents declared that a Commission session will be held soon Palazzo Marino, which will deal with Neighborhood Contracts.

Council Commission Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda: Protection of A2A gas workers in view of the tender for the management of the city of Milan's gas network.

OUTCOME: The union representatives of A2A workers have asked that, in the event that the tender for the management of the gas network is won by a different company, the workers, transferred to the new company, maintain their economic, legal and employment rights, acquired over time and are therefore not subject to the rules of the Job Act. The Councilors agree with the concerns and requests of the unions for which it is decided to prepare an agenda to be submitted to the City Council with which the Municipal Administration is invited to interpret these needs to all the companies participating in the tender.

Agenda: 2017 Budget Forecast: ERP Area and Facility Management Department. Councilor Gabriele Rabaiotti will participate.

OUTCOME:  The Director of the Public Residential Construction Area illustrated the main budget items relating to current expenses and capital expenditure. He therefore provided a response to the requests for information made by the Councilors regarding the recovery of vacant housing, the expected expenses for professional assignments and collaborations and the investments that have been planned. The main budget items relating to the Facility Management Sector were therefore illustrated, with regard to the School, State Property, Culture and Plant Technical Areas. The Councilor responded to the Councilors on expenditure for public works.

Joint  Council Commission Social Policies and Health Services, Volunteering e Education, Education, University and Research (Chaired by Councilors Vasile Angelica and Limonta Paolo)
Agenda: Presentation of the Jonas Association and the Gianburrasca and Telemaco projects on the treatment of childhood problems (ADHD, DSA, video game addiction) and adolescents. The psychologists Giada Marcato for Gianburrasca and Valentina Calcaterra for Telemaco will be present at the hearing.

OUTCOME: In today's commission, the invited Associations presented the Giamburrasca and Telemaco projects relating to the treatment of childhood and adolescent distress through the support of psychologists, psychotherapists and psychoanalysts. The councilors asked questions on the merits which were given exhaustive answers by the proponents. The Presidents considered the topic discussed.

Joint  Council Commission Budget, Taxes, State Property and Purchases e Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by the Councilors Conte Emmanuel and Monguzzi Carlo) 
Agenda: Environment and Energy Area  Del. No. 31 Circ. 33 Approval of the financial plan of the services aimed at protecting the environment for the purposes of applying the relevant municipal tax (tari) - year 2017. Councilor Marco Granelli will participate.

OUTCOME

In the presence of the Councilor for Mobility and the Environment and the managers of the Environment and Energy Area, the presentation of the new Amsa service contract, which constitutes the basis for the TARI, took place. This contractual revision introduces important innovations, requiring Amsa to invest in collection vehicles, recycling and strengthening collection on public holidays. During the debate, the councilors present were able to delve deeper into the changes compared to previous contracts.

Agenda: Ambrosiano Welfare Foundation hearing, illustration of activities and projects. Doctor Romano Guerinoni, representatives of the founding members and the Steering Committee will be present. Councilor Cristina Tajani will be present.

OUTCOME: During the session the President of the Ambrosiano Welfare Foundation, Dr. Guerinoni and Councilor Tajani illustrate and comment on the activities and projects of the Foundation itself. The ensuing debate highlights the mediation role played and the actions to combat the growing economic difficulties of those subjects penalized by the economic crisis.

Agenda: Inspection at Palazzo Isimbardi

OUTCOME:  The Commissioners went to Palazzo Isimbardi, headquarters of the Metropolitan City, where they met some managers of the body who illustrated the activities carried out in their areas of competence and the difficulties that this body is going through. The Councilors took note of the situation and agreed on the need to proceed with a regulatory adjustment that better defines the competences of the Metropolitan City and allows it to have adequate resources to carry out its functions.

Agenda: 2017 Budget Forecast: Education Directorate. Councilor Anna Scavuzzo will participate.

OUTCOME: The Councilor for Education illustrated the 2017 budget forecast in detail, both in terms of income and expenditure, for the part under the responsibility of his department, going into the specifics of each of the four areas among which it is divided. The councilors asked various questions which the Education and Budget Councilors answered exhaustively.

Agenda: 2017 Budget Forecast: Civic Services Directorate and Information Systems and Digital Agenda Directorate.

OUTCOME

The Councilor for Civic Services and IT Systems, assisted by the Directors of the respective Areas, illustrated the main budget items of Civic Services and SIAD, then answering the Councillors' questions on the merits.

Council Commission International Affairs, Post Expo, European Policies
Agenda:   Service Area of ​​the Presidency of the City Council   Proposal for council initiative resolution n. 34  Guidelines for enhancing the role of the city of Milan in the European Union, in anticipation of the negotiations on the new European budget and, in particular, on the future of the EU's regional and urban policy, aimed at pursuing urban development objectives .

OUTCOME:  The President recalled that negotiations will open in 2017 on the new European Budget which will most likely undergo a contraction in the part that refers to urban policy. He therefore underlined the importance of an intervention by the interested parties so that the urban policy of the European Union can be strengthened, as detailed in the proposed resolution in question. At the end of the debate he declared the measure discussed and sent it to the City Council for examination.
