Agenda: Participation path on the Program Agreement for the redevelopment of the Milanese railway yards: presentation of the work of the Technical Panel.
Councilor Pierfrancesco Maran and Councilor Marco Granelli were invited to the Commission's work.
   
OUTCOME:

 The latest contributions sent by some professionals to the Technical Committee which deals with the reorganization of the areas of the railway yards were presented. Having heard the presentations, as well as the opinion of some Councilors and the Councilor for Urban Planning, the Presidents of the two Commissions announced that a final Commission session will be held by next Monday, concerning the economic part of the matter. Therefore, having collected all the contributions received from the Technical Table and from the Municipalities, a proposal for a policy document will be drawn up by himself and by the President of the Urban Planning Commission, to be discussed and voted on in the Council, which will be endorsed by the Council, for the preparation of the new Program Agreement for the recovery of the Railway Yards.

Council Commission Verification and Control of Participated Bodies (Chaired by Councilor De Pasquale Fabrizio)
Agenda:

  • Communication from M.M. on the events relating to the investigations into the Inspectors Unit of the Home Division.
  • Developments of the partnership undertaken with the Millennium Bank in Russia.
  • Status of implementation of communication initiatives for the M4 construction sites.

OUTCOME:

In the presence of the President and General Director of M.M. S.p.A. the various problematic aspects relating to the events involving, in different ways and in separate circumstances, two employees of the Milanese investee company were addressed. The councilors were able to ask their questions to the two top exponents of M.M. S.p.A. . Afterwards, the developments of the partnership undertaken at the time with Banca Millenium in Russia were clarified.

Agenda: Hearing of President Aler Angelo Sala regarding the situation of public residential housing in popular neighborhoods.
Councilor Gabriele Rabaiotti will be present.

OUTCOME:
The President of ALER Milano, Dr. Angelo Sala, presented the picture of the situation regarding the peripheral neighborhoods where the presence of ERP blocks owned by the company he presides is prevalent. The ensuing cross-examination highlighted the responsibilities of the Company's past management regarding the degradation of popular neighborhoods and its economic instability. In any case, a strong spirit of collaboration emerged between the Municipality and ALER on possible solutions, underlined by Councilor Rabaiotti.

Agenda: Presentation of data on NO2 monitoring carried out by Citizens for Air.
Councilor Marco Granelli will be present.

  • Maria Grazia Perrone, Vice President of the Department of Environmental Chemistry of the Italian Chemical Society.

OUTCOME:

The Cittadini per l'Aria Association presented the "NO2 Campaign, NO Thanks" project aimed at measuring the concentration of nitrogen dioxide in the air through the use of approximately 200 detectors located in the Milan metropolitan area. The sampling was carried out from 11 February to 11 March 2017 and it was found that in 96% of the sites, where the detector vials were present, the limit of 40 µg m¯³ was exceeded (legal objective annual concentrations for health protection Legislative Decree 155/2010) and in 77% of them the NO2 concentration was higher than 50 µg m¯³.
The Councilor for Mobility, having taken note of the data presented, declared that the PUMS (Urban Plan for Sustainable Mobility), under discussion in the City Council, contains measures aimed at reducing the presence of this pollutant.

Agenda: Presentation of the Geoportal project of the Municipality of Milan.
The Councilor for Participation, Active Citizenship and Open Data, Lorenzo Lipparini, will be present.

OUTCOME:
The Councilor and the competent offices have given specifications relating to the Geoportal project of the Municipality of Milan, a geographical platform that allows all the geographical data held by the Municipality of Milan to be managed and shared in an integrated manner; the councilors expressed their doubts and asked questions on the merits. At the end the President deemed the topic discussed.

Agenda: Presentation of two co-therapies in municipal disabled day centers: equestrian re-education and activities through the use of the human-pet relationship. At the hearing: Doctor Campanile Associazione Dog4life Onlus, Doctor Citterio A.N.I.R.E. and Doctor Piermattei President of CER of Monza.
Councilor Pierfrancesco Majorino was invited.
 
OUTCOME:
The President of the Italian National Equestrian Rehabilitation Association, the President of the Equestrian Rehabilitation Center and the representative of the Dog4Life Association illustrated the main equestrian re-education and pet therapy activities that are practiced in municipal Day Centers for the Disabled. The Commission agreed on the need to increase the number of users and Day Centers for the Disabled to be involved in the service.

The technicians of the property and of the Municipality who are following the topic and have been invited, Councilor Maran and the President of the Municipality, 9 will be present at the inspection.

OUTCOME:

The Commissioners went to the former Mameli Barracks, located in viale Suzzani 125, to assess the conditions of the area, the subject of a recovery plan, covering 100.000 m50. about. Having arrived there, the designer and an official from the Municipality's Urban Planning Directorate illustrated the process of the project and its main characteristics. In particular, it was highlighted that half of the surface will be sold to the Municipality of Milan which will use the vacant land for greenery and public services to be established will be placed in the buildings located in this part of the area, which cannot be demolished as they are subject to restrictions. In the other half a building project will be carried out of which XNUMX% of the GFA will be for free housing and the other half will be allocated to social residential housing.

Agenda: Hearing of the President of the East Ticino Villoresi Reclamation Consortium, Alessandro Folli.
Doctor Mari Laura will be present.

OUTCOME:
The President of the East Ticino Villoresi Reclamation Consortium clarified that the Consortium manages the water arriving from the Navigli, the Villoresi canal and the Martesana for a network of 4 thousand km which involves 501 Municipalities distributed across 7 Provinces. He also recalled the two dry runs that are carried out every year for a timely check of the state of the towpaths and for the most urgent interventions.
A debate followed during which the Councilors focused in particular on the recent approval by the City Council of the Dock Regulations and on the possibility of harmonizing the Consortium's relations with the Municipalities and the Metropolitan City.

Agenda: State of progress of the Arexpo company's activities and valorisation of the Expo areas.
Prof. will be present for the Arexpo company. Giovanni Azzone and the lawyer. Giuseppe Bonomi.

OUTCOME:
The President and the CEO of Arexpo illustrated the state of the art regarding the procedures for identifying the operator who will have to intervene in the area and specified the lines of the future development plan, focusing on the one hand on the procedures that will have to be followed up and on the other hand on the 42 expressions of interest received so far for the placement of functions in the same area. Some councilors have expressed doubts about the procedure adopted so far which has excluded the City Council from the discussion regarding some choices both as regards the way to proceed and as regards urban planning assessments and the inclusion of some functions, impoverishing a other part of the city. Other commissioners, on the other hand, defended the work of companies, government and other institutions which aim to enhance the area without contradicting what was decided at the time by the Council. The President and CEO of Arexpo responded to some of the questions posed.

Agenda: presentation of the second city-wide opinion survey, relating to the quality of life in Milanese neighborhoods, conducted by prof. Paolo Natale and his students. Analysis of the results obtained.

OUTCOME:
Prof Natale illustrates the results of the survey, carried out in collaboration with his students, presenting the results relating to the perception of the quality of life in Milanese neighbourhoods, in reference to some variants (safety/culture/greenery/road maintenance/immigrant integration)
the Councilors pose some requests for clarification and expose some reflections and criticisms relating to the results of the survey to which Prof Natale responds with punctuality and clarity
The President and the Vice President note that, from the results that emerged from the survey, some critical issues relating to the qualitative perception of citizens' life in the various Milanese neighborhoods will need to be explored in depth in order to improve them

Agenda: Activities of the Local Police in the identification of the Somali smuggler arrested in Milan with various serious charges against him.

OUTCOME:
Councilor Rozza and the managers of the Women and Minors Protection Unit of the Local Police, Dr. Terrana and Dr. Cesana, illustrated to the Commissioners the case of Osman Matammud, a Somali citizen arrested in Milan and accused of torture, violence and human trafficking. The picture that emerged sheds light on the extreme conditions in which migrants find themselves before crossing the Mediterranean. The Councilor also supported the need to provide humanitarian corridors as a useful tool to combat the phenomena described.
