Ratification, pursuant to art. 34, paragraph 5, Legislative Decree. No. 267/2000, of the adhesion of the Mayor of the Municipality of Milan to the Program Agreement, for the urban transformation of the disused and disused railway areas located in the Municipality of Milan, called “Scalo Farini, Scalo Romana, Scalo e Stazione di Porta Genova, Scalo Basso di Lambrate, part of the Scali Greco-Breda and Rogoredo, San Cristoforo railway areas", in correlation with the strengthening of the railway system in the Milanese area.
Councilors Pierfrancesco Maran and Marco Granelli will be present.

OUTCOME: 
The Offices and the Councilor illustrated in depth the content of the Program Agreement for the railway yards signed by the Region Municipality and R.F.I. They focused on the qualifying points and highlighted the most relevant parts. The councilors and some citizens asked general questions to which the Councilor and the President of the Mobility Commission responded promptly.

OUTCOME: 
During the session, the debate started in the previous day's session regarding the contents of the Program Agreement for railway yards continued. The Councilors and some citizens made observations and asked questions to which the Mayor and Councilor Maran provided answers. At the end of the debate, the Presidents considered resolution no. to be discussed. 44.

Agenda: Impact of Alitalia's new corporate plans on SEA. 
President Pietro Modiano will be present.

OUTCOME:

The President of SEA reports that Alitalia's weight on Milan's airports affects 20% of turnover and transports 20% of passengers. Therefore, despite being an important customer, it no longer has the weight it had in 2007 when it decided to abandon Malpensa to concentrate its flights on Fiumicino, making it its hub. Therefore, in the event of bankruptcy of the company, which is otherwise remote, there would be no particular consequences for SEA other than a slight contraction in turnover which could be recovered with the arrival of new carriers to replace Alitalia. Clarifications were also provided, requested by the Councillors, on the slots occupied by this airline.

Agenda: Update of Digital Transformation Projects - Services, Infrastructure, Training

OUTCOME: 
The Councilor and the Managers of the Information Systems Directorate gave specifications relating to the updating of the digital transformation projects: Citizen's File, App in the City, New Portal System and Open WiFi. The Councilors asked questions on the merits which were given exhaustive answers.

Agenda: Situation of electric bike sharing and relationship between the Municipality, ATM and Clear Channel.

OUTCOME: 
The Mobility Councilor illustrated the data relating to the use of bike sharing in the city. He therefore responded to the numerous requests for information and clarifications formulated by the Councilors together with the President of ATM Servizi and the representative of Clear Channel.

Agenda: Presentation and illustration of the activities and missions of the Fleming Training Center and the San Giusto Training Center.

HESITO:
Councilor Tajani, assisted by the Director of the Work and Training Area and the Manager in Charge of the Fleming and San Giusto Training Centres, illustrated to those present the activities and primary objectives of the Training Centers themselves. Requests for clarification were made regarding the future projects of the Centers and the approach to be taken towards immigrant women from North Africa.

Agenda: "Update plan for the elimination of architectural barriers (PEBA)".

The Mayor's delegate for Accessibility, Lawyer Lisa Noja, will also be present.

OUTCOME: 
The Councilors and Offices recalled the adoption in 2011, by the Municipality of Milan, of the UN Convention on the rights of people with disabilities, the creation of the accessibility portal and the adoption in 2016 of the preliminary document for the Plan for elimination of architectural barriers. The allocation of 10 million euros, in the 2016 Budget and in the 2017 Budget, intended for the removal of architectural barriers, was also recalled.
The Mayor's delegate for accessibility underlined the importance of a participatory and shared method on accessibility policies through the involvement of associations and collaboration with the university world.
A debate followed during which the Councilors formulated some questions to which the Councilors provided answers

Agenda: Presentation of Youth Aggregation Centers activities.
Councilor Anna Scavuzzo will be present.

OUTCOME: 
In the presence of the Councilor for Education and Instruction, as well as the Deputy Mayor, who underlined the importance of the current network of Youth Aggregation Centers by presenting their educational and cultural paths, the experiences of the operators who illustrated the problems of the their work in the field. There was no shortage of interventions from the councilors present who were thus able to delve deeper into the critical issues and propose investment solutions for a service considered fundamental for the quality of life of the city's young population.

Agenda: Scenarios for the awarding of the Local Public Transport service.
Councilor Marco Granelli and representatives of A.T.M. will be present. S.p.A. 

OUTCOME:

The Councilor for Mobility declared that the objective of the Municipal Administration is to have effective, quality Local Public Transport capable of satisfying the needs of citizens. Therefore, having to renew the TPL contract, the task was entrusted to the Basin Authority, as required by regional legislation, to determine the public transport needs and in the meantime the regulatory framework, which is rather fluid, is being evaluated to decide whether to proceed with the direct assignment of the service to ATM, which would provide for limitations, or to proceed with a European tender. In the subsequent debate it was noted that it would be appropriate to continue the relationship with ATM as it is a municipal company capable of providing a good service. In the event of a tender, it was requested that it be single and not divided into sectors, separating, for example, the subway from surface services.

Agenda: Inspection at the Lambrate Cemetery.

OUTCOME:
The program included an inspection of the Lambrate Cemetery and the itinerary covered the Crematorium, the internal avenues and the Garden of Remembrance. The engineers Vigani, Da Ros, Colli Franzone, Iannone, Caprini and Zuccotti accompanied the Commissioners and illustrated to them the procedures implemented for the cremation and conservation or dispersion of the ashes. Furthermore, the problem of nutria infesting tombs was raised.

Council Commission Culture, Fashion and Design (Chaired by Councilor Bocci Paola)
Agenda: "Milan's candidacy for UNESCO Creative Cities Network - Literature".
Councilor Filippo Del Corno and Dr. Stefano Parise will be present at the Commission's work.

OUTCOME: 
The President first reported on a conference entitled "Culture and suburbs" in which she participated as President of the Commission. Subsequently, the Councilor and Oliviero Ponte di Pino illustrated the reasons for Milan's candidacy for the UNESCO Creative Cities Network - Literature, explaining its motivations and purposes. The councilors asked some questions on the merits and made some considerations. The Councilor and the coordinator of the working group examined some aspects in depth and answered the questions in depth.

Council Commission Security and Social Cohesion, Local Police (Chaired by Councilor Pantaleo Rosario)
Agenda: Report on the dynamics of the use of narcotic substances with reference to the treatment provision activities in the Milan area.
Dr. Riccardo Carlo Gatti - A.S.S.T. will be present. SAINTS PAUL AND CHARLES San Carlo Borromeo Hospital.

OUTCOME:
Dr Gatti presented the report on the situation of the use of narcotic substances and other addictions, such as alcohol and gambling, inherent in the Milan area; he also illustrated the activity of providing care aimed at those who have to face these critical issues. In defining the worrying overall picture, a thesis shared by the Councilor for Security, especially with regards to the young generations, he hopes for a synergistic intervention of all the realities present in Milan in the various fields: political, medical, communication and related to other professions, in order to counteract a possible increase in this social problem.
In formulating questions and requests for clarification on the topic under examination, the Commissioners also presented assessments of the merits of the problem and proposals to prevent its spread.
The suggestions that emerged were accepted by the speaker and the Councilor, who, once again, reiterated that in order to try to resolve this serious critical issue, everyone's contribution is necessary, without preclusions, especially of a political nature
