Agenda: Hearing of A2A trade unions regarding the proposal to change the shareholders' agreements and possible consequences.
Subsidiaries and Real Estate Asset Management  N. 26 Circ. 26 Approval of the new Shareholders' Agreement between the Municipality of Milan and the Municipality of Brescia regarding the shareholding held in the company A2A S.p.A.

OUTCOME:

The union representatives of A2A workers have expressed their disagreement on the proposed modification of the shareholders' agreement between the Municipalities of Milan and Brescia, aimed at allowing the latter body to sell part of its A2A shares. The fear is that, by authorizing the operation, the two Municipal Administrations will no longer have full control of the company and could lose their function as a public company serving citizens by becoming a pure financial structure interested only in profits. After an exhaustive debate, the President of the Commission declared resolution no. discussed. 26 which can now be evaluated by the City Council.

Agenda: Anti-discrimination map VOX-DIRITTI Association. Prof. will participate. ssa Marilisa D'Amico and Silvia Brena.

OUTCOME:

The speakers explained that the Vox Diritti association has mapped online intolerance through the extraction and geolocation of tweets containing words considered sensitive. From this mapping it emerged that women are the most targeted category, followed by migrants and homosexuals; the Regions with a negative record, where insults are the most, are Lombardy, Umbria and Lazio and the most intolerant cities Rome and Milan followed by Naples, Turin and Florence.
The Councilors intervened asking for clarifications regarding the realities and words considered sensitive, to which the speakers provided exhaustive answers.

Joint Council Commission Mobility, Transport, Environmental Policies, Energy, Civil Protection, Animals and Greenery and Verification and Control of Participated Bodies (Chaired by Councilors Monguzzi Carlo and De Pasquale Fabrizio)
Agenda: Commercial activities in the MM mezzanines after the appeals against the ATM tender. Representatives of the categories and ATM will be present.

OUTCOME:
ATM's lawyer informed the commissioners about the situation that occurred following the sentence issued by the TAR. He explained that ATM had acted following what was established by ordinary jurisprudence over time. The representative of the business owners highlighted the paradoxical elements of the story. The councilors, after having indicated some possible solutions, invited the Presidents to take action so that the Council and ATM explore ways to resolve the situation and to overcome the situation of failure to register some spaces. The Presidents have undertaken to intervene with the competent Councilor to resolve the second situation, and with the Municipal Attorney's Office in order to understand what position the Administration could adopt.

Agenda: Finance Area and Tax Charges No. 30 Approval of Tari Tari - Waste Tax - year 2017

Environment and Energy Area No. 31 Approval of the financial plan of the services aimed at protecting the environment for the purposes of applying the relevant municipal tax (tari) - year 2017.

Aea Finance and Tax Charges No. 33 Single Municipal Tax (IUC) - Confirmation of the rates relating to the TASI component, pursuant to art. 1, paragraph 28, of Law 28 December 2015, n. 208, as integrated by art. 1, paragraph 42, of the 2017 Budget Law. Councilor Roberto Tasca will participate.

OUTCOME:
The Budget Councilor and the Director of the Environment and Energy Area gave specifications regarding, respectively, the waste tax rates and the Service Contract between the Municipality and Amsa, with the Financial Plan of the Municipality of Milan. The councilors expressed their doubts, but as the time available had run out, the President declared Resolutions 30 and 31 to be discussed and postponed to another session and Resolution 33 not to be discussed.

Agenda: Parking Plan Situation. Councilor Marco Granelli will be present

OUTCOME:
The Councilor for Mobility and the Environment has announced the strengthening of interchange car parks and the increase of some surface lines. He illustrated the state of implementation, over the years, of the Parking Plan of the Municipality of Milan: 117 car parks have been created, while for another 108 the forfeiture procedure has been started, on which some Councilors have expressed their contrary opinion. Finally, the Councilor announced the increase in parking rates on the blue lines, the discussion of which, for reasons of time, has been postponed to the next Commission session.

Agenda: Continuation of the comparison process on railway yards and temporary use. Councilor Pierfrancesco Maran will be present.
OUTCOME:
Councilor Maran updates those present on the state of the art regarding the technical times for drafting the Program Agreement and the criteria for comparison with citizens on projects relating to the Railway Yards and illustrates the principles that can be used for temporary use of the same areas. A lively debate follows in which discordant views remain. The discussion will continue with citizens through the respective Municipalities.

Council Commission Special New Regulations for the Organization and Operation of the City Council  (Presided over by Road Councilor Elisabetta)
Agenda: Continuation of analysis of regulations and institutions. Hearing of Dr. Silvana Magnabosco: Director of Assembly Work Organization of the Lombardy Region.

OUTCOME:

The Director of the Organization of Assembly Work of the Lombardy Region illustrated the methods of planning and scheduling the topics in the Regional Council and then answered the questions of the Councilors and the President. At the end, she declared that she will continue hearing other institutional subjects who could help in the drafting of the New Organization and Functioning Regulations of the City Council.

Agenda: Budget Planning Area No. 32 Single Planning Document (DUP) and Budget Forecast 2017-2019. Councilor Roberto Tasca will participate.

OUTCOME:

Councilor Tasca carried out his report on the Single Planning Document, illustrating the budget forecast for the period 2017 - 2019, responding to the requests for clarification raised by the councilors present.

Agenda: Summer Centers tariff system - Councilor Anna Scavuzzo will participate.

OUTCOME:

The Education Councilor illustrated in detail the educational services provided by the Municipality for the different age groups, with the related costs to be borne by the Municipality and families, also in percentages. You then responded to the Councillors' questions, mainly focused on identifying the best method for defining fees and combating tax evasion.

Agenda: Competitive and non-competitive sports medical certification.

OUTCOME:
The Representatives of the Italian Sports Medicine Federation and the Coni Milan Provincial Delegate gave specifications regarding certifications in the sports field for competitive, non-competitive and recreational motor activities. The Councilors asked questions on the merits which were given exhaustive answers. At the end the President deemed the topic discussed.

JOINT BUDGET - CULTURE COMMISSION of 13.1.2017
Councilor Del Corno illustrates to the Commissioners the details of the 2017 budget forecast of his Central Management. A lively debate follows, essentially focused on the gradually decreasing resources that his department has to cope with, as expenses in the field of culture are considered compressible.

Council Commission Institutional Affairs, Metropolitan City and Municipalities (Chaired by Councilor Censi Arianna)
Agenda: Project for the redevelopment and safety of the suburbs of the metropolitan city of Milan. Dr. Isabella Susi Botto, Head of the Metropolitan City Territorial Policy Planning Service, will be present.

OUTCOME:

The guest of the commission was the Arch. Botto who, as Head of the Territorial Policy Planning Service of the Metropolitan City, illustrated to those present the set of achievements that make up the integrated project "Metropolitan welfare and urban regeneration - Overcoming emergencies and building new spaces of cohesion and welcome" , which involves numerous municipalities in the hinterland and which has recently been financed and is therefore ready to enter a properly implementation phase. President Censi, considering the interest aroused by the report, confirms the need for an in-depth analysis of the various projects in a future commission session.

OUTCOME:
The professor. Ferrari of GF Ambiente and the Councilor illustrated provision no. 30 and answered the questions posed by the councillors. At the end of the clarifications - The President declared the provision discussed and sent it to the Chamber for subsequent compliance. Subsequently, the Councilor illustrated resolution no. 33 regarding which there were no interventions by the commissioners, therefore the President sent it to the Chamber for discussion.
