Joint Council Commission Tourism, Territorial Marketing, Wellbeing, Sport and Leisure and Suburbs (Chaired by Councilors Fumagalli Marco Carlo and Osculati Roberta)
Agenda: Hearing of Councilor Roberta Guaineri regarding the planning of interventions in the suburbs for the implementation of the Suburbs Plan in relation to her own skills.

OUTCOME:
The Councilor for Tourism, Sport and Quality of Life has given specifications relating to the redevelopment of some sports facilities located in Municipalities 2,3,5 and 9; the Councilors asked questions on the merits to which exhaustive answers were given. At the end the Presidents deemed the topic discussed.

Council Commission Special New Regulations for the Organization and Operation of the City Council (Presided over by Road Councilor Elisabetta)
Agenda: Continuation of work on the proposal to amend the organization and functioning regulations of the City Council.

OUTCOME:

The councilors continued the examination of the articles of the Regulation for which an amendment was proposed. Highlights were raised on some articles and suggestions were made. The Commissioners also spoke about the method to be followed for continuing the examination of the text. At the end of the debate, as this Commission ends its mandate today, the councilors have resolved to send the text to the Institutional Affairs Commission which will instruct the discussion on its merits, discuss any other proposed amendments and prepare the final text to be brought to attention of the Chamber.

Joint Council Commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Greenery and Verification and Control of Participated Bodies (Chaired by Councilors Monguzzi Carlo and De Pasquale Fabrizio)
Agenda: Problems with the operation and maintenance of the M5 line. Evaluation of any design or construction responsibilities.
    Councilor Granelli will be present.
    For the company Metro 5 s.p.a. will be present: Dr. Giuseppe Nardi - CEO, Dr. Daniele Mazzanti - Manager of the Management Contract, Dr. Ildefonso Siliconi - Director of Administration and Finance.
    For ATM s.p.a. Eng. will participate. Emanuele De Santis, director of Metro Operations.

OUTCOME:
The offices and representatives of the Metro 5 S.p.a. company have clarified that the M5 route presents, between the Garibaldi and Isola stops, a curve with a very narrow radius which causes extraordinary wear of the rails. They also pointed out that, although there were no safety risks, this condition led, in January 2017, to the replacement of the rails in the section in question.
It was also specified that the administrative testing, following the start of the work, is still being completed and that until this completion none of the parties in the project financing shareholding structure will be able to completely exit the company.
A debate then followed during which the Councilors expressed doubts and asked some questions to which the offices and guests provided answers

Joint Council Commission Home, Public Works, ERP and Culture, Fashion and Design (Chaired by Councilors D'Amico Simonetta and Bocci Paola)
Agenda: CASVA Project Presentation. Center for Higher Studies on the Visual Arts.
Councilors Filippo Del Corno and Gabriele Rabaiotti will be present.

OUTCOME:
During the session, Councilors Del Corno and Rabaiotti, with the contribution of Dr. Maria Fratelli, head of the Museum Houses and Special Projects Unit of the Culture Directorate of the Municipality of Milan, illustrated to the Commissioners the history of CASVA (Centre of Higher Studies in Visual Arts) and presented the project to transfer its headquarters to the former covered municipal market located in the QT8 district and the offer of services for resident citizens. The ensuing debate highlighted that other public functions for the citizens residing there (civic centre, social and health services, new market) should be evaluated alongside those presented.

Joint Council Commission Policies for employment, economic development, productive activities, trade, human resources, urban planning, private construction, the Milanese agricultural system and anti-mafia (Chaired by the Councilors Specchio Laura, Ceccarelli Bruno and Gentili David)
Agenda: Verification of effectiveness and application of the legality protocol on City Life construction sites and progress of implementation of works in the area.

OUTCOME:

City Life representatives illustrated the work policies within the construction sites, regarding the Memorandum of Understanding for regularity and safety on the construction site, then answered the questions of the Councilors and the observations of the Unions present.

Subcommittee Prisons, Penalties and Restrictions (Chaired by Councilor Pirovano Anita)
Agenda: Inspection at IPM Beccaria via Calchi Taeggi 20

OUTCOME:

The Councilors visited the "Beccaria" Penal Institute, where they were able to see how it is necessary to open as soon as possible and assign to detention one of the buildings of the prison complex, which has recently been renovated, even if this will not be enough to accommodate all young prisoners. Having visited all the laboratories and the infirmary, the inspection is finished.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Presentation of the current portals of the Municipality of Milan: organisation, access and future prospects.

OUTCOME:

The Director of the Application Systems Area and the person responsible for Web Communication of the Mayor's Office illustrated the Internet portal system of the Municipality of Milan, highlighting the innovations present on them, the future development projects and also providing data on the number of users who use these systems. The Councilors appreciated the work carried out and asked that a comparison be started between the Milanese portal and those of other European cities to evaluate the differences and verify whether there are any improvements that could be made to the Milan system.

Council Commission Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica)
Agenda: Presentation of the CELAV service and focus on disability. Doctor Ornella Villella will be present.


OUTCOME:
The Manager of the Work Mediation Center illustrated the main activities carried out by Celav, which has the function of facilitating encounters between the world of work and people, in particular young people, adults over 50, the unemployed, the disabled and refugees. You responded to the requests for information formulated by the Councilors in relation to the collaborative relationships existing with the Employment Centre, the work integration paths of detained people and the work placements of disabled people.

Council Commission Periphery (Chaired by Councilor Osculati Roberta)
Agenda: Presentation of the suburbs notice.
The delegate to the suburbs will be present. Mirko Mazzali.

OUTCOME:

In the presence of the Mayor's Delegate to the Suburbs, the Notice to the Suburbs was presented, with the objective of improving the living conditions of citizens living in peripheral neighbourhoods. The Mayor's delegate then responded in detail to the questions posed by the councillors.

Council Commission Special Integrated Family Policy Plan (Chaired by Councilor Osculati Roberta)
Agenda: Presentation of the proposal Network of Municipalities Friends of the Family and good practices for the family: Family Factor - Family Pay System - Family Purchasing Groups. Cesare Colombi, President of Afi Milano and the national delegate of the project will be present.

OUTCOME:

The President of AFI (Association of Families of the Italian Confederation) illustrates the proposals of the network of Family Friendly Municipalities and the good practices for the Family: in particular he presents the projects: Family Factor - Family Pay System - Family Purchasing Groups
The Family Councilor of the Municipality of Seveso reports on the experience of the projects illustrated at the Administration he represents.
A debate follows during which the Commissioners present some requests for clarification or in-depth analysis of the issues exposed, to which the speakers provide timely responses.
