Agenda: Inspection at the car park (confiscated property) in Largo V^ Alpini n. 3

OUTCOME: The Commissioners went to the parking garage located in via Largo V° Alpini n. 4, where 70 parking spaces have been acquired by the Confiscated Assets Agency, to evaluate whether it is appropriate for the Municipality to acquire ownership, and then turn them into income, through a tender that identifies a manager willing to pay the rent . Considering that the resources obtained in this way must be used for social policies, the Commissioners invited the Municipal Parking Area Officials present to carry out the necessary technical assessments to establish whether it is appropriate for the Municipality of Milan to acquire this asset.

Council Commission Social Policies and Health Services, Volunteering (Chaired by Councilor Vasile Angelica) 
Agenda: Presentation of the AD HOC (Automatic device for Health Operating Care) project, winner of the University of Milan Bicocca Award at Hacking Health Milan 2016.
Hacking Health is an international innovation project in the field of health, healthcare and well-being. The authors of the project will participate, Prof. Elisabetta Camussi for the Hacking Health Milano 2016 Committee and the University Orientation Commission, the Councilors Pierfrancesco Majorino and Cristina Tajani, the President of the City Council Lamberto Bertolè. 

OUTCOME: The authors of the AD HOC project explained that it is a project that addresses, with a multidisciplinary approach, the topic of Prevention by identifying digital technologies and social media as effective tools for increasing information and the prevention capacity of individuals . In fact, it is a Web App that can be used on mobile and desktop devices capable of guiding the user on a personalized prevention path based on some personal data and clinical information. 
A debate then followed during which the Councilors asked for some clarifications to which the guests and the Councilor provided answers.

Council subcommittee Prisons, Penalties and Restrictions (Chaired by Councilor Pirovano Anita)
Agenda: Inspection at the San Vittore Prison, Piazza Filangieri, 2

OUTCOME: The Subcommission went to visit the San Vittore Prison. Welcomed by the Deputy Director of the prison, they first visited the central rotunda, from which the six spokes unfold. They went to the Sixth Ward, ground floor and first floor, then to the clinical center, then to the women's ward, up to the second floor. They visited the interview stations and the "free time" spaces. At the end, the President declared the inspection concluded.

Joint Council Commission Equal Opportunities and Civil Rights and Social Policies e Health Services, Volunteering (Chaired by De Marchi Councilors Diana Alessandra and Vasile Angelica)
Agenda: Diversity that unites: awareness of sexism, seen from different perspectives and the need to delve deeper into the paternal role.
Speakers: Pietro Baroni and Alice Siracusano from "Luz about stories". 

OUTCOME: The Commission watches the video entitled "Words of Love", which collected the most common phrases that offend, belittle and discriminate against women and which was put online to fight sexist culture starting with words. The second video that was screened, "Connections", instead combines artistic research with a social investigation, through phrases pronounced by fathers as they describe their emotions about fatherhood. The contributions that will be collected will be used to set up a special room where various videos to raise awareness of the paternal role will be shown.

Council Commission Innovation, Transparency, Digital Agenda, Civil Status (Chaired by Councilor Arienta Alice)
Agenda: Funeral services and cemeteries in Milan: organisation, functioning and prospects.
Councilor Roberta Cocco, Dr. will be present. Vigani and Dr. Zuccotti.

OUTCOME: In the presence of Councilor Cocco, the area managers of the Cemetery Services and Civic Services illustrated the state of affairs and future projects, especially linked to digitalisation, of the Cemetery Services. The Councilors asked many questions, which ranged across various areas and which, given the lack of time available, will be answered by the Councilor and the Managers in a subsequent meeting.

Council Commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Green (Chaired by Councilor Monguzzi Carlo) 
Agenda: Situation in Area C". Councilor Marco Granelli will be present at the Commission's work.

OUTCOME: The Mobility Councilor illustrated the results obtained in accessing Area C, after the entry into force of the provision adopted by the Municipal Council which provided for the payment of the ticket for some categories of vehicles, previously exempt, starting from the 13th February 2017. There was a daily decrease in access of 9% which contributed to decongesting traffic in the city centre, compromised by the M4 construction sites. The Councilors, having taken note of the data presented, supported the need to adequately finance local public transport because if the frequency of passage of buses, trams and subways is kept at a good level, more citizens will be induced to use these means instead of 'car.

Joint Council Commission Equal opportunities and civil rights e Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by the De Marchi Councilors Diana Alessandra and Specchio Laura)
Agenda: Presentation of the Ri-Milano project: the relocation into the world of work of women who have suffered mistreatment and/or violence.
Councilor Tajani, Dr. Nadia Cezza Cooperativa sei petali, Dr. Barbara Cossetto of the European Institute of Oncology (IEO) and Dr. Mariarosaria Becchimanzi of the Municipality of Milan will participate.

OUTCOME: Councilor Tajani, Dr. Cossetto from the IEO (European Institute of Oncology), Dr. Cezza from the I sei Petali cooperative and Dr. Becchimanzi from the Municipality of Milan illustrated and commented on the Ri-Milano project intended to the relatives of people hospitalized in the City's health facilities, in need of reception and assistance. The service is managed by the cooperative mentioned above which is made up of women who are victims of violence and/or mistreatment. The project met with the approval of all the Councilors who attended.

Agenda: Endometriosis: impact on fertility and health-related quality of life.
The following will be present at the hearing:

  • Dr. Paolo Vercellini - Full Professor of Gynecology and Obstetrics at the University of Milan. IRCSS Ca' Granda Foundation - Ospedale Maggiore Policlinico;
  • Dr. Giussy Barbara - Gynecologist and sexual therapist IRCSS Ca' Granda Foundation - Ospedale Maggiore Policlinico;
  • Dr. Facchin Federica - Psychotherapist and Researcher at the Catholic University of the Sacred Heart of Milan;
  • Dr. Nebuloni Vanessa - Head of the Milan section of the Endometriosis Project Association.

      OUTCOME:

The speakers invited to the Commission gave specifics regarding the problems inherent to the pathology of Endometriosis; the Councilors asked questions on the merits to which exhaustive answers were given. At the end the Presidents deemed the topic discussed.

Agenda: Inspection at the Piazza d'Armi site - Via Della Rovere at the corner of Via delle Forze Armate 

OUTCOME: The Commission went to visit the Piazza D'Armi site, classified in the PGT as an urban transformation area, in view of the holding of a specific Commission session in Palazzo Marino.

Joint Council Commission Budget, Taxes - State Property and Purchases e Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by the Councilors Conte Emmanuel and Specchio Laura)
Agenda: In-depth analysis of resolution No. 37 (Approval of the Regulation for the regulation of the administrative functions delegated to the Municipality of Milan relating to the Darsena Port Area, pursuant to regional law 4 April 2012 no. 6 and regional regulation 27 October 2015 n. 9). Will participate:

  •    Budget Councilor Roberto Tasca;
  •    Presidents of Municipalities 1, 5, 6.
  •    Interested Committees and Associations.

OUTCOME

Councilor Tasca carried out an in-depth report on the Regulation that regulates the administrative functions concerning the Darsena Port Area, explaining its contents and the reasons that made this new procedure necessary. The result was a discussion with the associations of citizens residing in the Navigli area, as well as the Presidents of Municipalities 1 and 6 who enriched the examination of the problems underlying the management of an economically strategic and highly symbolic area of ​​our city.

Council Commission Culture, Fashion and Design (Chaired by Councilor Bocci Paola)
Agenda: Guidelines and procedures for Toponymy.
Councilor Filippo Del Corno will be present.

OUTCOME:

The Councilor and the offices illustrated the guidelines for Toponymy, recalling that article 2 of law no. 1188 of 1927 provides that "no street or public square can be named after people who have not been dead for at least ten years". The Councilor, after recalling the possibility of asking the Prefect for an exemption, pointed out that he believes it is more correct to apply historical criteria and therefore avoid that the titles could be dictated by the emotions of the moment.
In response to the questions raised by the representatives of the "Female toponymy" association, the Councilor guaranteed his commitment to achieving a balance in the number of titles dedicated to female and male characters and also proposed the establishment of an advisory commission and control over toponymy.
A debate followed during which the Councilors formulated some questions to which the Councilor and the offices provided answers.
