Agenda: Presentation of the work carried out by the Parliamentary Commission of Inquiry into the Suburbs and in particular the results of the investigation and listening relating to Milan and the Metropolitan City.
The parliamentarians Hon. Daniela Gasparini and Hon. Simona Malpezzi will be present.

OUTCOME: 

In today's session, the two ladies who presented the report of the Parliamentary Commission on the Suburbs were heard, with a particular focus on the Metropolitan City of Milan. The very notion of suburbia has been the subject of discussion and analysis. The aim of the parliamentary inquiry, which lasted over a year and involved direct observation of the realities of the main urban territories of the country, was to offer interdisciplinary tools, at a cognitive and operational level, to resolve problems deriving from life situations and negative and dehumanizing living contexts. The councilors were thus able to express their knowledge of the Milan area and compare it with that of other areas of our country.

Agenda:  Inspection at the Volunteer Center of the Municipality, 8.
Dr. Laura Castagnoni and Dr. Fabio Galesi, councilor of the Municipality, will participate in the commission.

OUTCOME: 

The councilors went to the House of Associations of Municipality 8, located in Villa Scheibler, in via Orsini, 21. Here, the Vice President of the Council of the Municipality and the Manager of all the Houses of Associations in Milan, described the activities carried out (free of charge) in the spaces made available (free of charge) by the Municipality in this splendid location, by the 68 registered Municipality Associations. After a brief debate, where the strengths and critical points present were listed, as well as all the existing and planned initiatives for the future, the various areas available to the Associations and citizens were shown to the Councilors.

Joint Council Commission Innovation, Transparency, Digital Agenda, Civil Status and Anti-Mafia (Chaired by Councilors Arienta Alice and Gentili David)
Agenda: Anti-corruption and transparency plan update.
The Councilor for Participation, Active Citizenship and Open Data Lorenzo Lipparini and the General Secretary, Dr. Fabrizio Dell'Acqua.

OUTCOME: 

In the presence of the Councilor for Participation, Active Citizenship and Open Data, the session to illustrate the application of the three-year Corruption Prevention Plan of the Municipality of Milan took place. The report was given by the General Secretary, in his capacity as Municipal Manager for the Prevention of Corruption and Municipal Manager for Transparency and Integrity. During the session, interesting ideas and suggestions emerged which will be examined and possibly included in the update to the next Anti-Corruption Plan.

Council Commission Labor Policies, Economic Development, Productive Activities, Trade, Human Resources (Chaired by Councilor Specchio Laura)
Agenda: PRODUCTION AND TRADE ACTIVITIES AREA
RESOLUTION N. 67 CIRCULAR N. 92
Approval of the designation, representation, duration of office and functioning criteria of the Municipal and Municipal Advisory Commissions for Commerce in Public Areas pursuant to art. 19 of Regional Law 6/2010. The measure does not involve any expense. Participants will be: Dr. Paolo Seris - Director of the Productive Activities and Commerce Area; Dr. Renato Galliano - Director of the Urban Economy and Work Department; Dr. Dario Moneta - Director of the Municipality Development Area; Dr. Federico Bordogna - Director of Municipal Administration.

OUTCOME: 

The Councilor and the Offices explained the content of the provision in question, in application of the art. 19 from regional law n. 6/2010. The councilors asked various questions and made suggestions on specific aspects of the measure. The offices provided complete answers and specified some elements to clarify the content of the provision. The Councilor also provided clarifications regarding questions posed by the commissioners on topics not included in the agenda. At the end of the debate, the President declared the examination of the provision concluded and is therefore ready to be sent to the Chamber to be examined by the City Council.

Joint Council Commission Social Policies and Health Services, Volunteering and Special Council Commission Integrated Plan for Family Policies (Chaired by Councilors Vasile Angelica and Osculati Roberta)
Agenda: Foster care and family support: existing proposals and any updates by the Department of Social Policies. 
The Councilor for Social Policies Pierfrancesco Majorino will be present.

OUTCOME: 

The Offices recalled that the Territorial Area responds to the needs of parents and their children with the proposal of services and programs such as territorial professional social services, central specialist services and experimental programs.
They illustrated the principles of family foster care, indicated by law 149/2001, distinguishing consensual foster care from judicial foster care and also recalled the P.I.P.P.I. Program. (Intervention Program for the Prevention of Institutionalization) of the Ministry of Labor and Social Policies to innovate and standardize intervention practices towards so-called "negligent" families in order to reduce the risk of mistreatment and the consequent removal of children from the family unit of origin. 
A debate then followed during which the Councilors asked for further clarifications to which the Offices provided a response.

Joint Council Commission Education, Instruction, University and Research and Special Council Commission Integrated Plan of Family Policies (Chaired by Councilors Limonta Paolo and Osculati Roberta)
Agenda: Private Schools Agreement.
Councilor Anna Scavuzzo will be present.

OUTCOME: 

Councilor Scavuzzo and the Central Director of the Education and Instruction Area, during the presentation of the new agreement between the Municipality of Milan and Private Schools, illustrated the terms for private educational structures to join the agreement. A lively debate followed regarding the primacy of the public in matters of school and training and the contribution of the private/contracted operator in the provision of school-educational services. At the end of the session the President of Commission no. 17 deemed the issue of the organization of the Christmas party in municipal schools, raised by some councillors, not to be part of the agenda.

Agenda: Inspection at the building in Via Cavezzali 11

OUTCOME: 

The participants were able to realize that the privately owned building in via Cavezzali 11 is in conditions of absolute degradation and abandonment. It was agreed to convene a Commission session shortly to delve deeper into the topic and to invite the competent Director, the relevant Councillor, a representative of the Prefecture and one of the Public Prosecutor's Office. The condominium administrator declared that he does not know most of the inhabitants of the building and does not frequent it for personal safety reasons. Some residents disputed this.

Council Commission Tourism, Territorial Marketing, Wellbeing, Sport and Leisure (Chaired by Councilor Fumagalli Marco Carlo)
Agenda: Hearing of the Presidents of the main Milanese Sports Clubs.

OUTCOME: 

 The Presidents of the sports clubs, invited to the commission, highlighted the various critical issues of the sports facilities which lead to their lack of usability; furthermore, they underlined that practicing sports can have a significant influence on the development of the young person, in promoting their physical, mental, social and moral education. Councilor Guaineri stated that he agrees with the fact that sport is a social value and is aware of the conditions of the facilities, but points out that the Administration has been working for a year and a half to ensure that they are redeveloped. The councilors expressed their doubts on the matter.

Council Commission International Affairs, Post Expo, European Policies (Chaired by Councilor Pacente Carmine)
Agenda: “EU - Canada Agreement (CETA): what changes for consumers, operators and companies”.
The following will be present at the hearing:

  • Paola Santeramo, Director of CIA Milan, Lodi, Monza and Brianza,
  • Luigi Simonazza, Deputy Director COLDIRETTI Milan, Lodi, Monza and Brianza.

OUTCOME: 

An official of the European Commission, a representative of Coldiretti and one of the Italian Farmers Confederation (C.I.A.), presented their respective points of view regarding the trade agreement between the European Union and Canada, called CETA (Comprehensive Economic and Trade Agreement). After they responded to some questions posed by the Councillors, the President, not considering the issues that emerged today sufficiently discussed, postponed the debate to a subsequent meeting.

Council Commission Institutional Affairs Metropolitan City and Municipality (Chaired by Councilor Censi Arianna)
Agenda: Amendment of the Organization and Functioning Regulations of the City Council.

OUTCOME: 

The Commission discussed the changes to be made to the Organization and Functioning Regulations of the City Council. The discussion will continue during the next meetings of the Council Commission.

Joint Council Commission International Affairs, Post Expo, European Policies and Urban Planning, Private Construction, Milanese Agricultural System and Verification and Control of Participated Bodies (Chaired by Councilors Pacente Carmine, Ceccarelli Bruno and De Pasquale Fabrizio)
Agenda: Outcome of the "Master Plan" tender and future development of the former Expo areas.
Participants will be: Dr. Giuseppe Bonomi and Dr. Marco Carabelli of the Arexpo Company.

OUTCOME: 

The CEO of Arexpo announced the name of the winner of the tender for the definition of the Master Plan and for the development of the former Expo area. He also provided details on the technical proposal, which won the tender, and on the next administrative steps to be fulfilled. After an exhaustive debate, the topic was considered discussed by the Presidents of the Commissions.
