OUTCOME: 

The Budget Councilor gave specifics regarding the proposed resolution having as its object "the renegotiation of the loans granted to the Municipality by the Cassa Depositi e Prestiti"; highlights that the operation would allow the Municipality to make debt less burdensome on the budget and to recover a certain financial elasticity. This operation takes place in conditions of financial equivalence.

Council Commission Equal Opportunities and Civil Rights (Chaired by Councilor De Marchi Alessandra)
Agenda: Presentation of projects for November 25th, International Day for the Elimination of Violence against Women.

OUTCOME: 

The President of the Commission and the Mayor's delegate for Equal Opportunities presented some of the events that will take place in Milan on the occasion of the International Day for the Elimination of Violence against Women, pointing out that, on this topic, the Administration is still working to the organization of further events.
The representatives of the municipalities and associations, involved in this topic, explained the initiatives planned in the area to celebrate this day of reflection on the problem of violence suffered by women.

Council Commission Home – Public Works - Erp (Chaired by Councilor D'Amico Simonetta)
Agenda: Hearing of the representatives of the Milan Chamber of Commerce, of the trade union associations relating to the real estate market.
Participation in the Commission is expected:

  • of Councilor Gabriele Rabaiotti,
  • of Dr. Marco Libero Dettori for the Milan Chamber of Commerce,
  • of Dr. Andrea Lavorato Assimprendil Ance 
  • of representatives of various other trade associations.

OUTCOME: 

In the presence of Councilor Rabaiotti, the operators of the city's real estate market (Chamber of Commerce, Assimpredil, Assoedilizia, ANBBA, FIAIP and others) illustrated to the participants the state of the art regarding their economic sector. A chiaroscuro situation has emerged which records a marked expansion of the segment relating to luxury apartments, problems regarding other types of accommodation and difficulties in the rental market. The operators themselves and some Councilors have complained about bureaucratic delays and hoped for a regulatory review on the subject of leasing. In the final reply, the Councilor expresses the hope for greater collaboration between private and public to expand the offer of rental accommodation.

Agenda: Report of the Local Police Commander regarding the possible disciplinary findings relating to the facts that emerged during the investigation involving an officer and a Local Police agent, which concluded with the dismissal decree issued by the Court of Milan n. 40092/14 RGNR MOD. 21.

Agenda:Inspection at "Cascina Linterno" - Via Fratelli Zoia, 194.
Councilor Pierfrancesco Maran and the Municipality's technicians were invited to the inspection

OUTCOME: 

The councilors visited the Cascina Linterno complex accompanied by members of the "Amici della cascina Linterno" Association, professors from the Polytechnic who coordinated the works and the Municipality offices who followed the renovation of the site. The parts of the Farmhouse where the works were carried out were shown to the commissioners, explaining what types of interventions were carried out and the reasons why some choices were made and the costs incurred. The beekeeper who was chosen as the person in charge of following the agricultural part of the Farmhouse also spoke, illustrating the project regarding the "educational farm" which will be able to fully start up once the works are finished.

Joint Council Commission Mobility, Transport, Environmental Policies, Civil Protection, Animals and Greenery and Verification and Control of Participated Bodies (Chaired by Councilors Monguzzi Carlo and De Pasquale Fabrizio)
Agenda: Verification of the implementation of the Public Lighting Plan.
Councilor Marco Granelli and Dr. will be present. Luca Pellizzeri A2A lighting operations manager. 

OUTCOME: 

The Councilor for Traffic and the Environment and the A2A technicians first illustrated the results of the LED Plan, which began in 2014 and is in the final phase of implementation of the interventions, then they exposed the new lighting plan, which includes new systems, strengthening of other and collection of suggestions from the Municipalities, for priority interventions to be carried out in the area. They then responded to the Councilors and Presidents of Municipalities 2 and 9, regarding the economic convenience of the LED plan, the costs for the Municipality of the new Plan and the proposals coming from the Municipalities.

Council Commission International Affairs - Post Expo - European Policies (Chaired by Councilor Pacente Carmine)
Agenda: EU-Canada Agreement (CETA): what changes for companies and consumers. Focus on Milan.
Prof. will speak at the hearing. Francesco Rocchetti, analyst at the Institute for International Political Studies (ISPI). 

OUTCOME:

The professor. Rocchetti clarified that the Ceta, the Economic and Trade Agreement between the EU and Canada, was approved by the European Parliament on 15 February 2017, entered into force on 21 September 2017, provisionally, only in its fundamental parts and will enter fully into force only following ratification by all EU Member States. He also pointed out that the main effect of CETA is the elimination of more than 98% of customs duties between the European Union and Canada and that there are approximately 49 Milanese companies that export to the latter.
A debate followed during which the Councilors asked some questions to which the prof. Rocchetti provided an answer.

Commission Special Integrated Family Policy Plan (Chaired by Councilor Osculati Roberta) 
Agenda: Civil economy paths and concrete prospects for the Municipality of Milan: family purchasing groups (GAF).
Ivan Vitali from the School of Civil Economy and Luigia Caria from the Italian Families Association will be present.

OUTCOME: 

The family purchasing groups (GAF) project was presented to the councillors, an initiative which is part of the implementation of the principles of civil economy and fundamentally aimed at providing support to families who are in serious economic difficulty. Ample space was given to the presentation of the experience of the Municipality of Seveso which has been successfully experimenting with this virtuous practice of commercial consumption for some time. The councilors present, in addition to welcoming the initiative and hoping for a future application also in Milan, were thus able to satisfy their curiosities regarding the logistical functioning of the initiative.
