OUTCOME:The speakers invited to the Commission gave specifications regarding public utility work and testing. The Councilors asked questions on the merits which were given exhaustive answers. The President considered the topic discussed.

Joint Council Commission Equal opportunities and civil rights e Social Policies and Health Services, Volunteering (Chaired by De Marchi Councilors Diana Alessandra and Vasile Angelica) 
Agenda: Hearing of the Honorable Milena Santerini, representative of the Council of Europe project "no Hate speech" ideas against hate speech through human rights education

OUTCOME: The Honorable Milena Santerini recalled the Study Commission on intolerance, xenophobia, racism and hate phenomena, established and led by the President of the Chamber of Deputies, Laura Boldrini, and composed of politicians, experts and associations.
He indicated the difference between hate crimes and hate speech, which occurs almost exclusively via the web, and recalled the presentation of the manual “No hate speech. Ideas against hate speech through human rights education", widespread in schools, which proposes the rules to follow so that the right to express one's idea on the web does not become a means of offending or discriminating against others.
A debate then followed during which the Councilors expressed some doubts and asked for further clarifications to which the rapporteur provided a response.

Council Commission Periphery (Chaired by Councilor Osculati Roberta)
Agenda: Hearing of Councilors Gabriele Rabaiotti and Pierfrancesco Maran to report their respective proposals relating to the Integrated Plan for the suburbs.

OUTCOME: The Councilors for Public Works and Urban Planning presented the guidelines for the Integrated Plan for the suburbs, focusing in particular on the interventions that will be carried out for the recovery of the neighborhoods: Adriano and Porto di Mare. After an exhaustive debate the topic was declared discussed.

Joint Council Commission for Labor Policies, Economic Development, Productive Activities, Trade, Human Resources e Anti-mafia (Chaired by the Councilors Specchio Laura and Gentili David)
Agenda: Hearing of the President of the Fruit and Vegetable Market Wholesalers Association Fausto Vasta regarding the verification of the application of the legality protocols in force for the general markets.

OUTCOME: Mr Vasta illustrates the problems that the Wholesalers Association, of which he is President, encounters and must resolve regarding the application of the legality protocols in force for the general markets.
The General Director of SoGeMi intervenes to report what the company has done on the topic in question to resolve the critical issues exposed.
A debate follows during which the Commissioners express their assessments and ask some questions to which the two speakers provide precise answers.

Agenda: Presentation of the Ri-Milano project: the relocation into the world of work of women who have suffered mistreatment and/or violence.
Councilor Tajani, Dr. Nadia Cezza Cooperativa sei petali, Dr. Barbara Cossetto of the European Institute of Oncology (IEO) and Dr. Mariarosaria Becchimanzi of the Municipality of Milan will participate.

Joint Council Commission Verification and Control of Participated Bodies e Education, Education, University and Research (Chaired by Councilors De Pasquale Fabrizio and Limonta Paolo)
Agenda: Milan Catering - Customer Satisfaction - presentation of survey results.
Will be present: Councilors Anna Scavuzzo and Lorenzo Lipparini; Dr Fabrizio De Fabritiis of the A.U. Milan Catering. 

OUTCOME: In the presence of the Councilor for Education, the Councilor for Participation and the Sole Director of Milano Ristorazione, the data from a research on Customer Satisfaction of the School Lunch Service at nursery schools and primary schools were presented, which revealed more satisfaction than dissatisfaction in percentage with the service provided. A composite debate took place, with some councilors underlining how the percentage of dissatisfaction remains high, especially among parents, more than among children. The considerations of the A.U. followed. of Milan Catering. President Limonta, having far exceeded the time available, therefore postponed the discussion of the topic to a subsequent meeting.

Agenda: Inspection of the San Siro neighborhood - redevelopment and progress of the Neighborhood Contract. Meeting at 11.00 in Piazza Selinunte 4 in front of the Neighborhood Laboratory.

OUTCOME: In the presence of the Housing Councilor, representatives of ALER, Municipality 7 and Neighborhood Associations, an inspection was carried out at the San Siro District, ending with a discussion at the Social Laboratory in Piazza Selinunte, where the issues were discussed maintenance of buildings and illegal occupations.

Council Commission Budget, Taxes - State Property and Purchases (Presided over by Councilor Count Emmanuel)
Agenda: Analysis of the status of sales of properties referred to in real estate funds 1 and 2.
Councilor Roberto Tasca will be present

OUTCOME: The state of the art regarding the sales of properties entrusted to BNP Paribas, through Real Estate Funds 1 and 2, by the Municipality of Milan was on the agenda of the session. The architects Pisani and Segneghi reported to the Commissioners on the transactions already completed, the negotiations in progress and the properties still to be placed. The Councilors who spoke asked for more details on some individual operations.

Council Commission Culture, Fashion and Design (Chaired by Councilor Bocci Paola)
Agenda: Illustration Urban Cultural Sea Project. The Councilor for Culture Filippo Del Corno, the President of Municipality 7 Marco Bestetti and Andrea Capaldi, co-founder of Mare Culturale Urbano, will be present.

OUTCOME: The offices and the representative of Mare Culturale Urbano explained that in 2017 Mare Culturale Urbano will create a new space in via Novara 75, redeveloping an area, now abandoned, put to tender by the State Property Department. They clarified that a large artistic and cultural production hub will be created which will provide the city with multifunctional and equipped spaces dedicated to different disciplines (theatre, dance, cinema, music, digital culture) and to social inclusion initiatives with the aim of enhancing the territory, also activating exchanges at an international level.
A debate followed during which the Councilors formulated some questions to which the guests and the offices provided answers.

Special Council Commission Integrated Family Policy Plan (Chaired by Councilor Roberta Osculati)
Agenda: Meeting with Councilor Anna Scavuzzo to get an overview of the family policies implemented so far by the Municipality of Milan.

OUTCOME: The Deputy Mayor explored the topic of the use of the ISEE (Indicator of the Equivalent Economic Situation), which allows low-income taxpayers to access social benefits and public utility services at subsidized conditions. The Commission recognized the opportunity to review the tariff system, taking into account a single indicator for the use of all services.

Council Commission International Affairs, Post Expo, European Policies, Foreign Trade (Chaired by Councilor Pacente Carmine) 
Agenda: Financial instruments and resources of European urban policy: the Pon and the projects for Milan. The Director of the Planning and Economic-Financial Controls Area and Intermediate Urban Authority Body for the Pon Metro and the Por, Dr. Paolo Poggi.

OUTCOME: The offices first explained what the PON metro consists of, then they illustrated the project that the Administration presented for the city of Milan and which will provide the opportunity to obtain European funds. The councilors analyzed some of the points included in the project and asked questions about the choices made. The Offices have provided answers to these and assured that some suggestions will be followed up. The President of the Commission was keen to underline that the sums and the identification of the objectives are established in Brussels and therefore it is now too late to change the destination, therefore he highlighted the need for the councilors, in the future, to take action in time so that the parameters and the destinations of the funds can be calibrated to more pressing needs.
