Agenda: Operation of the Supervisory Court of Milan.

OUTCOME: 

The President of the Supervisory Court of Milan gave some specifications regarding the functioning of the Court itself; It emerged from the debate that, due to the lack of administrative staff and the transfer of magistrates assigned to other offices, there were delays in the registration and decisions of requests and complaints, leading to overcrowding in prisons. The President and the Councilors present agree in presenting a motion to the City Council to ask that the needs of the Court be listened to and that the priorities be evaluated.

Agenda: Inspection at the building in Via Bagarotti,44 (Baggio) - "Zero empty houses project"

OUTCOME: 

In the presence of the Councilor for Housing and Public Works, the Councilors visited some apartments, in the different stages of construction, of the building in via Bagarotti, 44. The building is part of the "Zero Empty Houses" project, which aims to renovate and assign currently vacant housing. Within the project, this year, 800 renovated houses were assigned, with a cost of 26,5 million euros, while in 2016 30 million euros were spent. The goal is to renovate and deliver 1.000 a year, for four years. The renovation cost per accommodation is 400-500 Euros per square meter. and on average you spend around 20 thousand euros net per apartment.

GENERAL URBAN PLANNING AREA.
Resolution No. 63 Circ. 83
Extension, pursuant to art. 5, paragraph 5, of the Regional Law. 28.11.2014 n. 31 and subsequent amendments, of the terms of validity of the Plan Document, the act constituting the Territorial Government Plan. The measure does not involve any expense.
Councilor Pierfrancesco Maran and the Municipality technicians competent in the matter were invited to the commission's work. 

OUTCOME: 

The Councilor for Urban Planning and the Director of the General Urban Planning Area presented resolution no. 63 concerning the adoption of a twelve-month extension of the validity of the PGT Plan Document which would allow the urban planning destinations of the ATUs (Urban Territorial Areas) to be kept unchanged. After an extensive debate, the President of the Commission declared the resolution to be discussed and can now be evaluated by the City Council.

Council Commission Anti-mafia (Chaired by Councilor Gentili David)
Agenda: Guarantee body report on the application of the whistleblowing anti-corruption procedure and future prospects.

OUTCOME: 

The President of the body guaranteeing the application of the whistleblowing procedure of the Municipality of Milan anticipated to the Commissioners the results of the work carried out by this structure whose mandate has recently expired; An annual report will subsequently be presented to the Directors, as has happened in the past, also published on the Administration website. 
The General Secretary, responsible for the Anti-Corruption Plan of the Municipality of Milan, specified some regulatory aspects relating to this tool, adopted in an experimental form by the Milanese Administration, the only one in Europe, which involves the organization's over 15.000 employees in the fight against illicit activities.
A debate followed from which some requests for clarification emerged to which responses were provided by the speakers.

Joint Council Commission for Urban Planning, Private Construction, Milanese Agricultural System and Mobility, Transport, Environmental Policies, Civil Protection, Animals and Greenery (Chaired by Councilors Monguzzi Carlo and Ceccarelli Bruno)
Agenda: Update on the situation of Città Studi in light of the transfer of part of the Universities.
The following were invited to the Commission's work:

OUTCOME: 

The Councilor and the prof. Balducci illustrated the projects regarding the moving of part of the State University from Città Studi as well as that of the Cancer Institute and the Besta Institute and the arrival in the same spaces of some Faculties of Bicocca and the Polytechnic. They clarified the restructuring needs and the economic values ​​of this operation. Representatives of the universities, inhabitants of Città Studi and teachers of the various faculties expressed their opinions on the merits, highlighting some the necessity of this operation, some the uselessness and wastefulness of it. Taking into account the quantity of interventions and the complexity of the topic, the session was adjourned.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by Councilor Specchio Laura)             
Agenda: Prospects and performance of small industrial companies in the area, impact on them of "Industry 4.0": the activities and initiatives of Piccola Industria and Assolombarda.

OUTCOME: 

The Assolombarda managers of the Piccola Industria project illustrated to those present the overall picture of the small and medium-sized associated companies (up to 100 employees) and the initiatives undertaken by the Association, represented by them, as part of the national "Industry 4.0" plan. underlining the productive recovery of the sector, superior to the rest of the country but also the difficulties regarding access to credit, excessive legislation, bureaucratic delays and the still inadequate support from the Public Administration.

Council Commission Social Policies and Health Services - Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Health Policies: HIV prevention in Municipality 3.
At the hearing the Councilor for Social Policies Massimo Scarinzi and the Councilor of Municipality 3 Andrea Filippo Rossi.

OUTCOME: 

The Councilor for Social Policies of Municipality 3, a Councilor of Municipality 3 and the President of Arcigay Milano presented an HIV prevention initiative, consisting of providing a free anonymous HIV testing service open to all citizens at the Municipal Space in via Porpora (in front of number 58), with the assistance of medical personnel and psychologists. In order to prevent the spread of the virus, the Commission agreed on the need to encourage and promote sexuality education courses in Milanese schools.

Joint Council Commission Equal Opportunities and Civil Rights and Education, Education, University and Research (Chaired by Councilors Limonta Paolo and De Marchi Diana Alessandra)
Agenda: Presentation of the national campaign "Don't shake it" for the prevention of Shaken baby syndrome.
There will be:

OUTCOME: 

The guests clarified that Shaken baby syndrome refers to the shaking of the baby by a parent who is unable to manage the baby's crying. They explained that such shaking in young children, under two years of age, can cause injuries which in some cases can even be lethal.
The importance and usefulness of an information campaign, aimed at the general public, for the prevention of this still little-known syndrome was therefore underlined.
A debate followed during which the Councilors asked questions to which the guests provided answers.

Agenda: Inspection at Via Alzaia Naviglio Pavese near the railway bridge for noise and vibrations of the Milan Mortara railway line.

OUTCOME:

Collecting the requests of a group of citizens residing near the Milan - Mortara railway line, the commissioners went near the bridge on Via Alzaia Naviglio Pavese where they listened to the complaints of these inhabitants who have been asking for years for greater protection towards the environmental impact, perceived mainly in terms of noise pollution and vibrations. Some possibilities for experimenting with noise reduction systems studied so far were examined.
